仲裁 計画／陰謀 障害 to EU-Canada 貿易（する） 取引，協定

BRUSSELS, Oct 24 (Reuters) - The French-speaking 地域 of Wallonia may be the final 持つ／拘留する-out against a planned EU-Canada 自由貿易 取引，協定, but its 見解（をとる） that a system to 保護する foreign companies 脅すs 僕主主義 is 株d by many 抗議する人s across Europe.
投資家-明言する／公表する 論争 解決／入植地 (ISDS) was once a 称する，呼ぶ／期間／用語 known only to international 貿易（する） 専門家s, but became the 決起大会／結集させるing cry of those …に反対するd to EU-U.S. 貿易（する） 交渉s when these were 開始する，打ち上げるd three years ago.
Were it not for planned EU-U.S Transatlantic 貿易（する） and 投資 共同 (TTIP), the EU-Canada 包括的な 経済的な and 貿易（する） 協定 (CETA) could 井戸／弁護士席 have sailed through like the EU's last major 取引，協定, with South Korea in 2011.
However, CETA has been dubbed "TTIP's Little Brother", setting the トン for a bigger North American 取引，協定. It became the 焦点（を合わせる） of 労働, 環境の and other 抗議する groups who say it will 原因（となる） a race to the 底（に届く） in 基準s, おもに through its system of 投資家 保護.

"We want 絶対 no 私的な 仲裁 機械装置s," 首相 of Wallonia P aul Magnette said on Monday as he 配達するd a final "非，不，無" to 調印 the 取引，協定 this week - though in fact 交渉者s 伴う／関わるd in CETA argue that its 法廷s will be 任命するd by 政府s on either 味方する without 法人組織の／企業の input.
Critics of past ISDS 手はず／準備 point to challenges brought through 投資 or 貿易（する） 条約s by Marlboro-製造者 Philip Morris International against 法律制定 in Uruguay to 含む graphic health 警告s and in Australia to 主張する on plain 一括ing for cigarettes.
In fact, Uruguay has won its 事例／患者, while 判決，裁定s to date have been in Australia's favour. However, critics say even the 脅し of a 合法的な challenge and its cost mean 国家の or sub-国家の 政府s will feel unable to 強化する 支配するs on public health and 環境の or 労働 基準s.
They also question why foreign companies should be 認めるd a separate 仲裁 system rather than using 存在するing 国内の 法廷，裁判所s. 貿易（する） 専門家s say EU 貿易（する）ing partners are probably content with 合法的な 基準s in western Europe, but may be いっそう少なく 納得させるd about those の中で the newest EU members.
