Argentina's middle class 疑問 選挙 will 逆転する nation's 拒絶する/低下する

BUENOS AIRES, Oct 21 (Reuters) - In the 豊富な Recoleta 近隣 of Buenos 空気/公表するs, where grand 19th century buildings hark 支援する to an 時代 of 繁栄, middle class 投票者s 恐れる a 大統領の 選挙 on Sunday will do nothing to 停止(させる) Argentina's long 拒絶する/低下する.

"We always hope things will change for the better but they just get worse. This used to be a rich country," said Lucila Novillo, 53, who has struggled to keep her 内部の design 商売/仕事 afloat over the past four years as tight 資本/首都 支配(する)/統制するs 事実上 麻ひさせるd the real 広い地所 market.

All the 主要な 候補者s in the race to 後継する 左派の(人) 大統領 Cristina Fernandez have 約束d 改革(する)s to 緩和する the interventionist 政策s that her 対抗者s and 投資家s say have choked the economy.

Yet the 前線-走者 is 与党 候補者 Daniel Scioli, who has Fernandez's 支援 and is 概して supported by poorer Argentines who 利益 from 拡大するd 補助金s under her 政府. Scioli 申し込む/申し出s the least 量 and slowest pace of change.

Many middle class 投票者s like Novillo, who will cast her 投票(する) for 対立 候補者 Mauricio Macri, 恐れる Argentina's problems are too 深い-rooted for any one 大統領,/社長 to 直す/買収する,八百長をする and will keep dragging it 負かす/撃墜する regardless who 勝利,勝つs.

にもかかわらず 広大な natural 資源s and a 井戸/弁護士席-educated 全労働人口, the South American cou ntry has 刻々と 拒絶する/低下するd from its perch as one of the world's richest nations in the 1930s, lurching from one 財政上の 危機 to the next.

While Argentina remains Latin America's third largest economy, its next 政府 will 相続する a host of woes from 二塁打 digit インフレーション and 不安定な foreign reserves to last year's 負債 default.

"We should be a 広大な/多数の/重要な country. We have brilliant, 井戸/弁護士席-educated and creative people," said Novillo. "These 質s should help us grow, but 汚職 妨げるs that. The roots of 汚職 have reached into every corner of this country."

Most of Fernandez's 閣僚 members 直面する 汚職 主張s, 当局 are 調査/捜査するing a possible money laundering 計画/陰謀 at a 高級な hotel her family owns, and her 副/悪徳行為 大統領,/社長 is 存在 tried for 職権乱用.

The 司法(官) system often fails to clean up such 事例/患者s, many Argentines complain, fostering a 欠如(する) of 信用/信任 in the country's 会・原則s.

PERONISM TO BLAME?

Recoleta's middle-class and 豊富な 居住(者)s reminisce about Argentina's heyday when Buenos 空気/公表するs was known as the "Paris of the South" and complain about its 経済的な 拒絶する/低下する and what they perceive as より悪くするing 罪,犯罪, healthcare and education.

"Our public education used to be excellent, people (機の)カム from all over Latin America to 熟考する/考慮する at Argentine universities," said Eduardo Jesus Zimmermann, 84, a former banking (n)役員/(a)執行力のある.

"Now Argentines 長,率いる to the 部隊d 明言する/公表するs, England or どこかよそで abroad because public universities are a 災害."

Many put the country's 拒絶する/低下する 負かす/撃墜する to Peronism, the fragmented 人民党員 movement that has d ominated politics since the first 大統領/総裁などの地位 in the 1940s of Juan Peron, who won hero status for his fiery 国家主義 and 弁護 of 労働者s' 権利s.

"We've been going downhill for 70 years since Peron," said Zimmermann, on his way to a 会合 of landowners.

But Peronism remains Argentina's most potent political 軍隊 and Peronist parties have won nine of the 11 大統領の 選挙s they have contested. With Scioli, they appear primed to 勝利,勝つ another.

Zimmermann said Peronist 力/強力にする structures, such as its 持つ/拘留する over 貿易(する) unions and 議会, would make it hard for his preferred 候補者, the プロの/賛成の-商売/仕事 Macri, to make the necessary 改革(する)s even if he won the 大統領/総裁などの地位.

Macri has (選挙などの)運動をするd on a 壇・綱領・公約 of change, 約束ing to 取り去る/解体する 資本/首都 支配(する)/統制するs and 貿易(する) 制限s from his first day in office to 勝利,勝つ 投資家 信用/信任 and bring hard 通貨 into the dollar-餓死するd economy.

While his 誓約(する)s are popular の中で the 都市の middle class, 投票者s in low income 近隣s 恐れる he will 削減(する) generous 福利事業 利益s introduced by Fernandez.

Those 近隣s, often 密集して 居住させるd, are 与党 要塞/本拠地s and might carry Scioli to victory without even needing a second 一連の会議、交渉/完成する runoff 投票(する).

投票s show Scioli の近くに to the 40 パーセント threshold that would be enough for him to 勝利,勝つ 完全な 供給するing he has a lead of 10 百分率 points over Macri, a strong probability.

For some, the chance of real change is just too small to wait around for.

Delfina Raffo, 30, said she was leaving Argentina next month, に引き続いて in the footsteps of friends and cousins in search of a brighter 未来 どこかよそで.

High 税金s and the 沈滞した economy 軍隊d her to の近くに her Recoleta 着せる/賦与するs boutique earlier this year. Two 強盗s at gun-point made the 決定/判定勝ち(する) easier and she 計画(する)s to move to Singapore which is safer and where she believes she can earn more.

"I feel we are just going to continue on the same path we've been going along ... with ever more poverty, and the middle class 存在 pulled lower," Raffo said. (Editing by Kieran Murray)
