Dial Delhi for 麻薬s: Understaffed police and few 抑制（する）s on 中毒 have turned the 資本／首都 into a 中心 for 麻薬 trafficking?

The 国家の 資本／首都 is 証言，証人／目撃するing a にわか景気 in 麻薬 traffick ing. A Mail Today 調査 has 設立する that foreign 麻薬 cartels are 密輸するing in thousands of キログラムs of 麻薬s through Delhi's porous 国境s even as the anti-麻薬s 軍隊s grope in the dark for leads.

On April 3 this year, the Delhi Police 掴むd 麻薬s 価値（がある） Rs 15 crore from a storehouse in the 資本／首都. Two Myanmar 国家のs, two persons from Mizoram and one from Delhi were 設立する in 所有／入手 of 140kg of pseudoephedrine tablets and 50kg of pseudoephedrine 砕く. The consignment was to be 密輸するd out to Myanmar through Mizoram and brought 支援する after 存在 過程d into a consignment of high-end party 麻薬s such as Ecstacy, ICE and 水晶 Meth.

A few days later, another international 麻薬 cartel in 所有／入手 of several キログラムs of psychotropic 麻薬s and 偽の 通貨 公式文書，認めるs, was 破産した／（警察が）手入れするd by the Delhi Police.?

Low on 優先

A 上級の Delhi Police officer, on 条件 of anonymity, said better 財政上の prospect in the 国家の 資本／首都 is attracting new 麻薬s 供給者s from within and outside the country.

"Almost all the 麻薬s 掴むd by 法律 施行 機関s are 密輸するd into the 資本／首都 through airports or by surface 輸送（する）. While everyone knows about this, we have been told to 焦点（を合わせる） on our 最高の，を越す 優先, which is to go after テロ行為 and not 麻薬s," said the officer.

He said most officers, from the 麻薬s 支店 and the special 独房 分割 of the Delhi Police, are hesitant to go after the source of 麻薬s because not many understand the 準備／条項s of 麻薬 麻薬s and Psychotropic 実体s 行為／法令／行動する (NDPS).

The officer said several 警戒 ary 条項s reserved in the NDPS to 妨げる unlawful 逮捕（する）s 現実に invoke 恐れる の中で the police, who 港／避難所't been 十分に trained in antinarcotics 法律s.

"Many a time our 調査 comes to a deadend because no 麻薬s are 設立する from the 嫌疑者，容疑者／疑うs' place. There have been 事例／患者s when NDPS has questioned the policeman's 意図 of going after a 嫌疑者，容疑者／疑う. This creates trouble for all 調査／捜査するing officers," said the officer.

While the 麻薬s 支配（する）／統制する Bureau (NCB) has just 70 men for the city, Delhi Police's 麻薬s 分割 is just 55-職員／兵員 strong. There are also an 増加するing number of children who are 存在 吸収するd into the 麻薬 貿易（する）.

"Children are first 存在 （麻薬）常用者d to 麻薬s and then 存在 軍隊d to work for the traffickers," said Vinod Kumar Tikoo, member of 国家の （売買）手数料，委託（する）／委員会／権限 for 保護 of Child 権利s (NCPCR).

MANJEET LU THRA (NAME CHANGED)

He had a family 商売／仕事 in Tilak Nagar before he started snorting smack with friends. It started as a party recreation but soon changed into a 正規の／正選手 habit. Luthra had 相続するd a building and 蓄える／店-houses from his ancestral 商売／仕事 of 農業の. As an （麻薬）常用者, he began selling his 所有物／資産／財産, his wife's jewellery and their 貯金 off to buy smack.

A smack （麻薬）常用者 消費するs around one gram or いっそう少なく smack each day, but Luthra's 中毒 had 頂点（に達する）d to more than five grams every 選び出す／独身 day, his doctors say. The three friends who passed on the habit to him died すぐに afterwards from 麻薬 overdoses.

After 20 years of snorting ヘロイン, Luthra says he's finally given up. It has been a year and he hasn't touched the 砕く yet.

AMIT KUMAR (NAME CHANGED)

Kumar started 乱用ing 薬／医学s as soon as the girl he had eloped with 辞退するd to marry him. A few days after their escapade, the girl returned to Delhi to join her family. Kumar turned to cannabis, alcohol, painkillers and later ヘロイン to help him 打ち勝つ the grief.

麻薬s, as he later realised, distanced him その上の from his former beau and th e vicious cycle of inebriation 減ずるd the 21-year-old Kumar to a 40kg 骸骨／概要.

Today, Kumar 減刑する／通勤するs 50km once every week from his home in Mongolpuri to NDDTC (国家の 麻薬s Dependence Centre) in Ghaziabad. He hasn't used 麻薬s for the past four months.

BITTOO (NAME CHANGED)

He has been （麻薬）常用者d to タバコ, both smoking and chewing and paint thinners for the past two years. He started 消費するing alcohol one and a half years ago. He has also been （麻薬）常用者d to 少しのd for the past year, and recently started ヘロイン. He is only 16 years old.

His family, based in Ghaziabad, Uttar Pradesh, 設立する out about the 中毒 when Bittoo thrashed his brother who 需要・要求するd to 匂いをかぐ what his 年上の brother was 匂いをかぐing.

Bittoo's mother says their family was ostracised, and her husband gave up on their son when they 設立する out about his 中毒. Speaking in a 緊張するd, hoarse 発言する／表明する, the child now （人命などを）奪う，主張するs to have rid himself of all 中毒s.

GURINDER SINGH (NAME CHANGED)

Like many 青年s, Singh got （麻薬）常用者d to 麻薬s as a result of peer 圧力. ヘロイン which was 存在 密輸するd from Pakistan was easily 利用できる in his village at Wagah 国境. His grandfather was a 上級の retired 軍の man, and his father and mother were 雇うd in the service 部門.

中毒 軍隊d him to 減少（する） out of college and spend his days looking for money to buy 麻薬s. When cash 乾燥した，日照りのd up, Singh fled to Dubai and started bootlegging アルコール飲料 there. P olice 設立する him and 国外追放するd him 支援する to India. He is now trying to get 支援する on the path of 回復. His 使用／適用 to Punjab police 軍隊 has been 受託するd.
