S.African land 改革（する） パネル盤 recommends seizures without 支払う／賃金 in 確かな circumstances
JOHANNESBURG, July 28 (Reuters) - An （a）忠告の／（n）警報 報告（する）／憶測 on land 改革（する） in South Africa has recommended changing the 憲法 to 許す the 政府 to 掴む land without 補償（金） but only in 確かな circumstances.
The 報告（する）／憶測 by a 大統領の パネル盤 of 専門家s, 解放（する）d on Sunday, 注ぐd water on 卸売 land seizures without 支払い（額） - as 恐れるd by some 農業者s, 投資家s and foreign 政府s.
It recommended that expropriation without 補償（金） be 適用するd under 明確な／細部 circumstances, 含むing abandoned land; land held 純粋に for 思索的な 目的s; land already 占領するd and used by 労働 tenants and former 労働 tenants; and inner city buildings with absentee landlords.
議会 is 予定 to start 審議s on 提案するd changes to the land expropriation 法案 in October.
"It is important that the 法案 must 明示する much more 明確に the meaning of instances that would 量 to "nil" 補償（金）," the パネル盤, 任命するd by 大統領 Cyril Ramaphosa, said in the 報告（する）／憶測.
South Africa's 治める／統治するing African 国家の 議会 (ANC) has 繰り返して 誓約（する）d to 加速する land 移転s to the 黒人／ボイコット 大多数 否定するd 所有権 権利s under 人種隔離政策（アパルトヘイト）'s segregation 法律s, but 進歩 has been slow.
