'Foreign 手渡す is 支援する': In throwback to Indira Gandhi 時代, PM 非難するs U.S. and European ロビーs for 基金ing anti-核の 抗議するs

Taking a leaf out of Indira Gandhi's 調書をとる／予約する, 総理大臣 Manmohan Singh has exhumed the 'foreign 手渡す' bogey 非難するing it for putting the ブレーキs on both the Kudankulam 核の 力／強力にする 事業／計画（する） in Tamil Nadu and the commercialisation of GM food 刈るs.

Going 弾道学の against people's groups in an interview which will appear in the 定期刊行物 Science on Friday, Singh 申し立てられた／疑わしい that NGOs …に反対するd to the 核の 力／強力にする 事業／計画（する） were 基金d by foreign countries.

In the 1970s, Indira Gandhi used to conveniently 非難する the 'foreign 手渡す' for all ills 疫病／悩ますing her 任期 as 総理大臣. She even 正当化するd the 課税 of 緊急 on this pretext.

While never 現実に identifying the foreign 手渡す, the country she was mostly pointing the finger at was America. In fact, Congressmen - even under her son Rajiv - 的d the 中央情報局 for every （選挙などの）運動をする against them and for ne arly every 失敗 to 支配（する）／統制する 法律 and order.

In the UPA 政府, however,this is the first time that the highest 当局 has raised the 問題／発行する of 'foreign money' propelling 国内の movements and has cast aspersions on civil society groups …に反対するd to the 核の 工場／植物.

Till now, such 主張s had been flung only by 比較して junior functionaries in the 政府. This is also the first time that the 政府 has 指名するd the U.S. and Scandinavian countries as the source of foreign 基金ing of NGOs behind the antinuclear 動かす in Tamil Nadu and anti-GM movement in different parts of the country.

INDIRA SAID THAT TOO

Late 総理大臣 Indira Gandhi was known for using the 'foreign 手渡す' bogey extensively.

She 報道によれば 非難するd all ills afflicting India on the 'foreign 手渡す', which in those days usually meant U.S. 秘かに調査する 機関 the 中央情報局.

Continuing his scathing attack on voluntary 団体／死体s for …に反対するing the 政府's pet 事業／計画（する）s, the PM 観察するd: 'There are NGOs, often 基金d from the 部隊d 明言する／公表するs and Scandinavian countries, which are not fully appreciative of the 開発 challenges that our country 直面するs.'

Sin gh 支援するd his 政府's 解決する to develop 核の 力／強力にする 同様に as 生物工学 in India, にもかかわらず the 対立 from さまざまな ４半期/4分の1s.

He said he saw a major 役割 for 核の energy even after the Fukushima 核の 災害 in Japan in March 2011.

'The thinking segment of our 全住民 is certainly supportive of 核の energy,' the 総理大臣 was 引用するd as 説 in the interview.

Udayakumar - the man spearheading the agitation - slapped a 合法的な notice on the 大臣, he backtracked.

Will he now 告訴する the 総理大臣 because he had made 類似の noises? Udayakumar, the 調整者／コーディネーター of the People's Movement Against 核の Energy, said he would consider all 選択s.

'The PM's 声明 is 完全にする falsehood. We are not 基金d by any foreign source. The 省 of home 事件／事情／状勢s knows this because it has audited 財政上の 記録，記録的な／記録するs of 得点する／非難する／２０s of NGOs and Church-(v)提携させる(n)支部，加入者d organisations in Kanyakumari, Nagercoil and Tuticorin in the past f ew weeks and 設立する no 証拠,' Udayakumar pointed out.

'It is surprising why the PM is 辞退するing to 認める that the people of this country have a mind of their own,' he 追加するd.

The 発言／述べるs evoked a sharp 返答 from other members of the civil society 同様に.

'There isn't an iota of 証拠 that foreign 基金ing and 国家のs are 扇動するing the anti-核の agitation. It is 全く indigenous and has 深い roots の中で the people. The only foreigners in the area are ロシアの 職員／兵員 招待するd by the 核の 力／強力にする 会社／団体,' Praful Bidwai of the 連合 for 核の 軍備縮小 and Peace said.

著名な scientist Dr Pushpa Mittra Bhargava also felt amazed at the 声明: 'I am surprised the 総理大臣 believes that the U.S. will 基金 NGOs that would …に反対する 核の 力／強力にする 事業／計画（する）s and GM foods. He must surely know that the U.S. has been the biggest 支持者 of India's 投資 in 核の 力／強力にする so that it can sell its 原子炉s - for which there is no market in the U.S. - to India.'

