First 仕事 for Spain's new 政府: （疑いを）晴らす the inbox from hell

MADRID, Oct 24 (Reuters) - Spain is days away from forming its first real 政府 in 10 months, but it can't come soon enough for Susana 意気込み／士気s whose charity needs 是認 to 拡大する an 採択 service -- part of a 山地の backlog of work を待つing the new 行政.
"Nothing is 存在 過程d. It's 原因（となる）ing a lot of 損失," a 失望させるd 意気込み／士気s said, referring to the 欠如（する） of a fully 機能（する）／行事ing 政府 since last December when Spain went to the 投票s for the first of two 十分な説得力のない 選挙s.
総理大臣 Mariano Rajoy stayed in office as a 管理人 without 十分な 力／強力にするs, and is now finally 始める，決める to form a 十分な-育てる／巣立つd 少数，小数派 保守的な 政府 by next 週末 after his 社会主義者 対抗者s agreed on Sunday not to 封鎖する it.
意気込み／士気s's 優れた 商売／仕事 is one of countless 仕事s piled up in the new 政府's inbox.
Others 含む the 任命 of 44 new （外交）使節／代表s, the 批准 of 64 international 条約s and a 新たにするd 追跡 of 商売／仕事 利益／興味s abroad, neglected during the political paralysis at home.
Without Spanish 公式訪問s to help open doors in Iran, for example, the country's 商売／仕事 community has been a 事実上の 観客 to the 漸進的な 開始 up of that country this year.
"Spain is not only losing its presence and visibility and is moving away from centr es of 力／強力にする, it is also a ブレーキ on growth and on 職業 創造," said an 内部の 外務省 報告（する）／憶測 from September seen by Reuters, which 述べるd Spain as a "lame duck."

TACKLING POLICIES
Even some of the most simple 仕事s may 要求する months of work.
Rajoy's People's Party passed a new child 保護 法律 in 2015 when it was last in 力／強力にする, but never developed the 規則s around it, which によれば several 機関s has 妨害するd foreign 採択s.
"Even when we get a 政府 it won't be (a)自動的な／(n)自動拳銃," said 意気込み／士気s. Her "Family in colours" charity lost out on new licences to operate in Brazil and Haiti in the past year when it could not get the paperwork rubberstamped in Madrid.

To 避ける European （売買）手数料，委託（する）／委員会／権限 罰金s, Spain will have to find at least 5 billion euros ($5.4 billion) in spending 削減（する）s or 歳入s to 会合，会う its 2017 赤字 的s, and fresh 緊縮 対策 are likely to be ひどく …に反対するd by 競争相手 parties.
Spain's 社会主義者s, in 混乱 after their leader やめる earlier this month, have yet to 明らかにする whether they have agreed to 支援する a 予算, without which the country will be 急落（する），激減（する）d 支援する into political 騒動 and 潜在的に have to return to the 投票（する） box next year.
"It will be a weak 政府 but it will have a strong card to play - the 永久の 脅し of 選挙s," said Jose Manuel Gonzalez-Paramo, professor of 経済的なs at Spain's IESE 商売／仕事 school and an (n)役員／(a)執行力のある board member at BBVA.
