As 労働者s sweat, 圧力 grows on 雇用者s to turn 負かす/撃墜する the heat

BARCELONA, July 31 (Thomson Reuters 創立/基礎) - After a 調査する of more than 1,600 outdoor 労働者s and slum dwellers in Vietnam's steamy cities 明らかにする/漏らすd two-thirds experienced symptoms of heat exhaustion during heatwaves, the Red Cross decided to 始める,決める up 減少(する)-in 冷静な/正味のing centres to help.

基金d by 援助(する) money 解放(する)d a few days ahead of a 予測(する) heat spike, the centres - in テントs and buses - 申し込む/申し出 a 冷静な/正味の place to 残り/休憩(する) and rehydrate, with staff trained to 位置/汚点/見つけ出す 医療の problems.

に引き続いて successful 実験(する)s in 2019 - with 70-95% of 訪問者s, 含むing street vendors and 建設業者s, 報告(する)/憶測ing they felt better - the 人道的な 機関 now hopes to 拡大する the 成果/努力 to reach up to 25,000 people in Hanoi, Hai Phong and Danang.

But this summer, there is a 可能性のある 複雑化 - the coronavirus pandemic, said Jerome Faucet who 長,率いるs up the German Red Cross 事業/計画(する) office in Vietnam.

The country has 報告(する)/憶測d just over 500 事例/患者s and no deaths so far, but Danang has seen a jump in 感染s and Faucet said he was worried 制限s to 抑制(する) the spread of COVID-19 could stop the centres 開始 in a heatwave.

If they are (軍隊を)展開する,配備するd, there will be 手渡す-washing 駅/配置するs at the 入り口, better ventilation inside and compulsory mask-wearing, Faucet told an online event this week on heat 強調する/ストレス and work.

Organised by the 全世界の Heat Health (警察などへの)密告,告訴(状) 網状組織 (GHHIN), 専門家 (衆議院の)議長s said occupational health 脅しs to 労働者s from heat - in 部門s from 採掘 to construction and 農業 - are growing as the 惑星 warms.

A new 報告(する)/憶測 out this week from the nonprofit Natural 資源s 弁護 会議 警告するd of a dangerous confluence of 気候 強調する/ストレスs and COVID-19 hitting both outdoor and indoor 労働者s in the 部隊d 明言する/公表するs.

They 含む firefighters already 戦う/戦いing an active wildfire season in the west, public health nurses 行為/行うing outdoor COVID-19 実験(する)s, and teachers who may return to classrooms 欠如(する)ing 空気/公表する 条件ing this 落ちる, it said.

Orlando Green, a school bus owner and 操作者 who lives in Slidell, Louisiana, said in the 報告(する)/憶測 he had seen heat "get way out of normal 範囲" in his lifetime, making his 職業 a lot harder as his 乗客s become agitated.

"During the 湿気の多い summers, with all 40 kids (人が)群がるd inside, the heat 索引 can reach around 105 degrees (Fahrenheit) in the bus," he said, 公式文書,認めるing those 条件s were not 役立つ to the children´s health, good behaviour or learning.

"I hope that elected 公式の/役人s at every level start supporting 解答s to this 緊急," he said.

PRODUCTIVITY LOSS

Workplace and heat 研究員s told the GHHIN event some 政府s are now waking up to the rising health and 経済的な 脅し to their 全労働人口 from scorching 気温s, 悪化させるd in many 事例/患者s by high 湿度.

In Cyprus, where summers are very hot, for example, the 労働 省 has 問題/発行するd a 法令 許すing 労働者s to 負かす/撃墜する 道具s when the 温度計 攻撃する,衝突するs 30C (86F), a 準備/条項 that helps 保護する their 権利s, said Tahmina Karimova, a 合法的な officer with the International 労働 Organization (国際労働機関).

In a 報告(する)/憶測 last year, the 国際労働機関 calculated the cost of 全世界の warming to the world's 全労働人口, 事業/計画(する)ing that an 増加する in heat 強調する/ストレス would lead to 生産性 losses 同等(の) to 80 million 十分な-time 職業s in 2030.

That was based on a 保守的な 1.5C rise in 全世界の 普通の/平均(する) 気温s - the lowest goal 可決する・採択するd in the Paris 協定 - and under 条件s of working in the shade.

The two hardest-攻撃する,衝突する 部門s will be 農業 and construction, the 報告(する)/憶測 said, with South Asia and West Africa the 地域s 始める,決める to lose the most working hours to sweltering heat.

Andreas Flouris, an associate professor at Greece's University of Thessaly who has 研究d 労働者s' experiences of heat on the 職業 and 工夫するd ways to help them, said companies had begun 答える/応じるing to the problem in 最近の years.

One 推論する/理由 is that 科学(工学)技術 has 許すd scientists to 監視する more closely what is happening to exposed 労働者s and to calculate the 財政上の consequences for 雇用者s, on 最高の,を越す of growing 関心s about health 害(を与える).

"Now that they are also seeing the 衝撃 on their 底(に届く) line - the 経済的な costs - they are twice as likely to engage in this," Flouris said.

Heat safety 対策 have 改善するd, 特に in the construction 産業, he said. On a 最近の 事業/計画(する) trip to Qatar, which 雇うs many migrant labourers, 労働者s he saw were permitted to take a lot more 残り/休憩(する) breaks than he had 推定する/予想するd.

WORKPLACE PLANS

Yet, while 政府s have 義務s to 保護(する)/緊急輸入制限 労働者s from heat under international occupational health 議定書s, few have 明確な/細部 法律制定 to を取り引きする the 脅し, 専門家s said.

Flouris is working with the Greek 政府 on introducing such a 法律 into 議会 in the next year, and hopes it will have a 支配 影響 in other European countries.

"The 責任/義務 is 明白に in the first place on the 政府 - and then it trickles 負かす/撃墜する to the 雇用者s," おもに 経由で 規則, said the 国際労働機関's Karimova.

The 国際労働機関 believes 成果/努力s to を取り引きする the 急速な/放蕩な-より悪くするing problem of heat should bring 労働者s, 商売/仕事s and 明言する/公表するs together in the 肉親,親類d of social 対話s used to 取り組む other 労働 challenges such as working hours or 支払う/賃金, she 追加するd.

As 政策 製造者s and bosses become aware of the need to 取り組む heat in the workplace, they should 査定する/(税金などを)課す 危険s, put 計画(する)s in place to lower 危険 and 供給する training, Flouris said.

Practical 対策 含む letting 労働者s take more breaks to 冷静な/正味の 負かす/撃墜する, and 供給するing fresh drinking water and loose, light-coloured, breathable 着せる/賦与するing.

In some 職業s, such as 選ぶing grapes or olives, mechanisation of 確かな 仕事s can also relieve the 緊張する.

Since 2016, Flouris has worked to develop an online 壇・綱領・公約 called HEAT-SHIELD that 申し込む/申し出s 雇用者s and staff 天候 警告s of heat 強調する/ストレス and personalised daily 指導/手引 on work schedules, 含むing recommended breaks and water intake.

The 事業/計画(する) has also produced infographics translated into different languages to raise 認識/意識性 of heat 危険s to health and how to 減ずる them.

Flouris said the 抱擁する 量 of data and 証拠 collected on the 問題/発行する in the past 10年間 should start to 運動 new 政策s and 改善する workplace practices in the next two years.

Quantifying the 衝撃 on 労働者s 正確に "helps 伝える the message that it's not only health, it's not only long-称する,呼ぶ/期間/用語 - it's 権利 now (and) this month's paycheck would be bigger by this much if it wasn't for this problem," he said.
