Kashmir fight 追加するs to 障害物s for Modi's India 改革（する） 押し進める

SRINAGAR, India, March 9 (Reuters) - A ruckus over the 解放（する） from 刑務所，拘置所 of a man who led the most serious 反乱 in １０年間s against the Indian 軍の in Kashmir is 追加するing to 開始するing problems for 総理大臣 Narendra Modi as he tries to 押し進める 経済的な 改革（する） through 議会.
The lower house of 議会 was 一時的に 延期，休会するd on Monday after 野党s 需要・要求するd to know why 分離主義者 leader Masarat Alam Bhat was 解放（する）d at the 週末 by Kashmir's 明言する／公表する 政府, which Modi's 国家主義者 party supports.
"I am 怒り／怒るd and 非難する the 解放（する）, just like other 国会議員s," Modi said in 議会. "I can 保証する you that my 政府 was not 知らせるd about the 決定／判定勝ち（する） by the 明言する／公表する 政府 and neither were we 協議するd."
Modi swept to office ten months ago 約束ing 早い 経済的な 変形 but disparate 野党s have 部隊d to 封鎖する his 協議事項, 軍隊ing the 政府 to rely on (n)役員／(a)執行力のある orders called 法令／条例s to pass 人気がない 政策s.

< p>"The clock is ticking for the 政府," 副 大蔵大臣 Jayant Sinha said in an interview with 造幣局 newspaper published on Monday.Modi has a 大多数 in the lower house of 議会 but needs cross party support in the upper house.
The 対立 立ち往生させるd 訴訟／進行s in both houses to 抗議する the 解放（する） of Bhat, （刑事）被告 of orchestrating 2010 抗議するs by Kashmiris 需要・要求するing independence from Indian 支配する that led to weeks of 衝突／不一致s. More than 100 people were 発射 by Indian 軍隊／機動隊s.
Bhat's 解放（する） is an 当惑 for Modi's Bharaitya Janata Party (BJP), which for the first time has a 役割 in 判決，裁定 the イスラム教徒 大多数 明言する／公表する after forming an ありそうもない 連合.
The Hindu 国家主義者 BJP wants to bring the contested 地域 into the Indian mainstream, while its 地域の partner, the Peoples Democratic Party (PDP), supports self 支配する.
Bhat said in an interview with Reuters on Sunday that even though he had been 解放（する）d from 刑務所，拘置所, his life was not much better because Kashmir 似ているd a 刑務所，拘置所 because of the 激しい 軍の presence.
