Egypt 圧力（をかける）s on with new 資本／首都 in the 砂漠 まっただ中に ウイルス 突発／発生

CAIRO, May 13 (Reuters) - While Egypt's economy has つまずくd 予定 to the coronavirus 突発／発生, construction at a new 資本／首都 taking 形態／調整 east of Cairo is continuing at 十分な throttle after a short pause to adjust working practices, 公式の／役人s say.
The level of activity at the 砂漠 場所／位置 - where トラックで運ぶs rumble 負かす／撃墜する newly built roads and cranes swing over unfinished apartment 封鎖するs - 反映するs the new city's political importance even as the 政府 grapples with the pandemic.
Known as the New 行政の 資本／首都, it is the biggest of a 一連の mega-事業／計画（する）s 支持する／優勝者d by 大統領 Abdel Fattah al-Sisi as a source of growth and 職業s.
Soon after coronavirus began to spread, Sisi 延期するd moving the first civil servants to the new city and moved 支援する the 開始 of a 国家の museum 隣接するing the pyramids to next year.
生産性 dipped as companies adapted to health 指導基準s and some labourers stayed home.
But 公式の／役人s have sought to keep the mega-事業／計画（する）s going to 保護する 職業s, and after 10 days of 減産／沈滞 construction had fully 再開するd at the new 資本／首都 with a 転換 system, said Amr Khattab, 広報担当者 for the 住宅 省, which along with the 軍の owns the company building the city.
"The 割合 of the 労働 軍隊 that is 現在の on 場所／位置 doesn't 越える 70%, so that the 労働者s don't get too の近くに," he said as he showed off the R5 neighbourhood, which 含むs about 24,000 住宅 部隊s. "We work いっそう少なく intensively, but we do two 転換s."
Sisi, who 公然と quizzes 公式の／役人s 責任がある 組織／基盤／下部構造 事業／計画（する）s about 時刻表／予定表s and costs, 開始する，打ち上げるd the new 資本／首都 in 2015.
Designed as a high-tech smart city that will house 6.5 million people and relieve congestion in Cairo, it 含むs 政府 and 商売／仕事 地区s, a 巨大（な） park, and a 外交の ４半期/4分の1 as yet unbuilt.
One 上級の 公式の／役人 said last year the cost of the whole プロの／賛成の ject was about $58 billion. While some Egyptians see the new 資本／首都 as a source of pride, others see it as extravagant and built to 利益 a cocooned エリート.
'RUNNING ON TIME'
"We have （疑いを）晴らす 指示／教授／教育s from his excellency the 大統領，／社長 that the 延期 of the 開始 is not a 延期する to the 事業／計画（する）," said Khattab. "The 事業／計画（する） is running on time."
Disinfection and other 保護の 対策 were 明白な at the construction 場所／位置 45km (30 miles) east of the Nile, though some 労働者s were only ordered to don masks when 新聞記者／雑誌記者s started filming and others drove by crammed into a minibus. Egypt has 確認するd more than 10,000 coronavirus 事例／患者s, but 非，不，無 at the new 資本／首都.
延期するs in 支払い（額）s to 請負業者s and to 輸入するd 供給（する）s were 付加 危険s, said Shams Eldin Youssef, a member of Egypt's union for construction 請負業者s. Khattab said the 政府 had 請負業者s' 支払い（額）s in 手渡す.
The 住宅 省 推定する／予想するs to 配達する two 居住の 地区s by late 2021, while the 商売／仕事 地区 should be finished by 早期に 2022, said Ahmed al-Araby, 副 長，率いる of the new 資本／首都's 開発 当局. 私的な developers and the army are building six other neighbourhoods.
In the 政府 地区, which Khattab said was 90% 完全にする, 省 buildings 前線d with vertical （土地などの）細長い一片s of white 石／投石する and darkened glass lead to an open area 存在 工場／植物d with palm trees and 小型の obelisks in 前線 of a ドームd 議会 building.
To one 味方する a large, low-rise 大統領の palace is under construction.
Sisi has 勧めるd people 捜し出すing work to 長，率いる to new cities 存在 built around the country, 含むing the new 資本／首都, which Khattab said 雇うs some 250,000 労働者s.
Critics have questioned the 転換 of 資源s away from 存在するing cities, 含むing Cairo, parts of which are in slow decay.
"The question about how 合理的な／理性的な this is - whether it makes sense economically, whether it is doable, whether it's the best course of 活動／戦闘 - this ques tion is not even asked," Ezzedine Fishere, an Egyptian writer and 上級の lecturer at Dartmouth College in the 部隊d 明言する／公表するs, said by phone.
On the other 味方する of Cairo at the new museum next to the Giza pyramids, work has also been continuing at a slower pace.
