'Invisible' migrants 危険 存在 last in line for COVID-19 ワクチン接種

BOGOTA/NAIROBI, Jan 21 (Thomson Reuters 創立/基礎) - As an undocumented migrant living in Colombia, Venezuelan Leidi Gutierrez has little chance of getting a COVID-19 ワクチン接種. With the death (死傷者)数 rising 急速な/放蕩な, the mother-of-two said all she could do was pray.

"I ask God to 保護する us from the coronavirus. If we get sick, I don't know what to do. Would a hospital take us in?," said Gutierrez, who fled a 深い 経済的な 危機 in her 母国 two years ago, as she begged in the Colombian 資本/首都, Bogota.

"I've heard about a ワクチン coming but I don't think about that. I need to 料金d my children," the 32-year-old said.

As many lower-income countries struggle to acquire enough doses and begin ワクチン接種 programs quickly, some are putting their own 国民s first, said Rachel Schmidtke, Latin America 支持する at 難民s International.

'INVISIBLE' MIGRANTS

"Men can be working on construction 場所/位置s and 軍隊d to live on that construction 場所/位置 ... 国内の 労働者s can be invisible and 限定するd to the house," said Ezekiel Simperingham, 全世界の 移住 lead at the International 連合 of Red Cross and Red 三日月 Societies.

"If those people are already invisible from the 当局 ... then they are almost certainly, without a 一致した 成果/努力, going to be invisible from ワクチン接種 (選挙などの)運動をするs."

In the Middle East, 研究員s from human 権利s group Equidem 研究 and 協議するing, said they 恐れるd many undocumented 労働者s would not want to take the ワクチン even if they were 申し込む/申し出d it by host countries.

"These countries have a history of 拘留するing undocumented 労働者s in poor 条件s and so even if the ワクチン is 利用できる, many are ありそうもない to come 今後 and take it," said Namrata Raju, Equ idem's India director.

He said many of the undocumented migrant 労働者s they had spoken to were "very, very 脅すd of 刑罰の 活動/戦闘 taken against them if they are identified as undocumented".

While there is no 公式の/役人 data on undocumented 労働者s in the 湾, Raju said there were likely hundreds of thousands of people from African and South Asian nations working in the oil-rich 地域 without the 訂正する 許すs and documentation.

In South Africa, the worst-攻撃する,衝突する African country with about 1.3 million COVID-19 事例/患者s, the ワクチン roll-out has yet to begin as the nation races to fight off a new, more 感染性の variant.

The first doses, 的ing healthcare 労働者s, are 推定する/予想するd to arrive by the end of January but there has been no について言及する of whether undocumented migrants will be 含むd and the Department of Health did not 答える/応じる to queries on the 問題/発行する.

While reliable 人物/姿/数字s on undocumented migrants in South Africa are hard to 接近, 政府 人物/姿/数字s 示唆する there are 1.6 million people born outside of the country with most coming from Zimbabwe, Malawi, Mozambique and Lesotho.

"I'm very 関心d that we will see either formal or de facto 差別 against undocumented migrants when it comes to ワクチン 接近," said Jo Vearey, director of the African 中心 for 移住 and Society, a 研究 学校/設ける.

HERD IMMUNITY

In Jordan, a major host country for about 750,000 難民s, 含むing many from Syria, 難民s have fared better.

Last week, it became one of the first countries in the world to immunize 難民s as part of a 国家の ワクチン接種 program open to anyone living within its 国境s 関わりなく their 移民/移住 status, によれば the 国連難民高等弁務官.
