MAIL TODAY COMMENT: Pakistani dysfunction 提起する／ポーズをとるs difficult questions for India?

The challenges that India 直面するs in 取引，協定ing with Pakistan are manifest in the 状況／情勢 in the country these days.

On Tuesday, the Pakistan 最高裁判所 問題／発行するd an 逮捕（する） 令状 for the 現在の 長，率いる of 政府, 総理大臣 Raja Pervaiz Ashraf even while the 国家の 資本／首都 Islamabad was 存在 包囲するd by the "million man march" organised by Canadian-Pakistani 聖職者の Tahirul Qadri.

On the same day, fighting ゆらめくd up in the Khyber 部族の 地域 and 18 弾丸-riddled 団体／死体s of 非，不，無-combatants were 設立する in the area.

Last week more than 100 Shias died in 爆弾 爆破s in Quetta, 的d by Sunni 極端論者s.

Pakistan may not be a failed 明言する／公表する, but it is becoming more and more dysfunctional by the day.

Many 観察者／傍聴者s argue that the 現在の uptick in 暴力／激しさ could be a macabre run-up to the coming 総選挙s in the country. But facts on the ground would show that the occasi on for 暴力／激しさ has 明らかにする／漏らすd neither a season nor 推論する／理由.

So when the 問題／発行する for 対話 with Pakistan comes up, it is a 討議する question as to who our interlocutor on the other 味方する is. 解任する, that the previous person we dealt with - 総理大臣 Yousaf Raza Gilani - was summarily 除去するd from office in June this year by the overweening 最高裁判所.

By the same 手段, with whom can New Delhi （問題を）取り上げる the 問題／発行する of the Pakistan Army's 成果／努力s to 混乱に陥れる／中断させる the peace on the Line of 支配（する）／統制する? It is true that the Pakistan Army is a 力／強力にする unto itself. But 正式に, and for the 記録，記録的な／記録する, it is meant to be under the political 支配（する）／統制する of the 政府 of Pakistan.

There are never any 平易な answers when we have to を取り引きする Pakistan. Unfortunately, things are becoming even more difficult, as Pakistan descends into 大混乱.

MP's green shoots

Punjab no longer takes 有利な立場（位置） on the つつく／ペックing order of Indian 明言する／公表するs producing the most 量 of 穀物 in the country. That honour, at least based on 生産／産物 numbers from 2011-12, goes to Madhya Pradesh.

The 明言する／公表する managed to produce 19.46 million tonnes of 穀物 over the year, a jump of nearly 19 per cent over its 生産／産物 level from the year earlier, turning MP into the country's new '穀物 bowl.'

Both this 業績／成就, and the Centre's Krishi Karman Award for 'best 成し遂げるing 明言する／公表する' ーに関して／ーの点でs of 農業の 生産／産物, serve as acknowledgment of the strides MP has taken under 長，指導者 大臣 Shivraj Singh Chouhan.

More than lip service

Sources have 示唆するd that 議会 party 大統領，／社長 Sonia Gandhi has asked leaders to 調査する the 可能性 of 供給するing 50 per cent 保留（地）／予約 for women in 政府 and 私的な 職業s と一緒に an 成果／努力 to bring 支援する the women's 法案.

Additionally, this 週末's chintan shivir (brainstorming 開会／開廷／会期) is 推定する／予想するd to 含む a direction to all 議会 長，指導者 大臣s to 急速な／放蕩な-跡をつける 問題／発行するs 関心ing the empowerment of women.

The party even appears to have put together a new スローガン that 示唆するs it will 焦点（を合わせる） on the 'honour' of the country's women before going for 'Bharat Nirman.'

明確に, the events of December 16 and the 続いて起こるing agitation have sent the message to 政治家，政治屋s that they can no longer afford to 簡単に ignore the 女性（の） 原因（となる）, 特に with so many 明言する／公表する 選挙s on the schedule this year.

But the 運命／宿命 of the 悪名高い women's 法案 is also a （疑いを）晴らす example of how grand 意向s can easily 結局最後にはーなる in 失望 - something 議会 party leaders will have to keep in mind if they want their 成果／努力s to do more than 支払う／賃金 lip-service to 女性（の） empowerment.
