EU makes world's biggest 'green 回復' 誓約(する) - but will it 攻撃する,衝突する the 示す?

LONDON, July 22 (Reuters) - 誓約(する)ing a 記録,記録的な/記録する sum of money to slow 気候 change is one thing. Spending it wisely is another.

After 90 hours of 激しい 交渉s, European Union leaders reached a 回復 取引,協定 on Tuesday that 含むd 充てるing nearly 550 billion euros to green 事業/計画(する)s over the next seven years - the largest 選び出す/独身 気候 誓約(する) ever made.

The money 代表するs a 30% 株 of a mammoth 一括, 構成するing a 1.074 一兆 euro EU 予算 for 2021-27 and a 750 billion euro coronavirus 回復 基金. Leaders also agreed that even those parts of the 全体にわたる 一括 not 特に (ーのために)とっておくd for 気候 spending must "do no 害(を与える)" to the EU's goal to become 気候 中立の by 2050.

Hundreds of 可能性のある 事業/計画(する)s could 利益, from low-炭素 steel 生産/産物 in Sweden to an electric 乗り物 殴打/砲列 factory in Poland. But a 欠如(する) of 正確な 指導基準s on how the money can be spent left some uneasy.

Bas Eickhout, a Dutch Green member of the European 議会, said (疑いを)晴らす 基準 were needed to 確実にする it was used to 離乳する the continent off coal, oil and natural gas, 説 a good start would have been a "no money to 化石 燃料s" 誓約(する).

"The fact that they didn't do that, that says a lot," Eickhout told Reuters.

The EU 計画(する) 含むs more 気候 基金s than the 連合させるd green spending - of 概略で 494 billion euros in today's money - from all major economies' 回復 計画(する)s after the 2008-9 財政上の 危機, said Brian O'Callaghan, a 研究員 at the University of Oxford.

'LOTS TO PLAY FOR'

"The examples from the past do not bode 井戸/弁護士席," said Joanna Flisowska, 長,率いる of 気候 and energy at Greenpeace Poland.

Some green 支持するs say one danger is that 基金s will go to natural gas 事業/計画(する)s. While 支持者s have touted gas as a cleaner source of 力/強力にする 世代 than coal, scientists point out that it is still a 化石 燃料 and could lock in 放出/発行s of 惑星-warming 炭酸ガス and methane for 10年間s.
