助言者's 殺人,大当り 深くするs Iraqi leader's 直面する-off with 民兵s

By John Davison

BAGHDAD, July 9 (Reuters) - Iraqi 総理大臣 Mustafa al-Kadhimi talked 堅い after the 殺人,大当り of a high-profile 分析家 and 政府 助言者, 誓約(する)ing to 追跡(する) 負かす/撃墜する his 加害者s and 抑制(する) the 活動/戦闘s of 武装した groups.

But the 直面する-off between the U.S.-friendly Iraqi leader and powerful Iran-支援するd 民兵s whom his 側近 個人として 非難するs for Monday's 殺人 of Hisham al-Hashemi 示すs how difficult this will be.

A 一連の bold moves by Kadhimi in his first two months in office, 含むing two 不成功の 逮捕(する) (警察の)手入れ,急襲s against 民兵s, showed the 限界s of his 力/強力にする in the 直面する of 敵意を持った groups with 影響(力) across 明言する/公表する 会・原則s, によれば 政府 公式の/役人s, 政治家,政治屋s and 外交官s.

Kadhimi in May 後継するd Adel Abdul Mahdi, during whose 任期 Iraqi 民兵s loyal to Iran's theocratic 政府 深くするd their sway over Iraq's politics and economy.

Abdul Mahdi was 倒れるd last year during 集まり anti-政府 抗議するs in which hundreds of デモ参加者/実演宣伝者s were killed.

Political insiders believe the 殺人,大当り of Hashemi is part of the tussle with Kadhimi and leaves him with a stark choice: take on the 民兵s, or 支援する 負かす/撃墜する and lose 直面する.

Hashemi, a 井戸/弁護士席-known 分析家 who had advised the 政府 on 敗北・負かすing Sunni イスラム教徒 Islamic 明言する/公表する 交戦的なs and 抑制(する)ing the 影響(力) of the プロの/賛成の-Iran Shi'ite 民兵s, was gunned 負かす/撃墜する outside his Baghdad family home on Monday by men on a motorbike.

Iran-提携させるd 議会の 公式の/役人s 否定する any 役割 in the 殺人,大当り. Some Islamic 明言する/公表する 支持者s 元気づけるd his death, but no group has (人命などを)奪う,主張するd the 殺人 nor been fingered 公然と by the 政府.

Some の近くに to Kadhimi say the 殺人,大当り 関係のある 直接/まっすぐに to Hashemi's 最近の work on プロの/賛成の-Iran groups.

"He'd been 脅すd over the phone by men from a 民兵 three days before his death, 警告 him over publishing articles," one 政府 公式の/役人 who spoke to him about tho se 脅しs said.

The 公式の/役人 and a second 政府 source の近くに to Kadhimi said Hashemi had been advising on 計画(する)s to 抑制(する) the 力/強力にする of プロの/賛成の-Iran groups, and bring smaller 議会のs who …に反対する Iran under closer 明言する/公表する 支配(する)/統制する.

"This is why he was killed - they saw his work as an existential 脅し," the first 公式の/役人 said.

Hashemi's work also dealt with how to ひったくる 支配(する)/統制する of Baghdad's 防備を堅める/強化するd Green Zone, which houses 政府 buildings and foreign 使節団s, from Iran-提携させるd groups, they said.

BOLD RAIDS, QUICK RELEASES

Those 議会のs showed how easily they could 侵略(する)/超過(する) the Green Zone last month after Iraqi 軍隊s 逮捕(する)d 14 闘士,戦闘機s from one (刑事)被告 of 関与 in ロケット/急騰する attacks on U.S. 取り付け・設備s.

Militiamen drove 乗り物s into the zone to 圧力 当局 to 解放(する) their comrades. All but one were 解放(する)d in the に引き続いて days.

A (警察の)手入れ,急襲 in southern Basra in May failed to bring any 起訴s. 安全 軍隊s had 逮捕(する)d members of the Iran-提携させるd Tharallah group, (刑事)被告 of 狙撃 抗議する人s, and の近くにd their (警察,軍隊などの)本部.

Those 拘留するd were 解放(する)d and the office 再開するd, police said. In both 事例/患者s 裁判官s 特記する/引用するd 欠如(する) of 証拠 to 起訴する the militiamen.

The 部隊d 明言する/公表するs, which is in 会談 with Kadhimi over Washington's 未来 関係 with Baghdad, 賞賛するd the June (警察の)手入れ,急襲. But that 怒り/怒るd powerful groups which already 見解(をとる)d Kadhimi with 疑惑 as 存在 too friendly に向かって Washington.

Qais al-Khazali, the leader of one Iran-提携させるd group, said Kadhimi's 義務 as 首相 was to 持つ/拘留する 早期に 選挙s and を取り引きする 経済的な and health crises, not to take on 民兵s.

上級の 議会の 公式の/役人 Ahmed al-Asadi 非難するd his first moves in office.

"派閥s felt 的d by Kadhimi's 活動/戦闘s. They were already angry that he was in 会談 with the U.S. without 伴う/関わるing 交渉者s from more of Iraq's 政党s," he said.

プロの/賛成の-Iran groups 需要・要求する the 政府 始める,決める a da te for the 撤退 of U.S. 軍隊/機動隊s 駅/配置するd in Iraq whose 最初の/主要な 仕事 is fighting Islamic 明言する/公表する but who are 減ずるing their numbers.

'PICKING FIGHTS'

Kadhimi's 支持者s say without standing up to 民兵s any 成果/努力s at political and 会計の 改革(する) in Iraq will be piecemeal. But they said his 決定/判定勝ち(する) to go after 民兵s so 公然と could put his leadership in jeopardy and will 妨害する his ability to 請け負う any 改革(する).

One 上級の 政治家,政治屋 said Kadhimi needed to 焦点(を合わせる) いっそう少なく on his busy social マスコミ 地位,任命するing and more on 強化するing his position before taking on powerful 武装した groups.

"Things are looking bad. Kadhimi made a big mistake in raising 期待s about what he wants to 配達する, and he's losing 直面する. His move against Kataib Hezbollah was 権利 but at the wrong time," he said.

Kadhimi's マスコミ office said the 首相 was "doing his best" in the 直面する of 安全 and 会計の challenges that have 機動力のある since the 2003 U.S. 侵略 of Iraq.

Another 上級の 政府 公式の/役人 said Hashemi's 殺人,大当り was a 調印する of desperation. "When you feel 脅すd you 行為/法令/行動する this way. If you're strong you don't need to kill an 分析家."

分析家s say if Kadhimi loses the political エリート he will need support from ordinary Iraqis to 生き残る. But some of those are losing 約束.

A 誓約(する) to 解放(する) 抗議する人s 拘留するd last year has brought no 解放(する)s, the 半分-公式の/役人 Human 権利s (売買)手数料,委託(する)/委員会/権限 says.

Most painful for Iraqi 行動主義者s is that the country remains a U.S.-Iran battleground.

"Iraq is 分裂(する) between 政治家,政治屋s who 味方する with either of the two occupiers," said Hassan Adel, an 行動主義者 who 需要・要求するs the end of U.S. and Iranian 関与 in Iraq.

"We don't 信用 any of them." (報告(する)/憶測ing by John Davison, 付加 報告(する)/憶測ing by Amina Ismail in Cairo; Editing by Angus MacSwan)
