World's stateless deserve 国籍 -国連難民高等弁務官

GENEVA, Nov 3 (Reuters) - An 概算の 10 million people 世界的な are stateless, 含むing three million 公式に, a status that 奪うs them of an 身元, 権利s, and often 職業s, the 国際連合 難民 機関 said on Friday.
イスラム教徒 Rohingyas in Buddhist-大多数 Myanmar form the world's biggest stateless 少数，小数派, with some 600,000 having fled 暴力／激しさ and repression since late August and taken 避難 in Bangladesh, it said.
In a 報告（する）／憶測, "This is Our Home" - Stateless 少数，小数派s and their Search for 市民権", the U.N. High Commissioner for 難民s (国連難民高等弁務官) called on 政府s to end the 差別的な practice by 2024.
"If you live in this world without a 国籍, you are without an 身元, you are without documentation, without the 権利s and entitlements that we take for 認めるd ... having a 職業, having education, knowing that your child belongs somewhere," Carol Batchelor, director of 国連難民高等弁務官's 分割 of international 保護, told a news 要点説明.
国連難民高等弁務官 広報担当者 Adrian Edwards said 3.2 million people in 75 countries were known to be stateless, having been 登録（する）d or counted by 政府s. But the 概算の total is 10 million, 含むing large 全住民s in countries 含むing Indonesia, Ivory Coast, Lebanon and Democratic 共和国 of Congo, he said.
政府s should give 国籍 to people born on their 領土 if they would さもなければ be stateless, and 容易にする naturalisation for longtime stateless 居住（者）s, 国連難民高等弁務官 says.
Other stateless groups -- many of whom have lived for 世代s in their 母国s -- 含む many Syrian Kurds, the Karana of Madagascar, Roma in the former Yugoslav 共和国 of Macedonia, and the Pemba of Kenya, the 報告（する）／憶測 said.
"We need to 確実にする that there is not a 審議する／熟考する, 独断的な 除外 or deprivation of 国籍," Batchelor said.
Asked whether Rohingya fell into the 部類 of those deliberately 除外するd and 奪うd of 国籍, Batchelor said: "We can only look at the result ... Myanmar has a 国籍 法律. It 輪郭（を描く）s 部類s of persons that are considered to be 国民s of Myanmar. The Rohingya are not on that 名簿（に載せる）／表（にあげる）."
Some 30,000 stateless people in Thailand have acquired 国籍 since 2012 and the Makonde, a community of 4,000, became Kenya's 43rd 公式に recognised tribe last year, the 報告（する）／憶測 said.
"We are seeing 削減s in Thailand, in central Asia, in Russia, in Western Africa. But the numbers are not nearly as 相当な as they would need to be for us to end statelessness by 2024," said Melanie Khanna, 長，率いる of 国連難民高等弁務官's statelessness section.
