A FIRM of 財政上の 助言者s was today 罰金d £20,000 by the City 監視者 for 認可するing a 誤って導くing 昇進／宣伝.

Courtover 投資 管理／経営, based in Swansea, received the 罰金 for 認可するing an advert by another company which o ffered 消費者s a 20% return on their 資本／首都 but failed to 警告する them about the 重要な 危険s 伴う／関わるd in the 投資.

The 昇進／宣伝 伴う／関わるd the 問題／発行する of unlisted 株 in a separate 所有物／資産／財産 投資 company called Overseas 所有物／資産／財産 投資s.

Under FSA 支配するs Overseas 所有物／資産／財産 投資s, which is not 規制するd by the 監視者, is 要求するd to get 是認 for its 昇進／宣伝s from a 規制するd 会社／堅い.

The FSA said the 昇進／宣伝, which ran under the headline '投資する abroad and receive a 20% return', failed to 公表する／暴露する the 重要な 危険s and drawbacks associated with 投資するing in the 株.

It also 含む／封じ込めるd a mis-主要な 声明 暗示するing the 申し込む／申し出 had been 認可するd under the 財政上の Services and Markets 行為／法令／行動する, which could have made 消費者s think the 株 had been 是認するd by the FSA and were a 安全な 投資. The 昇進／宣伝 was published in several 貿易（する） 肩書を与えるs and a 解放する／自由な 補足（する） to a 国家の newspaper over three 週末s in March last year, and could 潜在的に have been seen by more than 200,000 people.

Anna Bradley, FSA director of 小売 主題s, said: 'All 会社／堅いs which produce 財政上の 昇進／宣伝s must 確実にする that they are （疑いを）晴らす, fair and not 誤って導くing, and special attention must be paid to 供給するing a balance between 危険s and 利益s in any 昇進／宣伝 for 投資s.

'If 規制するd 会社／堅いs 認可する 財政上の 昇進／宣伝s for other 会社／堅いs, they must remember that it remains their 責任／義務 to 確実にする they 従う with our 支配するs to help 消費者s to make the 権利 choice about the 権利 製品 at the 権利 time.

'This 昇進／宣伝 was for a high 危険, unlisted 安全 with a 最小限 出資／貢献 of £20,000 and 含む／封じ込めるd 不確かの and 誤って導くing （警察などへの）密告，告訴（状）.

'This made the 事例／患者 特に serious as 消費者s may have reached an unrealistically 楽観的な 見解（をとる） about the 株 without fully understanding the 重要な 危険 伴う／関わるd.'

The FSA is 増加するing its 焦点（を合わせる） on 財政上の 昇進／宣伝s, and has recently 罰金d AXA Sun-Life £500,000, Cantor 索引 £70,000 and Hemscott 投資 分析 £50,000 for 違反s in this area.
