LYNCHBURG, Va., March 23 (Reuters) - Casting himself as the leader of a grassroots army, Texas 共和国の/共和党の 上院議員 Ted Cruz made an explicit 控訴,上告 to Christian 保守的なs on Monday as he became the first major 人物/姿/数字 to jump into the 2016 U.S. 大統領の race.

Cruz's unyielding 策略 in Washington have made him a hero to many on the Tea Party 権利, but he has yet to break into the 前線 階級s of what is 形態/調整ing up to be a (人が)群がるd field for the 共和国の/共和党の 指名/任命.

Speaking at Liberty University, a Christian school 設立するd by televangelist Jerry Falwell, Cruz called for the support of 宗教的な 保守的なs who play a major 役割 in 明言する/公表するs with 早期に 指名するing contests. He discussed his Baptist 約束 in personal 条件 and 勧めるd 宗教的な 保守的なs who have sat out 最近の 選挙s to get off the sidelines.

"God's blessing has been on America from the very beginning of this nation, and I believe God isn't done with America yet," he said, 勧めるing the (人が)群がる to imagine millions of people of 約束 going to the 投票s and "投票(する)ing our values."

Cruz's 目だつ 役割 in the 2013 政府 shutdown made him one of the better-known 政治家,政治屋s in America even as he made enemies in both parties on (ワシントンの)連邦議会議事堂 Hill. In a 21-hour talkathon on the 上院 床に打ち倒す, he chided the "cheap 控訴s" and "bad haircuts" of some 政治家,政治屋s and read the children's 調書をとる/予約する "Green Eggs and Ham" by Dr. Seuss.

But the Harvard-educated son of a Cuban 移民,移住(する) starts the race for the November 2016 選挙 as a second-tier 候補者.

Cruz (機の)カム in third in an informal 投票 of 行動主義者s last month at the 保守的な Political 活動/戦闘 会議/協議会, and Reuters/Ipsos 跡をつけるing 投票s show him statistically tied with five other 可能性のある 候補者s, though 井戸/弁護士席 behind former Florida 知事 Jeb Bush and Wisconsin 知事 Scott Walker.

As the first to jump into the race, Cruz will get extra attention from the マスコミ and 投票者s for several weeks as he tries to position himself as the 保守的な 代案/選択肢 to more 中道派(の) 候補者s like Bush and Walker.

支持者s 目的(とする) to raise up to $50 million in the 最初の/主要な season, though his 目だつ 役割 in the 2013 政府 shutdown could cost him support on 塀で囲む Street and in the 商売/仕事 world.

"The 共和国の/共和党の Party and the American people have to be able to find a more qualified 候補者 for 大統領,/社長 than Ted Cruz," said 共和国の/共和党の 代表者/国会議員 Peter King of New York, who also called Cruz a "carnival barker".

Cruz is likely to do 井戸/弁護士席 with small 寄贈者s and 豊富な Texans, said Atlanta 基金 経営者/支配人 David Panton, who has known Cruz since college.

"A lot of people wait to 令状 the check until Ted has 正式に 発表するd," he said.

MOBILIZING THE CHRISTIAN RIGHT

Liberty University 大統領 Jerry Falwell Jr. said many evangelicals have sat out 最近の 選挙s because of their 失望 with the more 中道派(の) 候補者s that have won the party's 指名/任命. About 40 パーセント of 共和国の/共和党の 最初の/主要な 投票者s consider themselves evangelical or born again, accordi ng to Reuters/Ipsos 投票ing.

"If someone could 動員する that 圏, it would be amazing," Falwell Jr. told Reuters.

That could help Cruz in 早期に-投票(する)ing 明言する/公表するs such as Iowa, where 57 パーセント of 共和国の/共和党の (政党の)幹部会,党集会 goers identified as evangelical or born-again Christians in 2012.

Cruz will likely have to compete for their support with former Pennsylvania 上院議員 Rick Santorum, who won Iowa in 2012, and former Arkansas 知事 マイク Huckabee, who won in 2008.

"If he's the 指名された人, I 絶対, 前向きに/確かに could 支援する him 100 パーセント. But there are 多重の good people running out there," said Barb Heki, a Christian 保守的な who has been active in Iowa 共和国の/共和党の politics for 30 years.

Speaking without 公式文書,認めるs, Cruz 雇うd the cadence of a preacher as he 述べるd the 宗教的な 旅行 of his father, who left the family when Cruz was three years old but returned after joining a Baptist church.

"If not for the transformative love of Jesus Christ, I would have been ... raised by a 選び出す/独身 mom without my father in the house," Cruz said.

Five years after 大統領 Barack Obama 調印するd the Affordable Care 行為/法令/行動する into 法律, Cruz called for its 廃止する, 同様に as 廃止するing the 内部の 歳入 Service and 封鎖するing same-sex marriage.

He cast 意見の不一致を生じる social 問題/発行するs in 宗教的な 条件, referring to the "sacrament of marriage" and the "sanctity of human life."

Cruz drew some of his strongest 賞賛 on Monday when he (刑事)被告 Obama of playing 負かす/撃墜する the 宗教的な elements of Islamic 明言する/公表する and fostering 衝突 with イスラエル, an important 問題/発行する for evangelicals.

Mort Klein, 大統領,/社長 of the Zionist Orga nization of America said 豊富な ユダヤ人の 寄贈者s were also impressed with Cruz after 審理,公聴会 him speak about イスラエル at a November dinner.

"The only 問題/発行する was, could this guy really 勝利,勝つ?" he said. "Did anybody think Barack Obama could 勝利,勝つ when he was running? No."

Cruz's birth in Calgary, Canada, has raised questions about his 適格(性) for the White House. The U.S. 憲法 要求するs that the 大統領,/社長 be a natural-born 国民. He gave up his Canadian 市民権 in 2014.

Cruz has said he qualifies by virtue of his mother having been an American 国民 by birth. (付加 報告(する)/憶測ing by Emily Flitter, 令状ing by Andy Sullivan; editing by Howard Goller and Alan Crosby)
