救助者s made "scapegoat" for Italian 失望/欲求不満 with migrant 危機

ABOARD THE AQUARIUS RESCUE SHIP, June 23 (Reuters) - Anne Marie Loof has 充てるd her life to 人道的な work but says she understands why some Italians have started 絵 people like her as villains.

"They feel 圧倒するd," said Loof, who 作品 for Doctors without 国境s (MSF), in a clinic 船内に the Aquarius 救助(する) ship which plies the Mediterranean to save migrants off the Libyan coast. "They need a scapegoat. They need to 非難する someone, and we are a soft 的."

Almost four years into a 移住 危機 that has brought more than half a million people by boat from North Africa to Italy and turned the Mediterranean into a watery 墓/厳粛/彫る/重大な for 13,000 people, Italian 政党s and マスコミ have 設立する a new 的 for 非難する: the 援助(する) 労働者s who 救助(する) people at sea.

In February, a 目だつ 検察官,検事 開始する,打ち上げるd a fact-finding 調査(する) 告発する/非難するing 援助(する) groups of 存在 in cahoots with smugglers.

With an 選挙 ぼんやり現れるing, the 告訴,告発s were taken up by the main 対立 政党s, the anti-設立 5-星/主役にする Movement and the far-権利 Northern League. 議会 開始する,打ち上げるd its own 調査.

The critics 告発する/非難する 援助(する) 労働者s of operating a "taxi service", 効果的に 補佐官ing smugglers by 供給するing the final 脚 of the 旅行: taking people off 危険な boats 近づく the coast of Libya and bringing them to Italy.

Catania 長,指導者 検察官,検事 Carmelo Zuccaro, who 開始する,打ち上げるd the 調査(する), has gone even その上の, 示唆するing the 救助者s are 存在 paid off by the smugglers themselves.

"Some NGOs could be 財政/金融d by traffickers and I know there has been direct 接触する" between them, Zuccaro told 明言する/公表する TV Rai in April.

Since he made the public 主張s, though without 開始 a 犯罪の 調査 or 現在のing any 証拠, マスコミ have turned on the 救助者s with fury.

"協定/条約 between NGOs and traffickers, the 政府 knew everything and now it wants to cover it up," read an Ap ril 前線 page of Il Giornale, a newspaper owned by the brother of four-time 総理大臣 Silvio Berlusconi.

SIMPLE ANSWERS

The 救助(する) 労働者s say the 乗り気 of many Italians to believe such 告訴,告発s is a 調印する of 失望/欲求不満 from a public that sees no 調印する that boat arrivals are abating.

"I know people like simple answers. So it's simple just to say: 'It's the NGOs that are bringing people in.' End of story," said Marcella Kraay, 事業/計画(する) 調整者/コーディネーター with MSF on board the Aquarius, which is run 共同で with charity SOS Mediterranee.

"But the 状況/情勢 is much more コンビナート/複合体 than that... Why do they have to take this horrendous 旅行? There are a lot of problems and they're big and コンビナート/複合体. The 焦点(を合わせる) should be how are we going to solve that and not shoot the messenger, which is 現実に what's happening."

MSF, SOS Mediterranee and the other 救助(する) 操作/手術s have 繰り返して 否定するd 悪事を働くこと and say they have no 接触する with Libya-based smugglers. Most of their money comes from 私的な 寄付s, and many have 申し込む/申し出d to 株 their 基金ing 詳細(に述べる)s with the Catania 法廷,裁判所, 説 they have nothing to hide.

But the 告訴,告発s have 明確に taken a (死傷者)数 in public opinion. A 投票 taken two months after Zuccaro's 主張s showed only a third of Italians 信用 the 救助(する) charities, while half did not. A separate 調査する by 世論調査員 SWG said more people 見解(をとる)d migrants as a problem rather than as 犠牲者s of a 人道的な 危機, a 逆転 from a year earlier.

"移住 is not ending and is not controlled, and this 重さを計るs a lot on public opinion," said Maurizio Pessato, 大統領,/社長 of SWG. "It will be a 決定的な 問題/発行する going into next year's 選挙."

事実上 all the migrants 選ぶd up by charities are brought to Italy instead of Libya, which is considered 危険な, and about half ask for 亡命. Almost 200,000 亡命 探検者s are living in the country's 明言する/公表する-基金d 避難所s.

"THE MONSTER"

As the Aquarius 辛勝する/優位d out of the port of Catania on May 13 on its way to the waters off Libya, a small モーター boat carrying a handful of 抗議する人s shouting "No more 違法な migrants!" pulled along 味方する. The far-権利 Identitarians group behind the 抗議する says it wants to 保存する Europe's 国家の 身元s against a migrant "侵略".

The Italian coastguard 介入するd, 軍隊ing the boat to 退却/保養地, but the stunt was streamed online by Canadian 保守的な 行動主義者 Lauren Southern.

"The monster is coming," she says of the Aquarius, which "has been 不法に bringing in migrants from the Libyan ocean for the last while and they're just 長,率いるing out again to bring in more 違法な migrants and we are going to stop them."

The Identitarians have raised more than 70,000 euros ($78,100) to 用意する a 大型船 and send it to sea, Lorenzo Fiato, one of organisers, told Reuters.

"The 目的(とする) is to take migrants 支援する to Libya and not bring them to Italy," Fiato said. "It's an NGO ship in 逆転する."

In February, Italy and the EU 調印するd an a memorandum of understanding with the 国際連合-支援するd 政府 in Tripoli 誓約(する)ing millions of euros, 器具/備品 and training to fight people 密輸するing, run U.N.-managed migrant (軍の)野営地,陣営s and 支える the coastguard.

The 目的(とする) is to 封鎖する migrants in Libya just as they were stopped in Turkey after the EU 仲買人d a を取り引きする Ankara last year. That 協定 mostly put a 停止(させる) to the "Balkan 大勝する", the other main 大勝する into Europe, which saw around a million people take boats from Turkey to Greece in 2015, and then make their way north through the Balkans to rich countries like Germany.

But the (許可,名誉などを)与える with Tripoli has yet to have a 類似の 衝撃 slowing boat 出発s across the Mediterranean from Libya. On the contrary, smugglers are sending migrants at a 記録,記録的な/記録する pace.

This year 71,000 boat migrants, enough to fill 170 巨大な jets, have been 救助(する)d and brought to Italy, a 26 パーセント 増加する on the same time period last year. Two thousand are already 概算の to hav e 溺死するd this year, with the 頂点(に達する) summer season for making the voyage still to come.

The 役割 of charities in the 救助(する)s has grown as Italian and EU 軍のs have pulled 支援する from Libyan coast.

In 2014, when Italy ran its own search-and-救助(する) 操作/手術 called 損なう Nostrum, charities carried out いっそう少なく than one パーセント of all 救助(する)s. So far this year, they have carried out more than a third of 救助(する)s, によれば Italy's coastguard, which 調整するs all the 救助(する)s from Rome.

EU 国境 機関 Frontex and its anti-密輸するing 使節団 Sophia make a point of patrolling at a distance from the Libyan coast, arguing that if they come too の近くに to shore they encourage smugglers.

The charities say that leaves them no choice but to operate closer to Libya to 救助(する) people who would さもなければ be abandoned to 溺死する. The already unseaworthy migrant boats are 不正に 積みすぎる and would not make it to Italy before 沈むing.

"Last year on one day there were 10,000 people who left Libya and went to sea," said Nick Romaniuk, a member of the 救助(する) team on the Aquarius, as it steamed toward Italy with 560 migrants 安全に on board.
