CITY FOCUS: General calls for defence shake-up

General David Richards really 始める，決める the cat amongst the pigeons this week when he 主張するd modern 戦争 had reached a pivotal 'horse versus 戦車／タンク' moment before 警告 that Britain's 軍の 設立 needs to adapt.

'If we start cancelling these programmes we will lose 職業s, 技術s and 経済的な 利益. Britain will become a poorer place because our balance of 貿易（する） will be 減らすd.

'The UK is trying to rebalance the economy, so by 減らすing the defence 予算 they will be 妨げるing Britain's 回復.'

He appears to have a point. The UK 航空宇宙学 産業 is 価値（がある） about £20bn a year to the economy and 雇うs more than 100,000 労働者s across the country, so any large programme 取り消しs could 証明する 極端に detrimental to the nation's beleaguered 製造業の base.

So, the mood music is not encouraging for the 産業, and even the most ardent 支持者s of the 部門 know they are in for a rough ride.

Already, there are serious question 示すs over a number of defence 事業／計画（する）s. The £17bn A400M 軍隊／機動隊 transporter 計画（する）, a £5bn 投資 in two 航空機 運送／保菌者s for the 王室の 海軍 and the £20bn 核搭載ミサイル 交替／補充 programme are all 存在 scrutinised.

Derek Marshall, 長，率いる of 政策 at 産業 団体／死体 航空宇宙学, Defence and 安全, said: '産業 wants to 供給（する） whatever it is the 政府 thinks it needs.

'The biggest problem for 産業 is 不確定. So, come up with a 計画（する）, 基金 it 適切に and let 産業 have the 計画（する） so we can 投資する against it. The worst 脅し is 不確定.'

While General Richards is taking 責任／義務 for 供給するing leadership to his 軍隊／機動隊s in Afghanistan, the defence 産業 is still waiting for a （疑いを）晴らす signal from 政府 as to what its 外交政策 優先s are.

Until then, it is 事実上 impossible for companies to 裁判官 what sort of defence 産業の base Britain needs.
