Philippines' Duterte 攻撃する，衝突するs out at U.S., then 長，率いるs to Japan

MANILA/TOKYO, Oct 25 (Reuters) - Philippines 大統領 Rodrigo Duterte 攻撃するd out もう一度 at the 部隊d 明言する／公表するs on Tuesday and said it could forget a 二国間の／相互の defence 取引，協定 if he stayed in 力／強力にする long enough, in the 最新の jarring 声明 from Manila about the 未来 of the 同盟.

The volatile, 罪，犯罪-破産した／（警察が）手入れするing Duterte had on the eve of the visit 軟化するd his 発言／述べるs last week about a "分離" from Washington, telling Japanese マスコミ he was not planning to change 同盟s and was only 捜し出すing to build 貿易（する） and 商業 with 中国.
But he pulled no punches on Tuesday when he said he hated having foreign 軍隊／機動隊s in the Philippines and told the 部隊d 明言する／公表するs not to 扱う／治療する his country "like a dog with a leash".
Commenting on a visit to Manila on Monday by Daniel Russel, an Assistant 国務長官, Duterte said Washington should forget about an 高めるd Defence 協調 協定 (EDCA) with the Philippines if he were to stay in 告発（する），告訴（する）／料金 longer.
"You have the EDCA, 井戸／弁護士席 forget it. If I stay here long enough," he said. "I do not want to see any 軍の man of any other nation except the Filipino. That's the only thing I want."
The 発言／述べるs were another perplexing swing from Duterte, who last week 発表するd in 中国 his "分離" from the 部隊d 明言する／公表するs, before 保証するing that 関係 were not 存在 厳しいd and he was 単に 追求するing an 独立した・無所属 外交政策.
U.S. 明言する／公表する Department 広報担当者 John Kirby said Duterte's 発言／述べるs were "inexplicably at 半端物s" with the 関係 the two countries continued to enjoy and Washington was going to "take the long 見解（をとる）" on 関係 with Manila.
"We've seen this rhetoric and then we've seen it walked 支援する," he told a 正規の／正選手 news 要点説明. "We're not going to 反応する and 答える／応じる to every bit of rhetoric. We're going to continue to work at this 関係."
Kirby said the 部隊d 明言する／公表するs would continue to 会合，会う its 義務s in its defence 条約 with the Philippines and had not seen Duterte's comments against it translate into 政策.
"The long 見解（をとる） in our mind is a 支えるd, healthy, vibrant, 二国間の／相互の 関係 with the people and the 政府 of the Philippines. That's what we've had for 70-半端物 years and that's what we 推定する／予想する to have for 70-加える more years ... so that's where our 焦点（を合わせる） is on," he said.
Duterte's 最新の swipe at Washington could 動揺させる Japanese 総理大臣 Shinzo Abe, who wants to keep 関係 with the Philippines tight. Abe is to 持つ／拘留する rare one-on-one 会談 with Duterte at his 住居 in Tokyo on Wednesday evening.
Before leaving for Tokyo, Duterte 述べるd Japan as a true friend that had played a "preeminent and peerless 役割" as a big 投資家 and Philippine 開発 partner.

Duterte vented at Washington on several 前線s, from its 爆破 of Manila at the end of World War Two to 大使館 公式の／役人s once 尋問 his 意向s when he 適用するd for a ビザ to visit a girlfriend.
"You know, I did not start this fight," he said.
Director of U.S. 国家の 知能 James Clapper said Duterte was playing to a 国内の audience.
