Trump 行政 moves to 制限する 移民，移住（する）s who use public 利益s

WASHINGTON, Sept 22 (Reuters) - The Trump 行政 on Saturday said it would 提案する making it harder for foreigners living in the 部隊d 明言する／公表するs to qualify for 永久の U.S. residency if they have received public 利益s such as food 援助（する）, public 住宅 or Medicaid.
The 提案するd 規則 from the Department of 母国 安全 would 教える 移民／移住 officers to consider whether a person has received a 範囲 of taxpayer-基金d 利益s to which they are 合法的に する権利を与えるd in 決定するing whether a 可能性のある 移民，移住（する） is likely to become a public 重荷（を負わせる）.
U.S. 移民／移住 法律 has long 要求するd 公式の／役人s to 除外する a person likely to become a "public 告発（する），告訴（する）／料金" from 永久の 住居. But U.S. 指導基準s in place for nearly two １０年間s 辛うじて define "public 告発（する），告訴（する）／料金" to be a person "まず第一に／本来 扶養家族 on the 政府 for subsistence," either through direct cash 援助 or 政府-基金d long-称する，呼ぶ／期間／用語 care.
The Trump 行政's 提案 is a sharp 出発 from 現在の 指導基準s, which have been in place since 1999 and 特に 妨げる／法廷，弁護士業 当局 from considering such 非，不，無-cash 利益s in deciding a person's 適格（性） to immigrate to the 部隊d 明言する／公表するs or stay in the country.
The changes would 適用する to those 捜し出すing ビザs or 合法的な 永久の residency, but they do not 影響する／感情 people 適用するing for U.S. 市民権.
"Under long-standing 連邦の 法律, those 捜し出すing to immigrate to the 部隊d 明言する／公表するs must show they can support themselves financially," said 長官 of 母国 安全 Kirstjen Nielsen. "This 提案するd 支配する will 器具／実施する a 法律 passed by 議会 ーするつもりであるd to 促進する 移民，移住（する） self-十分なこと and 保護する finite 資源s by 確実にするing that they are not likely to become 重荷（を負わせる）s on American taxpayers."
The 提案するd 規則 will be published in the 連邦の 登録（する） in the coming weeks, 公式の／役人s said, the first step toward final 採択. The public has 60 days to c omment on the 提案, and the 機関 must consider all submitted comments and could change the 規則 before the final 見解／翻訳／版 is 可決する・採択するd, likely in several months.
