Germany 示唆するs EU 緩和する 支配するs to 国外追放する 亡命 探検者s

BRUSSELS, Feb 21 (Reuters) - German 公式の／役人s have 提案するd that the European Union relax some human 権利s 保護（する）／緊急輸入制限s so that more 亡命 探検者s can be 国外追放するd while を待つing the 結果 of their 事例／患者s, によれば a working paper seen by Reuters.
The paper is の中で many under discussion in Brussels as the EU, which has taken in more than 1.3 million migrants and 難民s since the start of 2015, makes it tougher for them to get in and be 許すd to stay.
The paper said the 提案 would only kick in at times of a "集まり influx" of people to the 圏. "This is another element in 成果／努力s to energise readmission of people to wherever they （機の）カム from," said one Brussels-based 外交官.
The EU 現在／一般に has an 協定 許すing the return of 亡命 探検者s only with Turkey. If 認可するd, the 提案 could enable such 移転s to other places 同様に, 含むing south of the Mediterranean, 外交官s said. The EU is already talking to Libya, Tunisia and Egypt about 抑制（する）ing 移民／移住 to Europe.
While the EU says it has the 権利 to send away all 経済的な migrants if it chooses, its 存在するing 法律s on human 権利s say 亡命 探検者s を待つing a 判決，裁定 on their 事例／患者s can only be 国外追放するd to countries that 会合，会う 確かな 条件s.
The working paper 名簿（に載せる）／表（にあげる）s them as 含むing: safety from 脅し and 迫害; humane 歓迎会 条件s; and at least 部分的な／不平等な 接近 to 医療の care, education and the 労働 market.
Some parts of this "明確に 越える" the basic 保護（する）／緊急輸入制限s 規定するd by the Geneva 条約 on 難民s and the European 借り切る／憲章 of 根底となる 権利s, it said.
It did not 明示する which of them might be dropped, but made （疑いを）晴らす that 集まり 追放s would still be 禁じるd and receiving countries would still have to 保証（人） decent living 条件s for 国外追放するd 亡命 探検者s.
They would also have to go on obeying the いわゆる 非，不，無-refoulement 原則, which m eans 確実にするing that people 国外追放するd by the EU are not 押し進めるd その上の に向かって places where their lives might be at 危険.
SAFE ZONES
特に, the 提案 also 含むs an 選択 to recognise 確かな 地域s - rather than whole 明言する／公表するs as is the 事例／患者 now - as fit for people, 含むing 亡命 探検者s, to be sent 支援する to.
EU 公式の／役人s 認める they are considering this "安全な zones" 概念, which could mean sending people 支援する to 確かな areas of countries さもなければ みなすd too dangerous.
"These 計画（する）s are overturning the international 法律 on 難民s... This is an utter betrayal, 非人道的な," Ska Keller, a Green member of the European 議会, said of the 文書.
The European Union's (n)役員／(a)執行力のある had no comment on the 提案 paper.
The 文書 said: "This is not about building a '要塞 Europe'. It is about 戦闘ing 違法な 移民／移住, which has already cost the lives of thousands, and about 取って代わるing it by a 規制するd system of 合法的な admissions, 連合させるd with humane living 条件s, 保証するd by the EU in third countries."
Last year's EU 移住 を取り引きする Turkey - which 含むs 準備／条項s on sending 支援する 亡命 探検者s who （機の）カム to Europe 経由で that country - has はっきりと 削減（する） the numbers arriving, and the paper said it should serve as a 詳細な計画 for the 未来.
The Turkey 協定 has, however, been criticised by 権利s groups as cutting corners on human 権利s and for bumpy 実施 they say has put people's lives at 危険.
The paper said 延長するing the 選択s for 国外追放 of 亡命 探検者s would discourage people-密輸するing. The EU would also 供給する 基金s to 改善する 条件s for 難民s and migrants sent 支援する to third countries. (Editing by 示す Trevelyan)
