Qatar's new 労働 法律 won't stop 乱用s of migrant 労働者s, say 権利s groups

LONDON, Dec 12 (Thomson Reuters 創立／基礎) - - Qatar's 労働 法律 改革（する）s won't end the 乱用 and 開発／利用 直面するd by migrant 労働者s in the country - and may even make it worse, human 権利s groups said on Monday.
The Qatari 政府 said a new 法律 coming into 影響 on Tuesday will 取って代わる the 議論の的になる "kafala" or 後援 system that 軍隊s foreign 労働者s to 捜し出す their 雇用者's 同意 to change 職業s or leave the country.
権利s groups say the kafala system has 軍隊d 労働者s to live in squalor and toil under dangerous, いつかs 致命的な, 条件s which 量 to modern-day slavery.
Qatar is spending billions of dollars on 組織／基盤／下部構造 関係のある to the World Cup it is hosting in 2022 and has 輸入するd hundreds of thousands of construction 労働者s from countries such as India, Nepal and Bangladesh for ambitious building 事業／計画（する）s.
The 改革（する）s won't lead to 重要な changes on the ground, however, によれば an 国際アムネスティ 報告（する）／憶測 which says 労働者s will continue to need their 雇用者's 許可 to change 職業s and will still 要求する 出口 許すs to leave the oil-rich 湾 明言する／公表する.
"This new 法律 may get rid of the word '後援' but it leaves the same basic system 損なわれていない," James Lynch, 副 director for 全世界の 問題／発行するs at Amn esty International, said in a 声明.
"FIFA [football's 治める／統治するing 団体／死体 that organises the World Cup] its sponsors and foreign 政府s 捜し出すing 商売／仕事 関係 with Qatar cannot and must not use this 改革（する） to （人命などを）奪う，主張する that the problem of migrant 労働 乱用 has been solved."

The International 貿易（する） Union 連合 told the Thomson Reuters 創立／基礎 that にもかかわらず the new 法律s, "Qatar remains a slave 明言する／公表する".
ITUC General 長官 Sharan Burrow said: "This is just new labels on old 法律s. The 出口 許す system still remains a fact of life. This is just a relabelling of an 極端に exploitative system."
The Qatar 政府 on Monday said the 改革（する）s would make it easier for migrant 労働者s to change 職業s and leave the country, bringing "有形の 利益s".
"The new 法律 is the 最新の step に向かって 改善するing and 保護するing the 権利s of every 国外追放／海外移住 労働者 in Qatar," 労働 大臣 Issa al-Nuami said in a 声明.
"We 勧める the international community not to draw any 最終的な 結論s until there has been time to see the new 法律 in 活動／戦闘."
The Qatari 大使館 in London did not すぐに 答える／応じる to a request for comment on the 恩赦，大赦 報告（する）／憶測 on Monday.
Bangladeshi 労働 行動主義者s said on Friday they had joined a 訴訟 in Switzerland against FIFA for 恐らく failing to use its 影響（力） to 確実にする people working on World Cup 施設s in Qatar are 扱う／治療するd 公正に／かなり.
