CSI Lahore: US 法廷のs big 発射 comes home to help Pakistan

LAHORE, Pakistan, Jan 26 (Reuters) - As one of America's 最高の,を越す 法廷の scientists, Mohammad Tahir 暴露するd 証拠 that helped 刑務所,拘置所 boxer マイク Tyson for 強姦, 罪人/有罪を宣告する serial 殺し屋 John Wayne Gacy and (疑いを)晴らす doctor Sam Sheppard of 殺人ing his wife.

Then Tahir took on his toughest assignment yet - 適用するing his 技術s in Pakistan, a poor nation of 180 million people beset by 罪,犯罪 and militancy.

But catching 犯罪のs is not Tahir's biggest problem. It's working with the country's 古風な 犯罪の 司法(官) system.

The very notion of producing 証拠 is a newfangled 概念 for many 伴う/関わるd in 法律 施行 in Pakistan. 事例/患者s often rely on 証言,証人/目撃するs who are easily 賄賂d or 脅迫してさせるd. テロ行為 and 殺人 嫌疑者,容疑者/疑うs usually walk 解放する/自由な.

So Tahir, a softly spoken man whose passions are reading and gardening, 始める,決める out on a 追求(する),探索(する): to 促進する 法廷の science.

"Physical 証拠 does not 嘘(をつく), it does not perjure itself as humans do," said the dapper 65-year-old. "It is a silent 証言,証人/目撃する ... We make it speak in a 法廷,裁判所 of 法律."

Tahir, a 二重の Pakistani and U.S. 国民, has his own 法廷のs lab in the 部隊s 明言する/公表するs. He spent 36 years working with U.S. police and helped 令状 the 連邦検察局 handbook on 法廷のs.

In 2008, with 交戦的な attacks rising in Pakistan, Punjab's 長,指導者 m inister called Tahir and asked for help: to design a new $31 million 法廷のs lab in the city of Lahore, handpick its scientists and try to 施行する new 基準s of 罪,犯罪 solving.

The lab was finished in 2012 and at first, 商売/仕事 was slow. But now the lab, which is 基金d by Punjab 明言する/公表する, takes around 600 事例/患者s a day, Tahir said. It could easily 扱う twice that if more police start sending in 証拠 or 嫌疑者,容疑者/疑うs.

"The police are not educated, they don't know our 能力s. We have to teach them," he said.

PROBLEMS WITH POLICE

The gleaming new lab quickly discovered only a tiny fraction of police knew how to 安全な・保証する 罪,犯罪 scenes and collect 証拠. デオキシリボ核酸 見本s were mouldy. Guns arrived for 分析, smeared with officers' 指紋s.

"If garbage comes in, garbage goes out," explained one scientist at the lab during a 最近の Reuters visit, as his masked 同僚 unwrapped a bone from a woman's 団体/死体 設立する in a canal.

"They are getting better," Tahir said. So far 3,100 police out of a 軍隊 of 185,000 have been trained.

法廷,裁判所s usually 扱う/治療する police as unreliable. Any 自白 made to them is 合法的に 認容できない because 嫌疑者,容疑者/疑うs are frequently 拷問d. Police argue they are becoming better at playing by the 調書をとる/予約する.

"It used to be - you can say - a quick method of getting 公表,暴露 from the (刑事)被告," said Sukhera. "(But now) I think very rarely the police 拷問."

Tahir has banned police from entering the lab to make sure they do not 干渉する with the 過程.

When Reuters visited the lab, police waited 根気よく in the 地階, some clutching white cloth 一括s 調印(する)d with twine and red wax.

A dozen of them held 瓶/封じ込めるs that were to be 実験(する)d for alcohol, which is 違法な in Pakistan. One had brought a ピストル. Another held a box of 団体/死体 parts.

COURT CRISIS

Once the lab makes a 報告(する)/憶測, it goes to the 検察官,検事. But 裁判官s, lawyers and 証言,証人/目撃するs are often 脅すd or killed. 法廷,裁判所s have a backlog of more than a million 事例/患者s.
