Delhi is 直面するing an 差し迫った 災害, and it comes with a 殺し屋 stench and health hazards, as the 資本／首都's waste ダンピング grounds are 押し進めるing 限界s.

From a distance the 塚s of 洪水ing filth look monstrous and unless it is dealt with すぐに they are 始める，決める to spread, 原因（となる）ing その上の 環境の and health problems.

The way out could be to find 代案／選択肢 場所／位置s to 捨てる the city's daily garbage of 9,000 tonnes 同様に as to 過程 the waste efficiently so that 80 per cent of it can be 変えるd into energy or compost or any other useful byproduct.

Yet, nothing has been done so far, as has been 確認するd by a Delhi High 法廷，裁判所-構成するd 委員会.

No 代案／選択肢 場所／位置 for landfill has been 供給するd and no 固める／コンクリート step has been taken to 再生利用する the waste.

While the three 現在の 場所／位置s at Ghazipur, Bhalaswa and Okhla are already 洪水ing and have reached saturation point, the 状況／情勢 becomes scarier with the daily 解放（する） of garbage 推定する／予想するd to jump to 18,000 tonnes by 2021, 委員会 said.

The 最高裁判所 had on February 2, 2000 said: "We direct that 場所／位置s for landfills will be identified 耐えるing in mind the 必要物／必要条件 of Delhi for the next twenty years within a period of four weeks from today".

But till date no new 場所／位置s have been 供給するd nor any 会社／堅い steps taken に向かって 再生利用するing of waste.

One 再生利用するing 工場／植物 under each 会社／団体 has failed to 扱う the 負担. 地方自治体の 会社／団体s in Delhi continue to 捨てる at these three saturated 場所／位置s ignoring a Delhi 汚染 支配（する）／統制する 委員会 禁止（する） 課すd five years ago.

The 場所／位置s' peripheries are getting 不法に 大きくするd, 提起する／ポーズをとるing serious health hazards for 居住（者）s in the 周辺.

The three 会社／団体s 告発する／非難する the DDA of not 供給するing them 代案／選択肢 land にもかかわらず an order of the 最高裁判所 14 years ago and repeated in 2010 称する，呼ぶ／期間／用語ing the 状況／情勢 "alarming."

The 委員会's 報告（する）／憶測 says a 最小限 of 650 acres of land, which is 事実上 impossible given the 激烈な／緊急の scarcity of land in the 資本／首都, is 要求するd to manage waste efficiently for the next 10 years.

After 広範囲にわたる 審議, 22 代案／選択肢 場所／位置s have been identified by the 委員会 長，率いるd by Delhi 長，指導者 長官 and 構成するing 上級の officers of 地方自治体の 会社／団体s, besides DDA, 都市の 開発 and 環境 省, land and building department as its members.

However, their 強調 was on finding ways to 過程 the waste and 減ずる the 容積／容量 of waste sent to landfill 場所／位置s by 80 per cent.

"Land 存在 不十分な in Delhi, 容積／容量 of such 抱擁する 量 of waste needs to be 減ずるd and thus it is most 必須の to 器具／実施する a 政策 for minimising waste going to the landfills," said the パネル盤 formed by 司法（官） G.S. Sistani of the High 法廷，裁判所.

公式文書，認めるd 環境保護主義者 Manoj Misra agrees: "A city like Delhi must 計画（する） 積極性 に向かって a '無' garbage / waste status whereby all solid waste is 適切に segregated and then either composted or 再生利用するd and 再使用するd. さもなければ, the city would be soon known more for its garbage hills than its architectural attractions or its natural 山の尾根."

However, 居住（者）s and 環境保護主義者s have raised 反対s about 14 of the 22 場所s, as these are 位置を示すd on the Yamuna flood plain and are water recharge zo nes.

These 場所／位置s 含む Madanpur Khadar and Kalindi Kunj, Bakhtawarpur and Hamidpur and Palla. The 提案するd 場所／位置s under South 会社／団体 in Neelwal, Kudna, Nilothi Bakkarwala and Samadpur Ranhola villages, and Mundka village under North 会社／団体 are 存在 flagged by 農業者s as they are の近くに to their 農業の land.

You perhaps don't think much of 扱う／治療するing your city as a 広大な／多数の／重要な garbage 貯蔵所, knowing that a Rs 50 罰金 is all you 直面する for 罰.

Beware, though. If the 市民の 機関s have their way, your indifferent 態度 could soon 始める，決める you 支援する by as much as Rs 5,000.

The trifurcated 地方自治体の 会社／団体 of Delhi (MCD) has been 押し進めるing for the Centre's nod for a 提案 to 増加する by 100 times the 現在の 罰金 for littering, which they argue is not a strong enough deterrent.

With the 増加するd 罰金, the 市民の 機関s 捜し出す to rein in not only those who throw waste by the 道端, but also people who 捨てる waste construction 構成要素 in drains.

"No one is 脅すd to do such things because the 刑罰，罰則 is just Rs 50. What we need to do is 増加する the 罰金 徹底的に to instill 恐れる in 違反者／犯罪者s," South Delhi 地方自治体の 会社／団体 (SDMC) Leader of the House Subhash Arya said.

"We have been 追求するing the central 政府 for months to 増加する the 罰金 to at least Rs 5,000," he 追加するd.

It was a 類似の 感情 that led the 国家の Green 法廷 (NGT) earlier this week to 需要・要求する the 市民の 機関s' reply on invoking the polluter 支払う／賃金s 原則 - which directs that the person 責任がある 損失 to the 環境 耐える the costs associated with it ? to rein in the 資本／首都's より悪くするing garbage problem.

"It is a pity that Delhi is 溺死するing in its own waste. The dirty streets and clogged drains have not only made the 資本／首都 uninhabitable for its 居住（者）s but also （判決などを）下すd the entire drainage system dysfunctional," Anumita Roychowdhury, the (n)役員／(a)執行力のある director of Centre for Science and 環境 said. 環境保護主義者s like Roychowdhury, though, believe that a heavier 罰金 is only part of the 解答.