In 返答 to a question on the 支払い猶予／一時停止 課すd by his 政府 on the 商業の 解放（する） of GM brinjal, Singh supported 生物工学 in 農業 while 非難するing NGOs for 立ち往生させるing the commercialisation of GM foods.

Anti-GM groups, too, 反応するd 怒って to the diatribe.

'Why is 昇進／宣伝 of GM 科学（工学）技術 by foreign 機関s not a 原因（となる） of worry for him? What is 科学の or democratic about the 政府 forming a biased opinion about GM 科学（工学）技術?' retorted Kavitha Kuruganti of the 連合 Against GM Foods.

She 明示するd that the biggest 対立 to GM 刈るs had come from 農業者s' unions, which were not foreign-基金d.

'Sadly, the foreign 手渡す in India's 国内の 政策 today is the PM himself,' green 行動主義者 Vandana Shiva said.

'People's movements are trying to 妨げる 農業者s' 自殺s, which are a result of 開始するing 負債 linked to 高くつく／犠牲の大きい seeds. We want to 促進する 維持できる 農業 that 保護（する）／緊急輸入制限s the 暮らしs of 農業者s and 栄養 of children,' she 追加するd.

Exuding scepticism, another GM food critic Devinder Sharma said: 'It is amusing to hear this talk of foreign 基金ing of NGOs from a PM whose entire 経済的な prescription is based on foreign direct 投資.

'Whether it is GM 刈るs or 核の 工場／植物s, the PM is more 利益／興味d in the 商業の 利益／興味s of American and European companies. He is not 関心d about the 環境の and human 衝撃 of these risky and unwanted 科学（工学）技術s on his people.'

IAEA's hush-hush 核兵器 場所／位置 visit raises stink

公式の／役人s of the International 原子の Energy 機関 (IAEA) 検査／視察するd the 場所／位置 of the Kudankulam 核の 力／強力にする 工場／植物 in Tamil Nadu this week まっただ中に the continuing 行き詰まり over the 施設.

Though Tuesday's visit was kept under 包むs, the anti-核兵器 抗議する leadership got 勝利，勝つd of it and （刑事）被告 the Centre of 試みる／企てるing to 伸び（る） safety certification to （売買）手数料，委託（する）／委員会／権限 the 工場／植物 without 演説（する）／住所ing the 関心s of the 地元のs.

Interestingly, the visit 同時に起こる／一致するd with an examination 行為／行うd by an 専門家 パネル盤 構成するd by the 明言する／公表する 政府. India 保証するd 戦略の partner Russia that it was on course to 器具／実施する the Moscow-補助装置d 事業／計画（する） and 推定する／予想するs to （売買）手数料，委託（する）／委員会／権限 部隊s I and II in the next couple of months.

The Kudankulam 核の 力／強力にする 工場／植物

Earlier this month, ロシアの 外交官／大使 Alexander M. Kadakin had 表明するd displeasure over the 延期する in 器具／実施するing the 事業／計画（する）. The two countries held their 外務省 協議s in New Delhi, focussing a 重要な part of their discussions on the 実施 of the 事業／計画（する）.

Visiting ロシアの first 副 外務大臣 Andrey Denishov was 保証するd by foreign 長官 Ranjan Mathai that the 政府 was 決定するd to 演説（する）／住所 the 地元の grievances enabling the （売買）手数料，委託（する）／委員会／権限ing of the 部隊s, sources said. Denishov was told that the Centre would look into the 見解（をとる）s of the 専門家s' パネル盤 構成するd by Tamil Nadu.

The four-member パネル盤, 構成するing former 原子の Energy （売買）手数料，委託（する）／委員会／権限 chairman M.R. Sreenivasan, has made it （疑いを）晴らす that the 工場／植物 was 安全な and could withstand a an 地震 of 6.5 magnitude.

Sources in the 事業／計画（する） and the 核の 力／強力にする 会社／団体 of India Ltd 辞退するd to attach any significance to the IAEA visit, 説 it was a 決まりきった仕事 one. The 地区 行政 also made light of the visit 明言する／公表するing that the 核兵器 監視者 had been visiting at たびたび（訪れる） intervals.

But leaders of the People's Movement Against 核の Energy, spearheading the 動かす, weren't 納得させるd.

'最初 we were told that no IAEA team would land at the 事業／計画（する） 場所／位置. But, on the contrary, the team made an 査察,' M. Pushparayan, a convener for the outfit, said.
