中国 says has 協定 with Vietnam on managing S.中国 Sea 論争

BEIJING/HANOI, Nov 3 (Reuters) - 中国 and Vietnam have reached 協定 on managing their 論争 in the South 中国 Sea through friendly 会談, a 上級の Chinese 外交官 said on Friday, に引き続いて an ugly spat over the summer between the two 共産主義者 隣人s.
The countries have long been at loggerheads over the 戦略の 水路, through which more than $3 一兆 in 貨物 passes every year, with Vietnam having 現れるd as the most 声の 対抗者 of 中国's （人命などを）奪う，主張するs to the 大多数 of the 地域の sea.
A scheduled 会合 between their 外務大臣s in August was cancelled on the sidelines of a 地域の 集会 in Manila まっただ中に an argument about militarization in the South 中国 Sea and island-building.
Hanoi and Beijing, however, have sought to get relations 支援する on 跡をつける, with a 最高の，を越す Chinese leader telling his Vietnamese hosts in September that their two 共産主義者 parties have a "株d 運命".
Chinese 外務大臣 Wang Yi met 上級の Vietnamese 公式の／役人s in Hanoi this week.
Speaking before Chinese 大統領 Xi Jinping goes to Vietnam next week for a 公式訪問 and to …に出席する a 首脳会議 of Asia 太平洋の leaders, Chinese Assistant 外務大臣 Chen Xiaodong said 国家の leaders of the two countries have had many "深い, frank" discussions on 海上の 問題／発行するs.
"They reached an important 合意," Chen told a news 要点説明.
"Both 味方するs will 支持する the 原則 of friendly 協議s and 対話 to 共同で manage and 支配（する）／統制する 海上の 論争s, and 保護する the bigger picture of developing Sino-Vietnam relations and 安定 in the South 中国 Sea."
Vietnam's 副 総理大臣 Pham Binh Minh said in a 声明 late on Thursday that he had 提案するd in a 会合 with Wang that the two countries 解決する 論争s based on ありふれた sense and international 法律.
The latter point is a contentious one in the South 中国 Sea, where Vietnam has lon g said 中国's 広範囲にわたる 領土の （人命などを）奪う，主張する has no 合法的な basis.
中国 and Southeast Asian countries are willing and able to 扱う the South 中国 Sea 問題／発行する themselves, Chen said, in an oblique 言及／関連 to the 部隊d 明言する／公表するs, whose comments on the 論争 and 海軍の patrols in the 水路 have 怒り／怒るd Beijing.
"We also hope countries outside the 地域 can objectively 見解（をとる） 肯定的な change in the South 中国 Sea 状況／情勢, and do more for peace and 安定 in the 地域," Chen said.
中国 has appeared uneasy at Vietnamese 成果／努力s to 決起大会／結集させる Southeast Asian countries over the busy 列 of sea 同様に as at its 隣人's growing defence 関係 with the 部隊d 明言する／公表するs, Japan and India.
In July, under 圧力 from Beijing, Vietnam 一時停止するd oil 演習ing in 沖合いの／海外の waters also （人命などを）奪う，主張するd by 中国.
Brunei, Malaysia, the Philippines and Taiwan also （人命などを）奪う，主張する parts of the South 中国 Sea, and 論争 中国's 論争 of 主権，独立 over most of the waters.
中国 has undertaken more construction and reclamation in the South 中国 Sea, 最近の 衛星 images show, and is likely to more powerfully reassert its （人命などを）奪う，主張するs over the 水路 soon, 地域の 外交官s and 軍の officers say.
