"Weak link" gets 堅い: After Paris, Belgium raises 秘かに調査する game

BRUSSELS, Dec 6 (Reuters) - Islamic 明言する／公表する's attack on Paris has 誘発する／引き起こすd 転換s in 広大な／多数の／重要な 力／強力にする 戦略 in the Middle East, but just as 重要な for Europeans may be change 進行中で inside an office 封鎖する 近づく Brussels' Gare du Nord 駅／配置する.
The ベルギー 資本／首都 was home to some of the Paris 攻撃者s and a logistical planning base for the 操作／手術. Dubbed by some "Jihad Central", the city was locked 負かす／撃墜する for days for 恐れる 地元の 過激なs could strike at home.
Now, stung by international 告訴，告発s that underfunding and political in-fighting had left its 安全 services the weakest link in Europe's 反対する-テロ行為 defences, Belgium is ploughing 資源s into an 知能 機関 that 直面するs the biggest 集中 of Syria-linked 交戦的なs in the West.
Staffing for the Surete de l'Etat (明言する／公表する 安全), of which little is 公然と known beyond its 演説（する）／住所 in an 匿名の／不明の 連邦の 政府 office building 近づく Brussels' northern rail terminus, could rise by a ４半期/4分の1, によれば 政府 予算 発射／推定s reviewed by Reuters.
And for the first time in memory, Belgium has 計画（する）s to send its 秘かに調査するs abroad, the 司法（官） 省 確認するd in 返答 to a question from Reuters.

"We need to do more and we need to do it better," he said.
The patchwork country of 11 million people has six 議会s for its 地域s and linguistic communities, 193 地元の police 軍隊s and 19 自治権のある 市長s in Brussels alone.
Anyone looking for proof of how such devolution can 影響する／感情 政策s assumed in most of the world to be the domain of 国家の 政府 had only to 観察する Michel's 不快 …に出席するing last week's U.N. 気候 首脳会議 in Paris. Rare の中で 豊富な nations, Belgium 欠如（する）d an agreed 計画（する） on 全世界の warming - because Flemings and Walloons could not agree.
Within hours of the attacks in Paris 存在 traced 支援する, at least in part, to a 網状組織 of young men from the Moroccan 移民，移住（する） community in the Brussels borough of Molenbeek, Flemish and French-speaking ベルギー 政治家，政治屋s were pointing fingers of 非難する at each other for failing to 抑制（する） the 過激なs.
The 内部の 大臣, a Flemish 国家主義者, was criticising the fact Brussels, a city of just 1.2 million, has six 自治権のある police 軍隊s. The French-speaking 自由主義の 市長 of Molenbeek was complaining of a 欠如（する） of 資源s to 跡をつける 85 嫌疑者，容疑者／疑うd 交戦的なs in her borough alone - and criticising her 社会主義者 long-time 前任者 for 存在 soft on 過激な imams.
While there is no hard 証拠 of 知能 and tip-offs 落ちるing between the 割れ目s before the Paris attacks, the 制限s of the Surete 安全 service have come to light. One of the 自殺 爆撃機s, Bilal Hadfi, 20, returned from fighting in Syria and the 知能 services decided to bug his apartment to check his 網状組織.
But he failed to show up at the apartment he had been 登録（する）d at, and so could not be traced.
提案s to 軍隊 those returning from Syria to wear electronic tags have also run into problems. A strike by those 責任がある fitting the ankle bracelets in Flanders led the 地域の 政府 to 削減（する） 支援する on the programme, to the irritation of 連邦の 当局.
Alain Winants, 長，率いる of the 知能 service from 2006 until 2014, said 政治家，政治屋s had appeared apathetic to his former service until the start of the year. He gave the example of when it planned a 贈呈 about Syria 闘士，戦闘機s for the previous 政府 - not a 選び出す／独身 大臣 showed up.
"It gave us the impression that there was a 確かな 欠如（する） of 利益／興味," he said.
The service also had had to rely on 公然と 利用できる sources and informants and its の近くに 関係 with Moroccan スパイ／執行官s working inside the country until 2010 when it finally was （疑いを）晴らすd to tap telephones, 切り開く／タクシー／不正アクセス computers or check bank accounts.
"We must have been one of the last services in Europe, if not in the world, to 得る modern 対策 to gather （警察などへの）密告，告訴（状）, such as telephone taps," Winants said.
Even now, as 総理大臣 Michel 公式文書，認めるd when he 発表するd changes after the Paris attacks, ベルギー police have not been 許すd to make house searches after 9 p.m. That genteel piece of 法律制定 is now going to be 除去するd while 検察官，検事s will get up to three days not 24 hours to 持つ／拘留する 嫌疑者，容疑者／疑うs in 保護／拘留.
The former 知能 長，指導者 said he 警告するd the 政府 about 不十分な 資源s and said 基金ing had reached "a 底（に届く） line", with 100-150 new staff 緊急に needed.
A year on from his 出発, his wish may be 認めるd.
Extra 基金s agreed in 2015 have 許すd the service to 新採用する 45 people, with 選択 現在進行中の for a その上の 28.
Michel 誓約（する）d in the week after Paris a 安全 厳重取締 on Islamist 暴力／激しさ, 含むing 禁止（する）s on hate preachers, 刑務所，拘置所ing of returning Syrian 闘士，戦闘機s and tagging 可能性のある jihadists.
Belgium, he said, would pump an extra 400 million euros into policing and 司法（官）, with a special 焦点（を合わせる） on 知能, with その上の 新規採用 and spending on speech 承認 科学（工学）技術 or cameras that can recognise 乗り物 number plates.
Belgium's 司法（官） 大臣 is also looking into 許すing the secret service to place officers abroad for the first time.
