World welcomes U.S. return to Paris 気候 (許可,名誉などを)与える, readies wish-名簿(に載せる)/表(にあげる) for Biden

BRUSSELS, Jan 21 (Reuters) - 気候-change leaders and 選挙運動者s 世界的な welcomed U.S. 大統領 Joe Biden's move to 再結合させる the 2015 Paris 協定 but said Washington must also 削減(する) 放出/発行s and use its 影響(力) to encourage other countries to do the same.

In one of his first 行為/法令/行動するs as 大統領,/社長, Biden 問題/発行するd an (n)役員/(a)執行力のある order on Wednesday to bring the 部隊d 明言する/公表するs, the world's second-largest 温室 gas emitter, 支援する into the 全世界の 条約 committing nearly 200 countries to 停止(させる) rising 気温s quickly enough to 避ける 悲惨な 気候 change.

Washington 正式に left the Paris (許可,名誉などを)与える last year but its 役割 as a heavyweight in 全世界の 気候 交渉s had already 立ち往生させるd with the 2016 選挙 of 大統領 Donald Trump.

Trump cast 疑問 on 気候 science and 主張するd that the (許可,名誉などを)与える was an 経済的な 重荷(を負わせる). U.N. 気候 交渉s have stuttered since then, with 多重の 首脳会議s failing to 配達する ambitious 活動/戦闘.

"I wouldn't be surprised if they get a standing ovation just by entering the room," former U.N. 気候 長,指導者 Christiana Figueres said, referring to a U.S. return to 全世界の 気候 会談. "That doesn't mean that they will have a standing ovation forever. They have to 証明する that they are really 決定するd to make the changes that are necessary."

U.N. 長官 General Antonio Guterres welcomed the U.S. return to the Paris (許可,名誉などを)与える but 追加するd: "There is a very long way to go. The 気候 危機 continues to より悪くする and time is running out to 限界 気温 rise to 1.5 degrees Celsius and build more 気候-resilient societies that help to 保護する the most 攻撃を受けやすい."

気候 外交官s said they want to see an ambitious U.S. かかわり合い to 削減(する) 放出/発行s this 10年間 and a 外交の 押し進める to 納得させる others to follow 控訴. 最高の,を越す of the 名簿(に載せる)/表(にあげる) would be 中国, the world's biggest polluter, which 計画(する)s to become 炭素 中立の by 2060 but has yet to 明かす a short-称する,呼ぶ/期間/用語 計画(する) to 減ずる 放出/発行s.

気候 協定s 調印するd by 中国 and the 部隊d 明言する/公表するs played a big 役割 in 安全な・保証するing a 取引,協定 at the Paris 気候 会談 in 2015.

But during the Trump 行政, 気候 became another source of 摩擦 between the world's two biggest economies, and 専門家s said it was ありそうもない that their 関係 could すぐに return to normal.

"A lot has changed since the Obama years that will make the G2 気候 関係 under Biden 予測できない," said Li Shuo, 上級の 気候 and energy 政策 officer for Greenpeace East Asia, referring to the 部隊d 明言する/公表するs and 中国 as the G2.

Li pointed to the 激しく揺する-底(に届く) U.S.-中国 関係 and 意見の不一致を生じる politics that create challenges for 気候 約束/交戦.

"What remains 不変の is the need for the G2 to move に向かって the same direction ... Now the 仕事 is for the pair to switch to high gear, 持つ/拘留するing each other´s 手渡す or not," Li said.

CARBON BORDER TAX?

Biden has said he wants to put the 部隊d 明言する/公表するs on 跡をつける to 逮捕する 無 放出/発行s by 2050 but has yet to 詳細(に述べる) what regulatory 道具s he ーするつもりであるs to use to 達成する that goal.

"One of the 核心 challenges for the 行政 is going to be reframing this as 適切な時期 for green growth, for 職業s - for the 肉親,親類d of things we've seen in Europe, which has managed to 意味ありげに grow its economy while 減ずるing its 炭素 放出/発行s," said Kelley Kizzier, a former European Union 気候 交渉者, now at the 非,不,無-利益(をあげる) 環境の 弁護 基金.

The EU is already 注目する,もくろむing areas for 共同.

In June, it will 提案する a 炭素 徴収する on 輸入するs of 確かな 汚染するing goods to 保護する European 産業 from cheaper competitors in countries with weak 気候 政策s. Biden 誓約(する)d in his 選挙運動 to do the same, through "炭素 調整 料金s or 割当s" at the U.S. 国境.

炭素 国境 政策s 申し込む/申し出 "an 適切な時期 to work together to 始める,決める a 全世界の template for such 対策," the EU said in a December 覚え書き on its pri orities for the new EU 関係 with the Biden 行政.

政策 分析家s say a 共同の U.S.-EU 炭素 国境 手段 could 運動 faster decarbonisation in countries with high-emitting 輸出(する)-oriented 部門s - 含むing 中国, the world's largest steel 生産者.

"This is a very important 道具 in the 手渡すs of the EU and the U.S. 行政 to 刺激する 全世界の 気候 活動/戦闘," said Simone Tagliapietra, 研究 fellow at Brussels-based think 戦車/タンク Bruegel.

Frans Timmermans, the EU 気候 政策 長,指導者, said he would team up with John Kerry, Biden's international 気候 (外交)使節/代表, "to 納得させる ever more countries that ambitious 気候 活動/戦闘 is in their best 利益/興味."

But for 攻撃を受けやすい countries grappling with floods, 熱波s and 干ばつs made more 破滅的な by 気候 change, the 優先 is 財政/金融.

Former 大統領 Barack Obama's 行政 誓約(する)d to 配達する $3 billion to the U.N. 旗艦 基金 to help 攻撃を受けやすい countries fight 気候 change. Washington has 配達するd only $1 billion so far.

"大統領 Biden should fulfil the remaining 誓約(する)," said Tanguy Gahouma-Bekale, 議長,司会を務める of the African Group of 交渉者s in 全世界の 気候 会談. (付加 報告(する)/憶測ing by Valerie Volcovici in Washington, Michelle Nichols at the 国際連合 and David Stanway in Shanghai Editing by Richard Valdmanis and 示す Heinrich)
