NEWSMAKER-軍の man Sisi 公約するs to 保護（する）／緊急輸入制限 Egypt's 安全

CAIRO, March 20 (Reuters) - When Abdel Fattah al-Sisi 発表するd he was standing for Egypt's highest office four years ago he said it would be his last day in uniform, a 誓約（する） which symbolised his 移行 from 軍の 長，指導者 to 大統領，／社長.
But last month, with another 選挙 approaching, Sisi was 支援する in army 疲労，（軍の）雑役s when he visited a 軍の base に向かって the end of a first 大統領の 称する，呼ぶ／期間／用語 that 権利s groups say has been marred by an 前例のない 厳重取締 on dissent.
Sisi was 開始 an anti-テロ行為 centre in the Sinai 半島, where he has told the army to use "all brute 軍隊 necessary" to 敗北・負かす an Islamic 明言する／公表する 暴動 which 脅すs the 安定 he 約束d to 配達する.
The rare 外見 in uniform, which Sisi has worn a handful of times since taking office, was a 思い出の品 not just of his 軍の background but also the central 役割 of the army and 安全 軍隊s under his leadership.
"I'm ready to put on 軍の uniform and go out and fight 味方する by 味方する (with you)," he told a 会議／協議会 in Cairo this month 祝う／追悼するing 兵士s killed in 衝突.
To his critics, the 63-year-old former 知能 general has led Egypt deeper into 権威主義 than even former 大統領，／社長 Hosni Mubarak, who was 倒れるd in 2011 after 判決，裁定 for three １０年間s under a 明言する／公表する of 緊急.
権利s groups say Sisi has muzzled political 対抗者s, 行動主義者s and 批判的な マスコミ, while 法廷，裁判所s have passed death 宣告，判決s on hundreds of 支持者s of the イスラム教徒 Brotherhood since he 退位させる／宣誓証言するd the Brotherhood's 大統領，／社長, Mohammed Mursi, after 集まり 抗議するs in 2013.
堅い 経済的な 改革（する）s, 支援するd by the 国際通貨基金, have halved the value of the 続けざまに猛撃する and 攻撃する，衝突する millions of poor Egyptians.
Sisi's 支持者s say the 対策 are needed to keep the country stable as it 回復するs from political 大混乱 and 取り組むs 墓／厳粛／彫る／重大な 経済的な challenges and the Islamist 暴動.
Ahead of the March 26-28 選挙, in which no 信頼できる 挑戦者 has been able to stand, Sisi 警告するd last month that anyone who 脅すd Egypt's 安定 would be dealt with 厳しく.
"I will die before anyone messes with its 安全," he said, 追加するing that the 2011 反乱, when the army stood by while Mubarak was 軍隊d out, would not be repeated.
"Be 警告するd. What happened seven or eight years ago will not happen again in Egypt," Sisi told an audience that 含むd his own defence 大臣. "It seems you don't know me 井戸／弁護士席 enough."
"I'm not a 政治家，政治屋 who just 会談".
MILITARY RULERS
Sisi is the 最新の in a line of Egyptian 支配者s drawn from the 軍の that was only 簡潔に broken by Mursi, who lasted a year before Sisi overthrew him.
約束ing to work for "安全, 安定 and 開発" after three years of 騒動, Sisi sought to 事業／計画（する） a new dynamism when he took office - 持つ／拘留するing 閣議s at 7 a.m. and joining a cycle race on his first 週末 as 大統領，／社長.
The message was （疑いを）晴らす. The sclerotic, 30-year 支配する of former 大統領，／社長 Mubarak and the turbulence of Mursi's 簡潔な／要約する 大統領／総裁などの地位 were over. The new 大統領，／社長 would get things done.
In another break with the Mubarak 大統領／総裁などの地位, Sisi has kept his wife and four children out of the スポットライト to 避ける suggestions he may have ambitions to build a political 王朝.
He has 約束d to がまんする by a two-称する，呼ぶ／期間／用語 憲法の 限界 for serving 大統領，／社長s, a 誓約（する） which if honoured would be a first in Egypt's modern history. His five 前任者s were either 押し進めるd out, died in office or were assassinated.
"Building the 明言する／公表する takes 16 to 20 years, I am trying to finish it in eight years, God willing," Sisi said in November.
SISI'S GOAL
Born on Nov. 19, 1954, Sisi showed 調印するs of unusual discipline as a young boy, people in his old neighbourhood of Cairo said. While other boys played football or smoked, Sisi and his friends 解除するd 負わせるs made of metal 麻薬を吸うs and 激しく揺するs.
"Abdel Fattah always seemed to have a goal. He had willpower," said Atif al-Zaabalawi, a dye 労働者 who used to see Sisi in the 資本／首都's Gamaliya 地区.
隣人s say he （機の）カム from a tightly knit 宗教的な family. A cousin, Fathi al-Sisi, who runs a handicraft shop, said the 未来 field 保安官 had memorised the Koran. His father encouraged him to work in his shop every day after school.
He lived in a small apartment on the rooftop of a run-負かす／撃墜する building owned by his 延長するd family. Although it was a 比較して 井戸／弁護士席-off family, Sisi has sought to 強調 his 関係 with the struggles of ordinary Egyptians.
"I lived for 10 years with nothing in the fridge except water ... and I am from a 豊富な family," he told a 青年 会議／協議会 in Sharm el-Sheikh two years ago.
That 発言／述べる was one of several which Sisi's critics have mocked. His call for people to 寄付する one 続けざまに猛撃する a day to a 開発 基金 経由で their 動きやすい phones, or a suggestion that banks コースを変える "loose change" from 処理／取引s to the 基金, were 広範囲にわたって ridiculed.
Sisi kept a low profile as Mubarak's 長，率いる of 軍の 知能, and became the youngest member of the 軍の 会議 that 支配するd Egypt for 18 months after Mubarak 辞職するd in February, 2011.
Mursi 任命するd him army 長，指導者 and defence 大臣 in August 2012, 誤った calculating that the 軍の would let the Brotherhood 追求する its Islamist 協議事項 as long as its own 堅固に守るd 特権s were kept 安全な.
Sisi 逮捕（する）d little international attention until he appeared on television on July 3, 2013, to 発表する the 除去 of Mursi after 広大な （人が）群がるs 需要・要求するd he 辞職する, and to 約束 a new 選挙 which Sisi won by a 地滑り the に引き続いて year.
欠如（する）ing the flamboyance or rhetorical 技術s of former 大統領，／社長s Gamal Abdel Nasser and Anwar Sadat, Sisi 事業／計画（する）s a 静める and softly spoken persona and speaks only occasionally in public.
But pictures of Sisi are ubiquitous across Egypt and he has not 公然と sought to 限界 the 激流s of 賞賛する for him in 明言する／公表する マスコミ.
In an unpublished segment of an interview with al Masry al-Youm daily that was 漏れるd in an 音声部の online ahead of his first 称する，呼ぶ／期間／用語, he spoke of a 見通し that 示唆するd he was 運命にあるd to be a 広大な／多数の／重要な leader.
