WEST PALM BEACH, Fla./WASHINGTON, Feb 20 (Reuters) - U.S. 大統領 Donald Trump on Monday 指名するd 中尉/大尉/警部補 General Herbert Raymond McMaster as his new 国家の 安全 助言者, choosing a 軍の officer known for speaking his mind and challenging his superiors.

McMaster is a 高度に regarded 軍の tactician and 戦略の thinker, but his 選択 surprised some 観察者/傍聴者s who wondered how the officer, whose Army career 立ち往生させるd at times for his 尋問 of 当局, would を取り引きする a White House that has not welcomed 批評.

"He is 高度に 尊敬(する)・点d by everybody in the 軍の and we're very 栄誉(を受ける)d to have him," Trump told reporters in West Palm Beach where he spent the 週末. "He's a man of tremendous talent and tremendous experience."

One 支配する on which Trump and McMaster could soon 異なる is Russia. McMaster 株 the 合意 見解(をとる) の中で the U.S. 国家の 安全 設立 that Russia is a 脅し and an antagonist to the 部隊d 明言する/公表するs, while the man whom McMaster is 取って代わるing, retired 中尉/大尉/警部補 General Michael Flynn, appeared to 見解(をとる) it more as a 可能性のある geopolitical partner.

Flynn was 解雇する/砲火/射撃d as 国家の 安全 助言者 on Feb. 13 after 報告(する)/憶測s 現れるd he had misled 副大統領 マイク Pence about speaking to Russia's 外交官/大使 to the 部隊d 明言する/公表するs about U.S. 許可/制裁s before Trump's 就任(式)/開始.

The 追放/剥奪, coming so 早期に in Trump's 行政, was another upset for a White House that has been 攻撃する,衝突する by miscues, 含むing the 議論の的になる rollout of a travel 禁止(する) on people from seven イスラム教徒-大多数 countries, since the 共和国の/共和党の 大統領,/社長 took office on Jan. 20.

上院議員 John McCain, chairman of the 上院 武装した Services 委員会 and a たびたび(訪れる) Trump critic, 賞賛するd McMaster as an "優れた" choice.

"I give 大統領 Trump 広大な/多数の/重要な credit for this 決定/判定勝ち(する)," McCain said in a 声明.

Trump also 指名するd Keith Kellogg, a retired U.S. Arm y general who has been serving as the 事実上の/代理 国家の 安全 助言者, as 長,指導者 of staff to the 国家の 安全 会議. John Bolton, a former U.S. 外交官/大使 to the 国際連合, will serve the 行政 in another capacity, Trump said.

Kellogg and Bolton were の中で those in 論争 as Trump spent the long 大統領s Day 週末 considering his 選択s for 取って代わるing Flynn. His first choice, retired 副/悪徳行為 海軍大将 Robert Harward, turned 負かす/撃墜する the 職業 last week.

The 国家の 安全 助言者 is an 独立した・無所属 補佐官 to the 大統領,/社長 and does not 要求する 確定/確認 by the U.S. 上院. The 役割 has 変化させるd from 行政 to 行政, but the 助言者 …に出席するs 国家の 安全 会議 会合s along with the 長,率いるs of the 明言する/公表する Department, the Department of 弁護 and 重要な 安全 機関s.

McMaster, 54, is a West Point 卒業生(する) known as "H.R.," with a Ph.D. in U.S. history from the University of North Carolina at Chapel Hill. He was 名簿(に載せる)/表(にあげる)d as one of Time magazine's 100 most 影響力のある people in 2014, partly because of his 乗り気 to buck the system.

A 戦闘 退役軍人, he 伸び(る)d renown in the first 湾 War - and was awarded a Silver 星/主役にする - after he 命令(する)d a small 軍隊/機動隊 of the U.S. 2nd 装甲の Cavalry 連隊 that destroyed a much larger Iraqi 共和国の/共和党の Guard 軍隊 in 1991 in a place called 73 Easting, for its 地図/計画する 調整するs, in what many consider the biggest 戦車/タンク 戦う/戦い since World War Two.

