UN 会談 host Chile ramps up 気候 ambition - but is it enough?

SANTIAGO, June 8 (Thomson Reuters 創立／基礎) - Chile's new 気候 change 計画（する）, 明かすd by 大統領 Sebastian Pinera this week, puts the host of this year's U.N. 気候 会議／協議会 on 跡をつける to play its part in 会合 globally agreed goals to 限界 warming of the 惑星, 研究員s said.
But green-leaning 政治家，政治屋s and 行動主義者s in the South American nation called on the 政府 to bring 今後 its 最終期限s for の近くにing coal-解雇する／砲火／射撃d 力／強力にする 工場／植物s.
On Tuesday, Pinera 明かすd a 気候 活動／戦闘 計画（する） that would shut all coal 力／強力にする 工場／植物s by 2040, and 的 炭素 中立 by 2050, meaning the country would 放出する no more heat-trapping 炭酸ガス 放出／発行s than it can 吸収する in its forests.
"One of the greatest dangers we 直面する as humanity is 全世界の warming and 気候 change," said the 大統領，／社長.
Eight coal-解雇する／砲火／射撃d 力／強力にする 工場／植物s will be の近くにd 負かす／撃墜する in the next five years, he 発表するd.
Coal produces almost twice the 量 of 炭酸ガス as natural gas when 燃やすd.
By 2050, all 経済的な 部門s - 含むing 農業, waste and 産業の 過程s - should become 炭素-中立の, the 計画（する） said.
Chile´s forests 吸収するd 36% of 国家の 放出／発行s in 2013, and the 2050 逮捕する-無 goal would depend on their 出資／貢献 to the 炭素 accounting.
In December, 20,000 to 30,000 委任する／代表s, 含むing world leaders, are 推定する／予想するd in Santiago for the 年次の U.N. 気候 会談, where 政府s will be 勧めるd to ramp up 誓約（する）s to 減ずる 放出／発行s under the Paris 気候 change （許可，名誉などを）与える.
研究 国際借款団／連合 気候 活動／戦闘 Tracker (CAT) told the Thomson Reuters 創立／基礎 that if Chile's decarbonisation 計画（する） became an 公式の／役人 かかわり合い under the Paris 協定, it would be 両立できる with the most ambitious goal to 抑制（する） warming at 1.5 degrees Celsius (2.7F) above pre-産業の times.
The Paris 協定／条約, 可決する・採択するd by nearly 200 nations, 始める，決める a goal to 限界 全世界の 気温 rise to "井戸／弁護士席 below" 2C (3.6F), and to "追求する 成果／努力s" for 1.5C.
But still-rising 全世界の 放出／発行s are 現在／一般に on 跡をつける to 燃料 at least 3C of warming, 気候 scientists say.
In the build-up to the Paris 会議／協議会 where the 気候 （許可，名誉などを）与える was agreed in 2015, Chile committed to 減ずる the intensity of its 放出／発行s 親族 to GDP by 30% by 2030 from 2007 levels.
This 的 was 率d "高度に insufficient" by CAT.
Moreover, under that 計画（する）, CAT calculated that Chile´s 放出／発行s would 現実に rise 41% by 2030 compared to 2010 levels as the country left itself space for 経済成長.
環境 大臣 Carolina Schmidt 述べるd the 明かすing of Chile's more ambitious 計画（する） this week as "an enormous 目印 in the 変形 needed throughout the world for 維持できる 開発 and 炭素 中立".
MELTING GLACIERS
But not all 政治家，政治屋s are 満足させるd.
In late May, 対立 leader Catalina Perez 提案するd a "気候 緊急" 宣言 to the organising 委員会 for the "COP25" U.N. 気候 change 会議／協議会.
"It went 不正に," she said afterwards, with fellow members unable to reach 合意.
一方／合間 the 影響s of 全世界の warming are becoming more evident in the Andean nation.
"We have to learn to live with 気候 change," a windswept Pinera said a week ago, as he visited the southern Bio Bio 地域, which had been 攻撃する，衝突する by 高度に unusual トルネード，竜巻s. "It has come to stay."
Scientists are still 調査／捜査するing the 影響（力） of 気候 change on the severity and frequency of トルネード，竜巻s.
Chile is 現在／一般に 影響する／感情d by a multi-year 干ばつ and creeping 砂漠s, which are 転換ing fruit 生産／産物 to the more temperate south.
The country is home to 82% of Andean glaciers, nearly all of which are in 退却／保養地, 脅すing water 供給（する）s.
Flooding, heatwaves and 破滅的な forest 解雇する／砲火／射撃s are other 衝撃s already 存在 experienced - and which scientists 予報する will より悪くする as the 惑星 heats up.
On Wednesday's World 環境 Day, Perez´s Democratic 革命 Party joined 52 civil society groups in a letter 勧めるing Pinera to 深くする かかわり合いs to 取り組むing 気候 change.
加盟国s 含むd 絶滅 反乱 Chile, Greenpeace Chile and the international 青年 movement of children skipping school to 抗議する about 気候 inaction, "Fridays for 未来".
"We hope COP25 will be remembered by 未来 世代s as the moment that the 惑星´s luck changed," it 結論するd.
COAL CONTROVERSY
一方／合間, in the 住むd areas around Chile's coal-力／強力にする 工場／植物s, 空気／公表する 汚染 is a far bigger 問題／発行する than 炭酸ガス 放出／発行s.
議会人 Diego Ibanez, who 代表するs Quintero and Puchuncavi, two of the coal 工場／植物 zones, 警告するd that the 地域's children would be "非難するd to five more years" of health 危険s, 特記する／引用するing a prevalence of cognitive difficulties and 癌 の中で the 地元の 全住民.
Others 恐れる 工場／植物 終結s could result in 職業 losses and rising energy prices, but Energy 大臣 Susana Jimenez said seven months of 会談 with the 影響する／感情d 産業s had に先行するd the 告示.
"We have analysed the 安全 and efficiency of the electricity system and of course the social and 労働 影響s that the 終結 will 原因（となる）," she told 新聞記者／雑誌記者s.
Felix Gonzalez, 大統領，／社長 of the Green Ecologist Party, said the 政府 was 許すing coal 工場／植物s to continue with their 商売／仕事 model.
The last new coal 工場／植物 in Chile, built by French company ENGIE, was （売買）手数料，委託（する）／委員会／権限d in 2014, and began 生産／産物 just six days before Pinera´s 告示.
Gonzalez said the 工場／植物s now 予定するd for 終結 were already "past or very の近くに to the end of their useful life", meaning the 産業 was not 存在 inconvenienced.
"We know it is not financially viable for these companies to build new 工場／植物s," he 追加するd.
Electricity 生産／産物 in Chile without coal would be "完全に possible 10 years earlier, in 2030, as 論証するd by 非常に／多数の 出版（物）s from civil society and academia", Perez argued.
In his speech, the 大統領，／社長 公式文書，認めるd Chile was rich in renewable energy sources, referring to solar, 勝利，勝つd, 海洋 and geothermal.
For now, Chile has yet to finalise its much-審議d 気候 change 法律, which has been held up by bureaucratic and 合法的な 障害物s but is 推定する／予想するd to be in place before the U.N. 会談.
Neither has Chile 可決する・採択するd the Escazu （許可，名誉などを）与える enshrining 接近 to （警察などへの）密告，告訴（状） and 保護 for those working on 環境の 司法（官） in Latin America and the Caribbean.
When a 気候 抗議する by striking students overran the allotted time this March in Santiago, police used 涙／ほころび gas on the （人が）群がる.
