U.N. （外交）使節／代表 勧めるs Trump to 支援する Syria 'devolution' to （警官の）巡回区域，受持ち区域 IS

GENEVA, Nov 15 (Reuters) - The U.N. Syria （外交）使節／代表 said on Tuesday that U.S. 大統領-elect Donald Trump was 権利 to 捜し出す to work with Russia to （警官の）巡回区域，受持ち区域 Islamic 明言する／公表する in Syria, but he 勧めるd Trump to help 押し進める for political 改革（する）s to stop the 交戦的な group 伸び（る）ing 新採用するs.
Speaking on the BBC's Hardtalk programme, Staffan de Mistura said it was 決定的な to fight IS, also known as Daesh, but that a long-称する，呼ぶ／期間／用語 victory 要求するd "a 完全に new approach" to a political 解答.
"In other words, some type of political devolution in Syria. さもなければ many other people, unhappy in Syria, may join Daesh while they are fighting Daesh," he said.

"Devolution cannot be the 単独の 入ること／参加（者） point to the 解答 and it certainly cannot 取って代わる the 重要な 需要・要求する of Syrians: that Assad who has 殺人d hundreds of thousands of his own 国民s should step 負かす／撃墜する, and he 明確に cannot be part of the 過度期の period or the 未来 of Syria."
De Mistura 統括するd over a fitful Syrian peace 過程 in the first half of this year, but it finally 立ち往生させるd because 協調 崩壊（する）d between U.S. 国務長官 John Kerry and ロシアの 外務大臣 Sergei Lavrov.
Russia has 持続するd strong support for Syrian 大統領 Bashar al-Assad, whom it regards as a 防御壁／支持者 against "テロリストs". The 部隊d 明言する／公表するs has said Assad must leave 力／強力にする under any political 移行.

De Mistura said U.S. 優先s had already been 慎重に 転換ing and Assad and his team were probably "feeling comfortable" at the moment, but they should be aware that Russia had no 利益／興味 in "相続するing" a broken Syria with constant ゲリラ兵 戦争 for years ahead.
