UN （外交）使節／代表 says 会談 continue with warring Libyan 派閥s

TUNIS, Oct 21 (Reuters) - The U.N. （外交）使節／代表 to Libya said on Wednesday 協議s would continue with both the country's warring 派閥s after the 長，指導者 of the elected 議会 said the congress had 拒絶するd a U.N. 提案 to end the 危機.
Libya is 苦境に陥るd in a 衝突 between its 国祭的な-recognised 政府 and elected 議会 on one 味方する, and a self-styled 行政 持つ／拘留するing Tripoli on the other, with each 支援するd by loose 連合s of 武装した 派閥s.
After months of 会談, the 国際連合 has 草案d a 取引，協定 to form a 国家の まとまり 政府 and has 提案するd a six-member (n)役員／(a)執行力のある 会議 to lead it. But both 味方するs have 妨げるd at parts of those （許可，名誉などを）与えるs, 立ち往生させるing any final 協定.
On Monday, the 長，指導者 of the elected 衆議院 based in the eastern city of Tobruk said the congress had 拒絶するd the U.N. 提案. But there were 相反する 報告（する）／憶測s on whether 国会議員s had 公式に 投票（する）d on the 取引，協定.
"In the coming days I will be 行為／行うing 会合s with the Libyans," U.N. （外交）使節／代表 Bernardino Leon told reporters in the Tunisian 資本／首都 Tunis. "We hope to see the 大多数 of the members in Tripoli and in Tobruk 認可するing this （許可，名誉などを）与える."
Leon said "small groups" of political leaders could not 封鎖する a 対話 and a まとまり 政府.
The international community is 押し進めるing for both 味方するs to 受託する the U.N. 取引，協定 to end a 衝突 which has 許すd Islamist 交戦的なs and people-smugglers to 伸び（る） ground in the 大混乱 just over the Mediterranean from 本土／大陸 Europe.
Since last year, Tripoli has been controlled by Libya 夜明け, an 同盟 of 武装した 派閥s linked with Misrata city, and more Islamist-leaning 武装した groups who took over the 資本／首都 and 始める，決める up their own 政府 and 復帰させるd the old 議会.
The 国祭的な-認めるd 政府 and elected 議会 have since operated out of the east, 支援するd by a 連合 of other 武装した 派閥s, 含むing Gen. Khalifa Haftar, once an 同盟（する） of autocrat Muammar Gaddafi.
But the Oct. 20 end of the elected 議会's 委任統治（領） has critics 尋問 its legitimacy, 特に after 国会議員s 延長するd their own 称する，呼ぶ／期間／用語 until they can を引き渡す 力／強力にする to the next elected 団体／死体.
The 認めるd 政府's 首相, Abdullah Al-Thinni, on Wednesday 非難するd the international community for what he said was a 欠如（する） of support for the country's 合法的 会・原則s to fight Islamist 交戦的な groups on the ground.
"We 持つ／拘留する the UN 使節団 to Libya, the 国際連合 and the 安全 会議 fully responsible," a 声明 said.
"The 拡大 of these 犯罪の ギャング（団）s is an 切迫した 脅し not only to the Libyans, but to 隣人ing countries, and will have serious 関わりあい／含蓄s for international peace and 安全."
分析家s say a weak 協定 or 失敗 to 安全な・保証する a まとまり 政府 will encourage hardliners on both 味方するs to 押し進める for more 軍の 活動／戦闘 against 競争相手s.
Both 派閥s struggle with 分裂（する）s within their own （軍の）野営地，陣営s over the 条件 of a U.N. 草案 協定, 改正s they want 含むd or the 指名するs 提案するd by the U.N. to lead the まとまり 政府.
