The 政府 has 始める,決める energy 供給者s stiff 的s to make their 顧客s more 'green'.

Not surprisingly, 供給者s pass on the cost to their 顧客s, but most people don't even realise they're 支払う/賃金ing for it because the 告発(する),告訴(する)/料金s do not appear on 法案s.

The cost to 消費者s is £84 a year. Most of this 告発(する),告訴(する)/料金 comes from the 炭素 放出/発行 削減 的 (CERT) 計画/陰謀, which 現在/一般に costs each 世帯 £45 a year and will 増加する to £52 a year from April.

This 計画/陰謀, 開始する,打ち上げるd in 2008, paid for 300m light bulbs.

Incredibly, energy providers 地位,任命するd them to 顧客s, because it was the cheapest way to 会合,会う their 的s.

'Millions of these light bulbs will be sitting in drawers or rubbish 捨てるs. The money could have been much better spent on home insulation and heating 対策,' says Audrey Gallacher, 長,率いる of energy at 消費者 焦点(を合わせる).

'We are all 支払う/賃金ing for these 計画/陰謀s, so there should be greater transparency on how the money is 存在 used.'

Last year, the 政府 had to 禁止(する) 供給者s from sending any more light bulbs and 軍隊 them to use 炭素 放出/発行 money to 絶縁する people's homes instead.

It wants 1.5m 世帯s to have either loft or cavity 塀で囲む insulation and 200,000 to get better, more effiecient boilers between now and December 2012.

But while 26m 法案-payers 与える/捧げる to these 計画/陰謀s, most have no idea how to (人命などを)奪う,主張する for insulation and are probably not 適格の to 利益 anyway. For example, British Gas 申し込む/申し出s '解放する/自由な' loft and cavity 塀で囲む insulation only to those over 70 or in 領収書 of 確かな 利益s. While this is advertised as 解放する/自由な, the cost is covered by using money from the 放出/発行s 計画/陰謀 that everyone has paid for 経由で higher 法案s.

選挙運動者s say it is 不公平な that those already struggling to heat their homes should foot the 法案 for the 政府's 気候 change 的s. There are 5.5m 世帯s living in 燃料 poverty ― where one-tenth or more of your income goes on your energy 法案s ― 含むing two million pensioner 世帯s. This is compared to 1.4m 世帯s in 2004.

専門家 Dr Brenda Boardman 見積(る)s those in 燃料 poverty have paid £200?million に向かって 炭素 放出/発行s through higher 法案s, but have received 支援する only £125m from energy efficiency 対策.

Yet the 政府 continues to 押し進める ahead with 非難する everyone for its 'green' 計画/陰謀s, with the Department of Energy and 気候 Change (DECC) 説 last year that the cost of 気候 change 政策s could 攻撃する,衝突する £300 per 世帯 by 2020.

Derek Lickorish, chairman of the 政府's own (a)忠告の/(n)警報 group on 燃料 poverty, has long been 関心d about the 衝撃 of these rising costs on the Britain's pensioners and low-income families.

'Moves to make England greener shouldn't 押し進める the poorest 世帯s into the red,' he says.

The other green 計画/陰謀 we all 支払う/賃金 for is the Renewables 義務, which costs £12 a year through electricity 法案s. This money is used for the 料金d-in 関税s that people receive when they 生成する their own electricity through solar パネル盤s or 勝利,勝つd turbines.

Around 20,000 世帯s 生成する some of their own energy and are paid for every 部隊 of energy produced. But this means people in 燃料 poverty are 現実に 支払う/賃金 ing for the energy of 井戸/弁護士席-off 世帯s who can afford to 任命する/導入する solar パネル盤s.

'気候 change 政策s are helping householders save money by becoming more energy efficient,' says a DECC spokesperson.

'They also support renewable energy and clean coal 科学(工学)技術, which will help 安全な・保証する Britain's 供給(する)s against volatile and expensive 輸入するd oil and gas.'
