Brazil's 対立 支えるs Rousseff 告発 事例／患者

BRASILIA, Oct 21 (Reuters) - 対立 lawyers とじ込み／提出するd a new 嘆願（書） to 議会 for the 告発 of Brazilian 大統領 Dilma Rousseff on Wednesday, 捜し出すing to unseat the 人気がない 左派の（人） leader for 恐らく doctoring 政府 accounts in 2014 and into her second 称する，呼ぶ／期間／用語.
If the request is taken up by the （衆議院の）議長 of the lower house, Eduardo Cunha, who himself is under 圧力 to 辞職する 予定 to 汚職 主張s, months-long 告発 訴訟／進行s would begin, 長引かせるing a political 危機 that has 深くするd Brazil's 経済的な 低迷.
The request is considered the most serious 試みる／企てる so far to 弾こうする Rousseff because it is based on a 連邦の audit 法廷，裁判所 判決，裁定 that her 政府 manipulated its accounts to disguise the size of the 赤字 and 許す for more spending in the run-up to her 狭くする re-選挙 last year.
Rousseff has 否定するd any 悪事を働くこと and has （刑事）被告 her 対抗者s of trying to 倒す a 合法的, 民主的に elected 政府. She has argued that her 政府 shored up 基金s for social programs with the same methods used by previous 行政s.
The authors of the とじ込み／提出するing are 目だつ lawyers Helio Bicudo, a 設立するing member of Rousseff's 判決，裁定 労働者s' Party, and Miguel Reale, a former 司法（官） 大臣. They are 支援するd by Brazil's main 野党, the PSDB.
The new 嘆願（書） 増強するs an earlier one by the lawyers to 含む 告訴，告発s that the doctoring of 政府 accounts continued into Rousseff's 現在の 称する，呼ぶ／期間／用語. It also 告発する／非難するs her of 調印 spending 法令s for 820 million reais ($210 million) without the 是認 of 議会, an impeachable 違反 of Brazil's 予算 法律s.
Rousseff's 政府 is 緊急発進するing to 封鎖する 告発 訴訟／進行s in the lower house, where her 対抗者s would need two-thirds of the 投票（する）s to 認可する an 告発 裁判，公判 that would be held in the 上院.
投票s show two-thirds of Brazilians want to see Rousseff 弾こうするd. Her 是認 has fallen to 選び出す／独身 digits in 最近の 投票s as many 非難する her for not stopping a 汚職 スキャンダル at 明言する／公表する-run oil company Petrobras and for mismanaging Brazil's once-にわか景気ing economy.
If 議会 弾こうするs Rousseff, 副大統領 Michel Temer, leader of the country's largest party, the PMDB, would serve as 大統領，／社長 for the 残りの人，物 of the 称する，呼ぶ／期間／用語.

But it is not （疑いを）晴らす when, or even whether, the （衆議院の）議長 will decide to （問題を）取り上げる the 告発 request that was 手渡すd to him by 対立 leaders and their lawyers. Cunha told reporters there was no 最終期限 for him to 受託する or 棚上げにする the request.
Cunha is 戦う／戦いing to stay in office に引き続いて 発覚s of secret スイスの bank accounts in his 指名する that link him to the 大規模な 贈収賄 and political kickback スキャンダル at Petroleo Brasileiro SA, 一般的に known as Petrobras.

"He has the sword of Damocles hanging over his 長，率いる, so he will 延期する an 告発 as long as he can," said Andre Cesar, partner at Brasilia-based consultancy 持つ／拘留する 法律を制定する 助言者s.
On Tuesday, Rousseff （刑事）被告 her 対抗者s of trying to 麻ひさせる her 政府.
"政府 活動／戦闘 will not be 妨げるd by the 対立, however many 告発 requests they make," she told reporters during a visit to Helsinki.
An uncertain political 未来 and 失敗 by the Rousseff 行政 to plug its 会計の 赤字 led Fitch to 削減（する） Brazil's credit 率ing last week to BBB-minus, the brink of junk status, from BBB, 重さを計るing on the country's 株式市場 and 通貨.
