EU to continue Libyan coast guard training after attack on migrants

ROME, Oct 24 (Reuters) - The European Union will go ahead with training for the Libyan coast guard this week, days after a coast guard 大型船 恐らく attacked a boat carrying migrants, 原因(となる)ing four of them to 溺死する.

The German 人道的な group Sea-Watch 回復するd the four 団体/死体s after an attack on Friday that its members say was carried out by a 大型船 with the 場内取引員/株価s of the Libyan coast guard.

"The 目的(とする) was to start the training this week, and this week it will start," the 広報担当者 for the EU's 操作/手術 Sophia, Antonello De Renzis Sonnino, told Reuters.

The 団体/死体s of the four migrants reached Palermo, Sicily, on Monday 船内に the Norwegian 救助(する) 大型船 Siem 操縦する, which carried 1,100 救助(する)d migrants and 13 other 団体/死体s.

A 広報担当者 for the Libyan 海軍の 軍隊s in Tripoli 否定するd on Saturday that it had attacked the migrant boat but 認める it boarded the rubber dinghy.

Helped by Libya-based people smugglers, some 150,000 people have 始める,決める off for Italy in unseaworthy boats so far this year. More than 3,100 died or disappeared during the crossing, making the Central Mediterranean the world's most dangerous 国境 for migrants.

Since Friday, more than 6,000 men, women and children have been 救助(する)d at sea. Migrant 救助(する)s are often 複雑にするd in Libya, where the U.N.-支援するd Tripoli gove rnment is struggling to 課す its 当局.

To help 茎・取り除く the flow of migrants, the EU agreed earlier this year to train the Libyan coast guard, which 現在/一般に 欠如(する)s the 職員/兵員 and 器具/備品 to patrol over 1,700 km (1,056 miles) of coastline.

Beginning with up to 100 people this week, the EU 目的(とする)s to train around 1,000 Libyan coast guard members in total.

"If anything, last week's 出来事/事件 shows that there's a need for more training and there's a need for it soon," said a 政府 source in Italy, one of the countries 参加するing in the training.

INVESTIGATION

A Palermo 法廷,裁判所 has opened an 調査 into the 出来事/事件, 検察官,検事 Maurizio Scalia told Reuters from the port, where the 団体/死体s were taken off the Siem 操縦する in brown 棺s.

"We will collect all the 声明s," Scalia said, 追加するing that it would take time to interview some of the 120 生存者s from Friday's 出来事/事件, who were also on board the Siem 操縦する.

"As long as it cannot be 保証(人)d th at all 部隊s to be trained will がまんする by human 権利s 基準s, 協調 in training 軍の 軍隊s should definitely be stopped and reviewed," Sea-Watch 広報担当者 Ruben Neugebauer said.

It was the second 出来事/事件 since August 伴う/関わるing Libyan 海軍の 軍隊s. In August, a Libyan ship 解雇する/砲火/射撃d on a 救助(する) boat operated by Doctors Without 国境s.

The German 政府, who is also 参加するing in the training, said a Libyan 調査 非難するd the August 出来事/事件 on "inexperienced" and ill-trained 職員/兵員 .
