The 継続している 力／強力にする of 弁護士／代理人／検事 支配するs 目的（とする） to give peace of mind to older people, but the コンビナート／複合体 forms have meant a paperwork nightmare for applicants.

And some families 捜し出すing to 登録（する） a 継続している 力／強力にする of 弁護士／代理人／検事 have 直面するd long 延期するs at the Office of the Public 後見人. In the worst 事例／患者s, applicants' bank accounts have been frozen for weeks while families have been 軍隊d to draw on their own 資源s to 支払う／賃金 their care 法案s.

A 報告（する）／憶測 from the Public 後見人 Board, which 監督するs the Office of the Public 後見人 in England and むちの跡s, says its first year of 操作／手術 has been 'difficult and challenging' with '容認できない 延期するs'.

The second, a 福利事業 LPA, is a new idea in 法律. This lets you 指名する a person who becomes 責任がある your 未来 医療の 治療.

Solicitor ツバメ Terr ell of Thomson Snell & Passmore in Tunbridge 井戸／弁護士席s, Kent, a specialist in LPAs, says: 'The 法律制定 to introduce 継続している 力／強力にするs was 井戸／弁護士席 意向d but has resulted in a mess.

'In the past, an 耐えるing 力／強力にする of 弁護士／代理人／検事 was 登録（する）d only when it was needed. Now because of all the 不確定 about whether they are 訂正する, people have been 登録（する）ing the LPAs as soon as they are 完全にする, which has 追加するd to the スピードを出す／記録につける jam.'

Caroline Bielanska, chairwoman of 貿易（する） group Solicitors for the 年輩の, says: 'The 過程 of 適用するing for an LPA is a human conveyor belt of 行政. The forms are long and コンビナート／複合体 and 十分な of problems.'

The 複雑さ of the forms makes it a more expensive 過程 to create an LPA. An （日）経済企画庁（米）環境保全庁 would typically have cost £100 加える 付加価値税 to draw up with a solicitor.

Bielanska says: 'I'm delighted there has been some 承認 of the problems because these 力／強力にするs are an 必須の part of 財政上の and 福利事業 planning. As people live longer, a lot more will be needed.'

Former classics teacher Beryl Shorey, 65, 草案d an LPA in the summer through Skipton 財政上の Services. She 指名するd her brother and a の近くに friend to be 弁護士／代理人／検事s on her に代わって.

Beryl, from Newark, Nottinghamshire, is 選び出す／独身 and childless, so she wants formal 手はず／準備 in place if she 落ちるs ill.

'Hopefully, it won't be needed, but just in 事例／患者 it is written and ready to go,' she says. 'It gives me peace of mind that someone else will be able to step in.'
