RETROFIT: No succour on 汚職，収賄 in sight

With the （危険などに）さらす by the Italian 当局 of the 贈収賄 支払い（額）s in the AgustaWestland ヘリコプター 取引，協定, another scam comes to light. However, the 消極的な news neither stops nor does it 阻止する the 長，率いるs of 政府s who continue to make a beeline for Delhi with their gaze 直す／買収する，八百長をするd on lucrative 可能性のある 取引，協定s and 適切な時期s in the growing Indian market with its rising middle class and the largest 容積／容量 of defence 輸入するs.

寛容

In a way, this 反映するs the cynicism of our foreign friends for whom it seems 'everything goes' as long as a 取引，協定 can be clinched. But these 大統領の and prime 大臣の visits no longer 逮捕（する） the public attention, which is riveted on the continuing saga of 汚職, 贈収賄, misappropriation and rent 捜し出すing at an 前例のない 規模. I have no 疑問 that this has continued for ever in our country.

But it is indeed ironical that so much has come to light during the 政権 of a 首相 who is 本人自身で honest to a fault. My bewilderment is on account of his silence and 欠如（する） of precipitate 活動／戦闘 against those who he must know are 悪党／犯人s of these 犯罪の 行為／法令／行動するs.

The only explanation I have for Dr Manmohan Singh's inaction against such はびこる 汚職 にもかかわらず the 抱擁する 激しい抗議 against it is th at he is in one way or the other 効果的に 閉めだした from taking 活動／戦闘 against his 閣僚 同僚s, 連合 partners or against 上級の members of his own party.

This is indeed a pity because it will be the 最高の irony that a man like him could 井戸／弁護士席 be remembered by posterity for having overseen perhaps the most corrupt period in the country's 地位，任命する independence history. I 勧める him to take the needed steps to 妨げる such a denouement.

An argument, often made, is that rent 捜し出すing and even large 規模 汚職 is a part and 小包 of the market economy with 極小の 逆の consequences. For example, 汚職, we are told, is 普及した in 中国 but it has an enviable growth 記録，記録的な／記録する. I don't agree. Such a 冷笑的な 態度 is in my 見解（をとる） 可決する・採択するd by us because we would like to continue with the status quo rather than be bothered about the 汚職 and think of doing something about it. We in the middle class want to get on with our life and to be able to do so, we 簡単に choose to ignore 汚職 and its unholy 影響 in the form of continuous 腐食 of moral values in society.

Some like Kejriwal （問題を）取り上げる the 問題／発行する but are quickly seen to be using this for その上のing their own political ambitions. The 信用性 is soon lost and people 逆戻りする 支援する to their 冷笑的な ways.

Some friends argued that the combination of a strident anti-汚職 electronic マスコミ and the public movement 開始する，打ち上げるd by Anna Hazare and Kejriwal's India Against 汚職, pointed to the arrival of India's 進歩／革新的な moment. Comparisons to a 類似の period in the US history at the turn of the twentieth century were quickly drawn.

However, it soon became （疑いを）晴らす, that in our 事例／患者, a very 相当な segment of マスコミ owners were themselves even more 冷笑的な and やめる a t peace with はびこる 汚職.

I am told by 新聞記者／雑誌記者 friends that the practice of paid news and arm 新たな展開ing of businessmen and political leaders by マスコミ 大君s for 商業の 伸び（る） is 普及した across electronic and print マスコミ and in both English and vernacular languages. It saddens me to know that the ありふれた Indian 国民, who 始める，決めるs so much 蓄える／店 by the マスコミ's 役割 in our society is 運命にあるd to be disillusioned. Indians, it seems can 簡単に find no succour from the large 規模, 普及した and 深く，強烈に 堅固に守るd 汚職 across all sections of our society. Unfortunately, there is no Indian 進歩／革新的な moment in sight, at least not from where I can see it.

Need

But such a 状況／情勢 also 脅すs me. Setting aside the moral dimension for a moment, important though it is, we can see that such high level of 汚職 may be 許容できる only until living 基準s of the 大多数 are 改善するing on the 支援する of 早い 経済成長. But when growth begins to 滞る as it is doing at 現在の and living 基準s 落ちる and 失業 後部s its ugly 長，率いる again, the 失望／欲求不満 of the people can boil over.

This can take several 予測できない forms- その上の 強化するing of 左翼 extremism; rising tide of 宗教的な fundamentalism and テロ行為; ますます violent sons of 国／地域 movements; 普及した lumpenisation 連合させるd with vigilantism that challenges the 法律 and order system. Any such 結果, will 押し進める the country 支援する several years if not １０年間s and could even take us into 完全に uncharted and dangerous 領土s.

On the other 手渡す, by stamping out はびこる 汚職 and 達成するing 早い and inclusive growth, India could 井戸／弁護士席 be an exemplar for other 現れるing and developing economies. I hope that is not too much to 推定する／予想する. I am sure Dr Manmohan Singh recognises the very high 火刑／賭けるs 伴う／関わるd and will, e ven at this 行う／開催する／段階 of his prime-大臣- ship, 開始する，打ち上げる a serious 運動 against 汚職 特に that of the political class. He will have the entire people's support against any coterie, howsoever powerful it might be, that tries to 妨害する him in this 成果／努力. The 主要な／長／主犯 野党 must also make anti-汚職 the central plank of their 選挙 manifesto.

This used to be the BJP's USP in an earlier 時代. But now they will have to try very hard to 納得させる the 選挙民 that this is not yet another 冷笑的な 試みる／企てる to hoodwink them. Given the 普及した disillusionment and cynicism, it will not be 平易な. But surely it can be and must be done.
