Big U.S. oil drillers have 連邦の 許すs to mute 影響 of any Biden 禁止（する）

Jan 21 (Reuters) - U.S. 大統領 Joe Biden's 約束d 禁止（する） on new oil and gas 演習ing on 連邦の lands would take years to shut off 生産／産物 from 最高の，を越す shale drillers because they already have 備蓄（する）d 許すs, によれば Reuters interviews with (n)役員／(a)執行力のあるs.

連邦の lands are the source of about 10% of U.S. oil and gas 供給（する）. 化石 燃料s produced on federally managed lands and waters 与える／捧げる nearly 25% of U.S. 温室 gas 放出／発行s, によれば 政府 見積（る）s, making them an 平易な 的 for the 行政's 気候 協議事項.

"We have always been very 確信して that we will continue to develop and 演習 on 連邦の acreage," said David Hager, (n)役員／(a)執行力のある chairman of Devon Energy Corp, the biggest oil 生産者 on onshore 連邦の land in the Lower 48 明言する／公表するs. "It's embedded into the 権利s we have in the 賃貸し（する）s and we're doing it the 権利 way."
He said he 推定する／予想するd the company's 連邦の lands 許すs would last at least four years.
Other 最高の，を越す 生産者s on 連邦の land 含む EOG 資源s Inc, ExxonMobil Corp, Occidental 石油 Corp , ConocoPhillips, and Mewbourne Oil Company.
代表者／国会議員s at these companies did not comment for this article. But several have 問題／発行するd public 声明s 説 they have solid 備蓄（する）s of 連邦の 許すs and an ability to 会合，会う tougher 放出／発行s 規則s 推定する／予想するd under Biden. They have also said they can quickly 転換 演習ing to 明言する／公表する or 私的な acreage once 連邦の 許すs 乾燥した，日照りの up.
EOG has said it has at least four years of 連邦の 許すs. "When it comes to 接近 to 連邦の lands, that's one of the things we're not really worried about in our 商売／仕事. We have a lot of 可能性のある outside of 連邦の land, too," 長，指導者 Operating Officer Billy 舵輪／支配s said during an 投資家 会議／協議会 last year.
Occidental said last year it had 井戸／弁護士席 over 200 連邦の 演習ing 許すs in 手渡す and had requested another 概略で 200 許すs on New Mexico acreage, where some of the richest reserves 嘘（をつく） beneath federally owned 所有物／資産／財産.
Ameredev II, which produces about 10,000 バーレル／樽s of oil per day in New Mexico's Permian, also has 連邦の 演習ing 許すs to last at least four years.
"We're trying to maximize our value against an uncertain 範囲 of 可能性s," said CEO Parker Reese.
Energy consultancy Rystad said it saw 備蓄（する）ing of 連邦の lands 演習ing 許すs in the run-up to the November 大統領の 選挙, with 連邦の 許す requests rising to a 31% 株 of all 許す requests in the major U.S. oilfields from 18% in 2019.
Biden's team did not 答える／応じる to several requests for comment, and it was 不明瞭な when his 行政 might 行為／法令／行動する on a 演習ing 禁止（する）.
Most onshore 連邦の 演習ing happens in Western 明言する／公表するs like New Mexico, Colorado and Wyoming, which get a 株 of extraction 王族s and depend on that 歳入.
As Biden takes office, U.S. shale 演習ing 産業 has already 拒絶する／低下するd はっきりと 予定 to weak prices.
Total U.S. shale 生産（高） is 推定する／予想するd to 落ちる to 7.5 million バーレル／樽s per day in February, the U.S. Energy Department said on Tuesday, which would be the lowest since June 2020.
Shale 演習ing accounts for 概略で two-thirds of U.S. 天然のまま oil 生産／産物, but 生産（高） is 推定する／予想するd to 拒絶する／低下する throughout 2021 as 生産者s rein in spending.
'EXISTEN TIAL THREAT'
A large 列 of the 産業 is made up of smaller 会社／堅いs that 欠如（する） the 深い pockets to squirrel away 許すs, get a jumpstart on 任命する／導入するing new 放出／発行s 支配（する）／統制する 科学（工学）技術s or take their 商売／仕事 どこかよそで.
"The 衝撃 on the 独立した・無所属 oilman is a heck of a lot greater than it is on Big Oil," said Don 法律, owner of Denver-based Prima 探検 Inc, which produces about half of its 1,000 バーレル／樽s of oil a day on 連邦の lands, おもに in Wyoming, New Mexico and North Dakota.

"I 現実に live here," said 示す Murphy, a third-世代 oilman in New Mexico. His company, Strata 生産／産物 Co, has 15 従業員s and operates 47 井戸／弁護士席s, mostly on 連邦の acreage.

Last month Wyoming 公式の／役人s 問題／発行するd a 熟考する／考慮する that said a 禁止（する） would cost eight Western 明言する／公表するs $8.1 billion in 税金 歳入 and $34.1 billion in 投資 in the next five years. The 明言する／公表する's 知事, 示す Gordon, called the 予測s "破滅的な."
New Mexico's Democratic 知事 Michelle Lujan Grisham said in late 2019 that she would 捜し出す a 権利放棄 from any 演習ing 禁止（する） 課すd by a 未来 行政. But she has not discussed the 問題／発行する 公然と since, and her office did not 答える／応じる to several requests for comment.
