Philippines calls for 'gentlemen's 協定' between 東南アジア諸国連合, 中国 on sea code

MANILA, May 19 (Reuters) - Southeast Asian nations and 中国 should start with a "gentleman's 協定" on the busy South 中国 Sea 水路 because no 機械装置 存在するs to 合法的に 施行する any 取引，協定, the Philippine 外務大臣 said on Friday.
The 協会 of South East Asian Nations (東南アジア諸国連合) and 中国 on Thursday finished a 草案 枠組み for 交渉するing a code of 行為／行う, にもかかわらず 地域の scepticism whether Beijing will commit to 支配するs likely to 抑制する its 海上の ambitions.
Southeast Asian nations with （人命などを）奪う，主張するs in the South 中国 Sea have long 手配中の，お尋ね者 to 調印する 中国 up to a 合法的に binding and 実施できる code. It was 不明瞭な if that was について言及するd in the 枠組み 草案, which has not been made public.
Philippine Foreign 長官 Alan Peter Cayetano played 負かす／撃墜する the importance of a 合法的に binding 契約.
"If it's 合法的に binding, which 法廷，裁判所 can the parties go to? And the countries that do not 従う, will they 尊敬（する）・点 that 法廷，裁判所?" he asked reporters.
"Let's start with it 存在 binding, gentlemen's 協定. We have a community of nations that 調印するd it."
中国 （人命などを）奪う，主張するs most of the energy-rich South 中国 Sea, through which about $5 一兆 in sea-borne 貿易（する） passes every year. Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have （人命などを）奪う，主張するs.
Last year, the 永久の 法廷，裁判所 of 仲裁 in the Hague 無効にするd 中国's （人命などを）奪う，主張する to 主権，独立 over most of the South 中国 Sea, in a 事例／患者 とじ込み／提出するd on 海上の 境界s とじ込み／提出するd by the previous Philippine 政府 in 2013.
A code of 行為／行う is the 重要な 客観的な of a 2002 宣言 on 行為／行う, large parts of which 中国 has ignored, 特に a かかわり合い not to 占領する or 埋め立てる uninhabited features.
中国 has piled sand upon 暗礁s to build seven islands in 論争d parts of the Spratly 群島. 中国 has unfinished 商売／仕事 there and has been transforming three of the 暗礁s into what exper ts believe could be 今後 operating bases.

専門家s say 中国 wants to appear to engage 東南アジア諸国連合 or 貯蔵所d its claimant 明言する／公表するs to a weak code at a time when U.S. 政策 on the South 中国 Sea is in a 明言する／公表する of flux.
One 東南アジア諸国連合 外交官 said the 最新の 草案 did not について言及する any 論争 解決／入植地 機械装置 or 許可／制裁s for 違反s, but 焦点（を合わせる）d mostly on managing 緊張 and building 信用.
"We are very 現実主義の and practical," said the source, who 拒絶する／低下するd to be identified. "We 手配中の，お尋ね者 first to 選ぶ the low hanging fruit. If we went straight to the contentious 問題／発行するs, we would not get to where we are now."

"Given it's been 15 years to get to a 草案, I'm not really 持つ／拘留するing my breath," he 追加するd.
