Stakeholders are a flop - CGNU

STAKEHOLDER 年金s, the Blair 政府's grand 計画（する） to encourage low-income earners to save for their 退職, are 証明するing a dismal 失敗, Britain's biggest 年金 provider has 警告するd.

Scott said the idea that lower 管理／経営 料金s, which in some 事例／患者s were just one ４半期/4分の1 of a 百分率 point いっそう少なく for stakeholders than ordinary 計画／陰謀s, would 納得させる people to save for 退職 was 欠陥d.

Instead, he said the 政府 needed to make 過激な changes to the コンビナート／複合体 法律s 治める／統治するing 年金s, making them more 使用者-friendly and easier to 接近. 'If the 主要な／長／主犯 客観的な was to 増加する the 貯金 of those on 普通の／平均（する） or below 普通の／平均（する） incomes, which was the espoused 客観的な for the 政府, I would say they are not working,' Scott said.

'There is no really new incentive for people to change their 貯金 patterns. Just because there is an 付加 製品 on the shelf doesn't change people's buying patterns. They are not 侵入するing 大いに into the 的 market. Price is not a very important factor in making people decide if they are going to save or not.'

CGNU, which 貿易（する）s under the Norwich Union brand and has 11% of the British 年金s and 貯金 製品s market, has sold £300m stakeholder 年金s since they were introduced in April last year. Scott said he believed 'やめる a lot' of that would have been 投資するd in personal 年金 計画（する）s if stakeholders did not 存在する.
