In blow to UK, EU 拒絶するs 余裕／偏流 for 財政上の 仲買人s from 税金 avoidance 支配するs

BRUSSELS, Dec 6 (Reuters) - Most European Union 大蔵大臣s on Tuesday 拒絶するd a British-支援するd 計画（する） to 免除された 財政上の 仲買人s from new 支配するs 目的（とする）d at 取り組むing practices used by 多国籍のs to 減ずる their 税金 法案s.
The move is a blow to Britain's 巨大（な） 財政上の services 産業 and a 調印する that relations with EU partners are souring に引き続いて June's Brexit 国民投票 投票（する） to leave the 圏.
With a perceived inaction on 税金 avoidance helping 燃料 the growth of anti-設立 parties across Europe, EU 大蔵大臣s were keen to reach an 協定 on Tuesday on 取り組むing いわゆる hybrid mismatches. These are differences in 国家の 税金 支配するs which 許す 多国籍のs to （人命などを）奪う，主張する 二塁打 税金 deductions or dodge 税金s on （株主への）配当s.
But the 妥協 崩壊（する）d at a 会合 in Brussels after the Slovak 大統領／総裁などの地位 of the EU introduced 控除s for 財政上の 仲買人s, a move 堅固に supported by Britain.
"We have a problem," フラン's 大蔵大臣 Michel Sapin said during a public 開会／開廷／会期 of the 会合. He said it was impossible to agree on the "控除 要求するd by Britain for 操作者s of the 財政上の 部門", calling it a new （法などの）抜け穴 through which to 避ける the 支配するs.
Under a 妥協 提案 現在のd to 大臣s on Tuesday, 安全s 仲買人s woul d have been 免除されたd from the new 支配するs. The Slovak 提案, seen by Reuters, said this would 避ける "an 容認できない and uncontrollable 税金 危険 on market 関係者s with 消極的な consequences for liquidity in this market."
支持するs of the 控除 say that because 逮捕する income from 貿易（する）ing is 税金d, individual 支払い（額）s raise little 税金 危険.
But Dutch 大蔵大臣 Jeroen Dijsselbloem said the 控除s 認めるd to 財政上の 仲買人s in the new text went beyond international 必要物／必要条件s and were not necessary.
British 大蔵大臣 Philip Hammond, making a rare 外見 at the 月毎の 会合 of EU 大蔵大臣s, said the 妥協 was "proportionate".
The 提案s are part of a wider 計画（する） to 減ずる 法人税 avoidance in the EU, which has become a 優先 after the 漏れるd パナマ Papers and other 発覚s about the 規模 of 全世界の 税金 dodging by 多国籍のs and 豊富な individuals.
German 大蔵大臣 Wolfgang Schaeuble said a 取引，協定 was important to 反対する growing populism and said he was ready to agree on the 妥協 提案するd by the Slovaks. 大臣s had 以前 始める，決める a year-end 最終期限 to reach a 取引，協定.