As one fellow officer put it, referring to Trump's inner circle of 補佐官s and speaking on 条件 of anonymity, the Trump White House "has its own 共和国の/共和党の Guard, which may be harder for him to を取り引きする than the Iraqis were." The Iraqi 共和国の/共和党の Guard was the エリート 軍の 軍隊 of 追い出すd 独裁者 Saddam Hussein.

Trump relies on a tight, insular group of 助言者s, many of whom zealously guard 接近 to the 大統領,/社長, at times appear to have competing political 協議事項s, and who, in the 事例/患者 of 上級の 助言者 Steve Bannon, 伴う/関わる themselves in 国家の securit y 事柄s.

McMaster's fame grew after his 1997 調書をとる/予約する "Dereliction of 義務" 非難するd the country's 軍の and political leadership for poor leadership during the Vietnam War.

Trump's 選ぶ was 賞賛するd by one of the 大統領,/社長's strongest 支援者s in the U.S. 議会, 共和国の/共和党の 上院議員 Tom Cotton, who called McMaster "one of the finest 戦闘 leaders of our 世代 and also a 広大な/多数の/重要な 戦略の mind. He is a true 軍人 scholar, and I'm 確信して he will serve both the 大統領,/社長 and the country 井戸/弁護士席."

代表者/国会議員 Devin 修道女s, chairman of the House 知能 委員会, also 支援するd the choice, 公式文書,認めるing McMaster's "history of 尋問 the status quo."

'CRITICISM AND FEEDBACK'

In a July 14, 2014, interview with the Columbus Ledger-Enquirer in Columbus, Georgia, where Fort Benning is 位置を示すd, McMaster, then the base 指揮官, said: "Some people have a 誤解 about the Army.

"Some people think, hey, you´re in the 軍の and everything is 最高の-hierarchical and you´re in an 環境 that is intolerable of 批評 and people don´t want frank 査定/評価s.

"I think the opposite is the 事例/患者. ... And the 指揮官s that I´ve worked for, they want frank 査定/評価s, they want 批評 and feedback."

That 態度 was not always 株d by his superiors, and it led to his 存在 passed over for 昇進/宣伝 to 准將 general twice, in 2006 and 2007.

On McMaster's third and last try, General David Petraeus - who took himself off the 名簿(に載せる)/表(にあげる) last week for Trump's 国家の 安全 助言者 - returned from Iraq to 長,率いる the 昇進/宣伝 board that finally gave McMaster his first general's 星/主役にする.

Then a 陸軍大佐, McMaster was 指揮官 of the 3rd 装甲の Cavalry 連隊 that in the spring of 2005 逮捕(する)d, held and began to 安定させる Tal Afar on the Iraqi-Syrian 国境.

The city was held by Sunni 極端論者s, a crossing point between Syria and Iraq for jihadists who started as al-Qaeda in Mesopotamia under Abu Musab al-Zarqawi and morphed into Is lamic 明言する/公表する after he was killed.

McMaster's 準備 of the 連隊 is 伝説の: He trained his 兵士s in Iraqi culture, the differences の中で Sunnis, Shiites and Turkomen, and had them read 調書をとる/予約するs on the history of the 地域 and counterinsurgency 戦略.

It was a sharp change from the "kill and 逮捕(する)" 策略 the 部隊d 明言する/公表するs had used in Iraq since the 侵略 in March 2003, and to which the Obama 行政 returned in Afghanistan, Iraq and Syria.

The 戦略 was 大部分は a success, although McMaster's use of it and 特に his 乗り気 to 認める that Iraqis had some 合法的 grievances against one another and the 占領するing 連合 軍隊s, did not endear him to his superiors and helped 延期する his 昇進/宣伝 to 准將 general.

The 戦略 did not 生き残る the 出発 of McMaster's 軍隊/機動隊s, with Tal Afar 落ちるing into the 手渡すs of Sunni 交戦的なs. Along with the west part of Mosul, it is now a 重要な 客観的な in the 戦う/戦い to rid Iraq of Islamic 明言する/公表する.
