Rwanda 法廷,裁判所 orders critic of 大統領,/社長 解放(する)d on 保釈(金)

KIGALI, Oct 5 (Reuters) - A Rwandan high 法廷,裁判所 裁判官 ordered the 解放(する) on 保釈(金) on Friday of an 対立 行動主義者 and her mother who were 拘留するd last year on 告発(する),告訴(する)/料金s of incitement after she was 閉めだした from standing against 大統領 Paul Kagame in 選挙s.

Diane Rwigara, a 37-year-old accountant, 繰り返して (刑事)被告 Kagame of stifling dissent and criticised his Rwandan 愛国的な 前線's 近づく total 持つ/拘留する on 力/強力にする since it fought its way to office to end a 集団殺戮 in 1994.

She had planned to run against Kagame in an August 選挙 but her 立候補 was 封鎖するd by the 選挙(人)の board on the grounds that she had not submitted enough 支持者s' 署名s and that some of those she did 服従させる/提出する were (1)偽造する/(2)徐々に進むd.

She and her mother were 拘留するd and later 告発(する),告訴(する)/料金d with incitment. Their 裁判,公判 began last year.

裁判官 Claire Bukuba at the Rwandan High 法廷,裁判所 ordered the 即座の 解放(する) on 保釈(金) of Rwigara and her mother, 解任するing the 起訴's (人命などを)奪う,主張する that they 提起する/ポーズをとるd a 危険 to 国家の 安全.

But she banned the pair from leaving the 資本/首都 Kigali without authorisation from the public 検察官,検事.

Kagame is 賞賛するd for 回復するing 安定 in Rwanda and for 早い 経済的な 進歩 after a 集団殺戮 in 1994, but 権利s groups say he has muzzled 独立した・無所属 マスコミ and 抑えるd 対抗者s. The 政府 解任するs those 告訴,告発s as 誤った.

As Bukuba read out her 判決,裁定 to a courtroom packed with 外交官s, 新聞記者/雑誌記者 and 親族s of the two women, her 決定/判定勝ち(する) was 迎える/歓迎するd with 元気づけるs and cries of "賞賛する to God!".

Rwigara told Reuters in an interview late on Friday after arriving at her home she would continue 追求するing her political ambitions にもかかわらず her 刑務所,拘置所 experience.

"My political ambitions are just starting. This was a break. I am continuing my political 旅行. My political 旅行 goes on. I am not stopping my political career. I want to change... the way the cou ntry is 治める/統治するd no 事柄 what the cost."

Rwigara's sister Anne, who is a U.S. 国民, was also 告発(する),告訴(する)/料金d last year with incitement though she was later 認めるd 保釈(金). After the 判決,裁定, Anne told Reuters: "This should not have happened in the first place. They should not have been incarcerated. I don´t know if it is the end of いやがらせ but we hope it is."

A 広報担当者 for Rwanda's 最高の,を越す 検察官,検事 said that the 法廷,裁判所 決定/判定勝ち(する) was based on 法律 and must be 尊敬(する)・点d. "We will consider whether to challenge it or not and of course continue to 準備する our 裁判,公判," Faustin Nkusi said.

The 法廷,裁判所's 判決,裁定 comes several weeks after Rwanda 解放する/自由なd Victoire Ingabire, an 対立 leader who had served six years of a 15-year 刑務所,拘置所 称する,呼ぶ/期間/用語, after Kagame 演習d his 力/強力にする to 認める a 容赦.

After …に出席するing Friday's 法廷,裁判所 審理,公聴会, Ingabire said she was very happy that the two Rwigara women had been 解放(する)d. She called on the 政府 to 解放(する) members of her 政党 who are still 刑務所,拘置所d and to 解放(する) all other "political 囚人s" in the country.

"I hope this is the beginning of the 開始 of political space in Rwanda", she said.

Ingabire leads an unregistered 野党, the FDU-Inkigi, and she was 解放する/自由なd along with several other 囚人s, 含むing singer Kizito Mihigo, 刑務所,拘置所d in 2015 for plotting to kill Kagame.

Last month, two 対立 MPs won seats in the country's 80-seat 議会 for the first time. The 立法機関 is tightly controlled by Kagame's 判決,裁定 Rwanda 愛国的な 前線 (RPF), which fought its way to 力/強力にする to end the 集団殺戮.
