ウクライナ共和国 feels let 負かす／撃墜する by EU with ビザ 取引，協定 elusive

KIEV, Dec 6 (Reuters) - ウクライナ共和国 feels let 負かす／撃墜する by the European Union for not keeping to a 約束 to give its 国民s ビザ-解放する／自由な travel in the 圏, 上級の Ukrainian 公式の／役人s said.
The comments, made by two 上級の 公式の／役人s in interviews with Reuters, were 異常に outspoken and 削減（する） through the public 陳列する，発揮するs of bonhomie shown at a ウクライナ共和国-EU 首脳会議 in Brussels in November.
They are also a reflection of ウクライナ共和国's nervousness about 存在 abandoned by Western 支援者s in its stand-off with Russia over its 2014 併合 of Crimea and Moscow's support for 分離主義者 反逆者／反逆するs in the Donbass 地域.
These worries have been 高くする，増すd by events seen as playing into the Kremlin's 手渡すs, 含むing the 選挙 of Donald Trump and the prospect of Francois Fillon, who favours 雪解けing 関係 with the Kremlin, taking the French 大統領／総裁などの地位 next year.
ウクライナ共和国 was 約束d ビザ liberalisation if it met a number of 条件s, 含むing steps to 取り組む 汚職. But ビザ liberalisation has not materialised yet as the EU wants to put an 緊急 中断 機械装置 in place first.
The 機械装置 would make it easier to 一時停止する any ビザ-権利放棄s if the 圏 sees a sharp rise in を越えて滞在するs, 亡命 requests or readmission 拒絶s from a 非，不，無-EU 明言する／公表する that has had travel 支配するs relaxed.
"While of course the Ukrainian 大統領，／社長 and his 代表 tried to keep 楽観主義 公然と, I understand very 井戸／弁護士席 if they return to Kiev somewhat disappointed," Anders Fogh Rasmussen, an 助言者 to ウクライナ共和国's 大統領，／社長, said.
"I would even use a stronger word. I think it's a 肉親，親類d of betrayal from the EU 味方する, taking into account that ウクライナ共和国 has carefully 実行するd all necessary 基準 for ビザ liberalisation," the former 北大西洋条約機構 長，指導者 said.

European 会議 大統領 Donald Tusk, who spoke Ukrainian and 交流d jokes with Ukrainian 大統領 Petro Poroshenko at a 共同の news 会議／協議会 at the Nov. 24 首脳会議, said he hoped the ビザ-解放する／自由な 政権 would be in place by the end of the year.
But Ukrainian 副 外務大臣 Olena Zerkal said the Europeans had shown little 願望（する） to 器具／実施する ビザ-解放する／自由な 接近.
"Only constant 圧力 and the constant raising of this 問題／発行する may 軍隊 them to move 今後," she said in an interview at her office. "Maybe this is not 外交の, this is probably not 外交の: we see 完全にする impotence in the European Union, and in the European 会・原則s."
Giving an example of the 勝つ／広く一帯に広がるing 態度s, she recounted an 出来事/事件 when, weeks before the 首脳会議, the Ukrainians were told by the French and Germans not to 推定する／予想する a 肯定的な 決定／判定勝ち（する）.
"When I asked if they believe that it is 不公平な, that we in many areas are 差別するd against compared to others, the German 外交官／大使 in Brussels told me 'life is not fair and you should 対処する with this'," she said.
EU 公式の／役人s 公然と say ウクライナ共和国 and fellow 候補者 Georgia have qualified for ビザ liberalisation, but behind the scenes Germany, フラン, Belgium and Italy appear to be 立ち往生させるing.
"The EU understands that, in the 注目する，もくろむs of ウクライナ共和国, the ビザ-解放する／自由な 政権 is a question of the EU's 評判," said a European 外交官, who 拒絶する／低下するd to be identified. "The EU will try to do our best to 供給する the ビザ-解放する／自由な 政権 to ウクライナ共和国 based on the understanding of these 危険s," he said.
"Not everything in Brussels 回転するs around ウクライナ共和国."
TALKS ON WEDNESDAY
代表者／国会議員s of EU 明言する／公表するs will discuss the 問題／発行する again in Brussels on Wednesday.
Hugues Mingarelli, the EU 外交官／大使 to ウクライナ共和国, said ウクライナ共和国 would be 認めるd a ビザ-解放する／自由な 政権 as soon as the 緊急 中断 機械装置 was agreed.
"We all hope that this will happen in the next few weeks. I cannot say anything more 正確な," he told a 地元の news 機関 in an interview published on Tuesday.
The EU and the 部隊d 明言する／公表するs propped up ウクライナ共和国 with money and 外交の support after the country 急落（する），激減（する）d into 騒動 in 2014 and a new, Western-支援するd leadership took 告発（する），告訴（する）／料金.
But since then, ウクライナ共和国's international 支持者s have become ますます 困らすd by what they see as Kiev's patchy 進歩 in 取り組むing 汚職 and modernising the economy. Some EU member 明言する／公表するs want 許可／制裁s on Russia 解除するd.
ウクライナ共和国, in turn, has its own grievances. Kiev has bristled at 調印するs of a European 親善 with Russia.
It also resents 存在 told to do more to 支持する its 味方する of the Minsk peace 過程, 仲買人d between Germany, フラン, Russia and ウクライナ共和国, to end the 分離主義者 暴力／激しさ in eastern ウクライナ共和国, 説 the onus is on Russia as the "攻撃者" nation.
The Maidan street 抗議するs in 2013/2014 were 誘発するd by ウクライナ共和国's Kremlin-支援するd leader 取り消すing on a 計画（する） to 調印する a political and 貿易協定 with the EU. But the 運命／宿命 of that 取引，協定, which was later 調印するd, is now uncertain after Dutch 投票者s 拒絶するd it in a 国民投票 in April.
"I think that there are many things that can be considered as a betrayal," Zerkal said, when asked if the ビザ 問題／発行する 構成するd a betrayal.
"The 決定／判定勝ち（する） on Opal was also a betrayal of ウクライナ共和国," she said, referring to the European （売買）手数料，委託（する）／委員会／権限 許すing Russia's Gazprom to use the Opal pipeline in Germany, 開始 the way to bypass ウクライナ共和国 as a gas 輸送 大勝する.
