Duterte's enforcer says "we are at war", has no 悔いるs about 殺人，大当りs

LA UNION, Philippines, Oct 4 (Reuters) - When Philippines police 長，指導者 Ronald Dela Rosa gave a rousing speech to his men at a 地域の （警察，軍隊などの）本部 in Luzon, they rewarded him with a gift: a replica of the sword used by actor Mel Gibson in the movie Braveheart.
The バーレル／樽-chested police 長，指導者 grinned and gave the 武器, which is almost as long as he is tall, a practice swing. A 発言する／表明する on the （軍の）野営地，陣営's loudspeaker 宣言するd him "the bravest of bravehearts".
Dela Rosa 行為／法令／行動するs as the enforcer for Philippines 大統領 Rodrigo Duterte, whose war on 麻薬s has led to more than 3,400 people 存在 killed in just over three months.
Dela Rosa's 小旅行する of Luzon, the country's largest and most populous island, was the 最新の in a 一連の trips to 強化する the 解決する of police officers at the （選挙などの）運動をする's 血まみれの frontline.
"I have to encourage them to do our 職業," he told a Reuters reporter who went on the trip last month. "We are at war."
Police said on October 3 they had 発射 dead 1,375 people in 操作／手術s since 大統領 Duterte took office on July 1. They also 報告（する）／憶測 a その上の 2,066 "deaths under 調査", many of which human 権利s 行動主義者s せいにする to vigilante 殺人，大当りs.
Reuters was unable to 確認する the 正確 of these numbers or t he extent to which the 殺人，大当りs have been committed by vigilantes.
The （選挙などの）運動をする has 誘発するd 乱暴／暴力を加える abroad, but in the Philippines it has won 賞賛する from a 罪，犯罪-疲れた／うんざりした 全住民 and only muted 批評 from civil society groups.
In a country where the police are 一般に despised and 恐れるd because of their 評判 for 汚職 and 暴力／激しさ, Dela Rosa is popular. After only two months as police 長，指導者, the 国家の マスコミ is already touting him as Duterte's possible 後継者, an idea that the 大統領，／社長's 広報担当者 ツバメ Andanar 述べるd as "思索的な".
Duterte has often called for the 殺人，大当り of 麻薬 売買業者s. And Dela Rosa has echoed the incendiary 発言／述べるs. At a speech last month, he encouraged 使用者s and 麻薬売人s to kill 麻薬 lords who had grown rich from 偉業／利用するing the poor.
"You know who are the 麻薬 lords here, go to their houses, 注ぐ ガソリン, 始める，決める it on 解雇する／砲火／射撃, show them you are angry at them," he said.

Dela Rosa told Reuters he was 確信して that 殺人，大当りs during police 操作／手術s were 合法的, and that the "deaths under 調査" were mostly the work of 麻薬 企業連合（する）s. "They are 殺人，大当り each other," he said.
FEELS THE PRESSURE
In person, Dela Rosa is 激しい but courteous, and says he is under 圧力.
"My worry is that I won't be able to 配達する what is 推定する／予想するd of me," he told Reuters.
Duterte 公約するd on September 18 he would 延長する his anti-麻薬 （選挙などの）運動をする for another six months, but Dela Rosa said he still felt 圧力（をかける）d for time.
The biggest 障害s to the （選挙などの）運動をする, he said, were 供給するing rehab services for the many 使用者s of 水晶 methamphetamine, a 高度に 中毒の 麻薬 known 地元で as shabu, and 停止（させる）ing its influx from abroad, 特に the flow from 中国.
More than 700,000 麻薬 使用者s and 麻薬売人s have 登録（する）d with the 当局 in a 過程 称する，呼ぶ／期間／用語d "降伏するing". But there are very few programs or 施設s to help most of them, and 地元の マスコミ have 報告（する）／憶測d the 殺人，大当り of 得点する／非難する／２０s of people who have 登録（する）d.
Dela Rosa told Reuters the number of 麻薬-war 殺人，大当りs would continue to rise. "Every day the number of dead 増加するs," he said. "Every day the 逮捕（する）s 増加する and those who 降伏する."
Dela Rosa bristles at the について言及する of foreign critics. The 部隊d 明言する／公表するs has said it is "深く，強烈に 関心d" by the 殺人，大当りs, while two 国際連合 専門家s have （刑事）被告 Duterte of incitement to 暴力／激しさ, a 罪，犯罪 under international 法律.
"They're making us out to be 殺し屋s," said Dela Rosa. "It really broke my heart. We're doing this for the good of the Filipino people."
Before the anti-麻薬 （選挙などの）運動をする, he said, people were 脅すd to leave their houses. "Now the 状況／情勢 has been 逆転するd. 法律-がまんするing people are going out. 犯罪のs are hiding. See the difference?"
But while other serious 罪，犯罪 has 拒絶する／低下するd, the murde r 率 has 急に上がるd, and in some communities 居住（者）s told Reuters that police and vigilante 殺人，大当りs had made them too 脅すd to go outside after dark.
"WE BECAME FRIENDS"
Dela Rosa, 54 - whose earliest ambition was to be a boxer - is popularly known as "Bato", after his hometown south of Davao City. It also means "激しく揺する" in the 国家の language Tagalog.
His late father was a pedicab driver who could barely afford to send him to school, said Dela Rosa in a 尊敬の印 on his Facebook page in June.
Davao City is where 大統領 Duterte spent 22 years as 市長, 抑えるのをやめるing a 残虐な anti-麻薬s （選挙などの）運動をする that the hard-非難する Dela Rosa joined as he rose through the 階級s of the 地元の police 軍隊.
"I liked what he was doing and he liked what I was doing, so we became friends," Dela Rosa 解任するd. Duterte made him Davao's police 長，指導者 in 2012.
The 連合 Against 要約 死刑執行, a Davao-based 監視者, has 文書d 1,424 vigilante-style 殺人，大当りs in the city, 含むing 162 in 2012-13 when Dela Rosa was 長，指導者.
Asked about the findings, Dela Rosa said: "I will look into that." 追加するing: "I don't memorize that data."

However, even in the police （軍の）野営地，陣営s, Dela Rosa is circled by six 護衛s. 麻薬 traffickers, he told Reuters, "can kill me anytime".
Dela Rosa said in an interview with popular Philippines talkshow host Boy Abunda that he twice tried マリファナ at college and got high but decided to stop because it could 廃虚 his 未来.
In another of his 正規の／正選手 television 外見s, this time on a show called "Get It Straight", Dela Rosa 拒絶する／低下するd to say how many people he had 発射 in his police career "because people might say the (police) 長，指導者 is a 殺し屋."
Filipino 新聞記者／雑誌記者s covering Dela Rosa told Reuters they have never seen him smoke or drink. His main hobby is collecting guns.
