What to watch for in U.S. 気候 計画（する） for Paris

WASHINGTON, March 10 (Reuters) - Later this month, the Obama 行政 will 明かす how it 計画（する）s to 減ずる 炭素 放出／発行s by 26 パーセント to 28 パーセント below 2005 levels within a １０年間, the 核心 of the 交渉するing position it will take to 全世界の 気候 会談 Paris this December.
While the 幅の広い 輪郭（を描く）s of the U.S. position are known, there is 広大な／多数の／重要な 利益／興味 in its ーするつもりであるd 国家的に 決定するd 出資／貢献 (INDC), 気候 外交官s' 称する，呼ぶ／期間／用語 for each country's 国内の program to 達成する its Paris 的s.
So far only the EU and Switzerland have 解放（する）d 計画（する）s. Most countries - 含むing 中国 and India - are not 推定する／予想するd to do so until the summer. The Obama 行政 has 示唆するd that showing its 手渡す 早期に could 圧力 other major emitters to be 包括的な in their own INDCs.
"The 行政 目的（とする）s to use its 国内の 気候 活動／戦闘 to てこ入れ／借入資本 全世界の 活動／戦闘," said Pete Ogden, director of international 気候 政策 at the 中心 for American 進歩 and a former 長，指導者 of staff to U.S. 気候 （外交）使節／代表 Todd 厳しい.
But to do so, the Obama 行政 will need to 演説（する）／住所 some 重要な questions:
* Will the U.S. move closer to a 合法的に binding 条約?
