India to see 'big 衝突s' over forest land にもかかわらず 法律: 行動主義者

The 2006 Forest 権利s 行為／法令／行動する 目的（とする）s to 改善する the lives of 貧窮化した tribes by recognising their 権利 to 住む and live off forests where their forefathers settled.
Under the 法律, at least 150 million people could have their 権利s recognised to a 最小限 of 40 million ヘクタールs (154,400 sq miles) of forest land, the 権利s and 資源s 率先 (RRI) 概算の.
But the group, which 促進するs 接近 to land and natural 資源s, says barely 1.2 パーセント of the area has been 記録，記録的な／記録するd in the last １０年間.

By recognising community f orest 権利s and 資源 権利s, the Forest 権利s 行為／法令／行動する could transform forest governance and 田舎の 暮らしs, 覆うing the way for the "largest land 改革（する） ever" in India, RRI said last year.
Yet few 明言する／公表するs have 器具／実施するd the 法律 fully, and more than half of all （人命などを）奪う，主張するs for 肩書を与えるs have been 拒絶するd, によれば 最近の data from the 省 of 部族の 事件／事情／状勢s. Eleven of India's 29 明言する／公表するs did not award any 肩書を与えるs in the past year.
The 法律 gives village 会議s the 権利 to 認可する 事業／計画（する）s that 要求する forest land to be （疑いを）晴らすd. This has pitted 明言する／公表するs keen on 開発 against indigenous people who say their 暮らしs are 脅すd.
"There is very little 認識／意識性 of the 法律 amongst people, and most （人命などを）奪う，主張するs are 拒絶するd on very flimsy grounds," Khare said.
"But 配分するing land to 産業 without settling 権利s will backfire," he said.
衝突 over land 権利s has 増加するd in India as land is sought for 産業の use and 開発 事業／計画（する）s in one of the world's fastest growing economies.
Forest land is まず第一に／本来 位置を示すd in the country's poorest areas, 含むing some that are racked by 極端論者 暴力／激しさ.
Four people were killed at the 週末 when police opened 解雇する／砲火／射撃 on 村人s 抗議するing the 引き継ぎ／買収 of their land for a coal 地雷 in the eastern 明言する／公表する of Jharkhand.
The 明言する／公表する had earlier 認可するd 改正s to two 法律s to enable the 取得／買収 of 部族の land for 商業の use.
政府 当局 are ignoring 証拠 that use of forests by 地元の communities can 高める food and 暮らし 安全, and that 承認 of community forest 権利s can lead to 開発 in 部族の and forest areas, Khare sa id.
Thanks 大部分は to the 成果／努力s of a handful of 明言する／公表するs 含むing Odisha, Chattisgarh, Gujarat and Maharashtra, more than 0.5 million ヘクタールs of forest land could be recognised this year, Khare 見積（る）s.
"But by and large, there is little 圧力 on the 明言する／公表するs to recognise forest 権利s. So we will continue to see big struggles, big 衝突s over our forest lands," he said.
