'Mr. No, No, No' - Why Dutch PM Rutte plays 役割 of EU bogeyman

AMSTERDAM, July 19 (Reuters) - As EU 交渉s over a coronavirus 回復 基金 and a new 予算 for the 圏 ran into an 行き詰まり, Netherlands 総理大臣 示す Rutte was 選び出す/独身d out by one leader this 週末 as the "man 責任がある the whole mess".

Hungarian 総理大臣 Viktor Orban (刑事)被告 him of that, while Spanish and Italian 外交官s have taken to calling him "Mr. No No No!".

Standing up for not spending money on European 事業/計画(する)s 要求するs a naysayer, and Rutte has taken on the 役割 with calculated 決意 as leader of a group of smaller "frugal" nations.

While he may 削減(する) a いっそう少なく colourful 人物/姿/数字 than Margaret Thatcher a 世代 ago, Rutte's 準備完了 to don the mantle of parsimony after Britain's 出発 from the EU is solidly grounded in public opinion and politics at home.

The Dutch, who support EU 会員の地位 by a two-thirds 大多数, take pride in both their history as a 貿易(する)ing nation and their 伝統的な Calvinist thrift.

Dutch taxpayers are aware that they are proportionately の中で the largest contributors to the EU 予算, and the idea of giving or lending more is 人気がない.

The "Mr. No" moniker derives from an April ビデオ clip, frequently retweeted, that shows a Dutch waste collector shouting at Rutte not to give money to "those Italians and French".

"Oh, no, no, no." Rutte replied. "I will remember this."

Critics say the Dutch 不本意 to spend now is misplaced, given the country's large 貿易(する) 黒字/過剰 with the 残り/休憩(する) of the EU. Unicredit 経済学者 Erik Nielsen argued in a 公式文書,認める on Sunday that the Dutch 2018 逮捕する 予算 出資/貢献 of 2.4 billion euros "tells only a small part of the real 財政上の story".

"によれば the 税金 司法(官) 網状組織, that same year, the Netherlands´ 税金 港/避難所 structures helped them 得る,とらえる 6.7 billion euros in 税金 領収書s from Germany, フラン, Italy and Spain," he wrote.

But conversations in the Netherl ands more often 焦点(を合わせる) on whether Dutch 繁栄 is the result of a tougher work ethic, and whether it is fair to 株 基金s with countries that have a lower 退職 age.

国内の politics also play a 役割. With 国家の 選挙s ぼんやり現れるing in March, Rutte's 保守的な VVD Party must (v)策を弄する/(n)騎手 with far-権利 parties for 正確に/まさに those 投票者s most likely to be euro-sceptic.

In 新規加入, his 現在の centre-権利 連合 欠如(する)s a 大多数 in 議会. Any 妥協 struck in Brussels now that goes too far in the 注目する,もくろむs of the Dutch might not be 批准するd later in The Hague.

This 拒絶 happened in 2005 and again, to a 取引,協定 Rutte had agreed to, in 2016. (報告(する)/憶測ing by Toby 英貨の/純銀の Editing by フランs Kerry)
