South Africa 修正するs 武器 輸出（する） 文書 after 査察 列／漕ぐ／騒動
JOHANNESBURG, May 13 (Reuters) - South Africa has made a subtle change to 武器 輸出（する） 支配するs that could 打ち明ける more than a billion dollars of 武器s sales to countries 含むing Saudi Arabia and the 部隊d Arab 首長国s.
A notice published in the 政府 gazette on May 11 alters the circumstances under which South African 公式の／役人s can 成し遂げる 査察s to 立証する that 顧客s are not transferring 武器s to third parties.
Some of the main 買い手s of South African 武器, 含むing 政府s in the 湾 and North Africa, had 辞退するd to agree to the 査察s because they considered them a 違反 of their 主権，独立.
Reuters 報告（する）／憶測d in February that the 政府 was planning to change the 査察 条項 in an 武器 輸出（する） 文書 に引き続いて months of ロビーing by defence 会社／堅いs and 貿易（する） unions who said thousands of 職業s were at 火刑／賭ける.
The 条項 will now read: "It is agreed that on-場所／位置 立証 of the controlled items may be 成し遂げるd, through 外交の 過程," によれば the notice 調印するd by Defence 大臣 Nosiviwe Mapisa-Nqakula.
The previous 言い回し of the 条項 had been: "It is agreed that on-場所／位置 立証 of the controlled items may be 成し遂げるd by an 視察官 指定するd by the 大臣."
Defence sources have told Reuters that countries 含むing the UAE are more comfortable with the new 言い回し, which should 打ち明ける the 立ち往生させるd 武器s 輸出（する）s.
That is a 上げる to 明言する／公表する defence 会社／堅い Denel, which said last week that the COVID-19 pandemic and the 政府's その後の lockdown of the economy had brought its 操作／手術s to a 行き詰まり. Denel also has a 地元の 共同の 投機・賭ける with Germany's Rheinmetall, Rheinmetall Denel 軍需品, that stands to 利益 from the new 言い回し.
In the 合間, however, South Africa's defence 部門 has been upended by 生産／産物 and 輸出（する） disruptions 原因（となる）d by the pandemic.
South Africa, whose 武器 産業 traces its roots to the apa rtheid 時代, 製造（する）s defence 製品s from 弾薬／武器 to ミサイルs and armoured 乗り物s for its own 軍の and countries around the world.
