Water メーターs for millions more by 2015

FIVE million homes in the South-East should be 軍隊d to have water メーターs within nine years, say 政府 助言者s.

The 環境 機関 wants a 一面に覆う／毛布 introduction of メーターs ーするために ration 消費.

The 提案s, which 量 to rationing by price, will cost £1bn to 器具／実施する - money that will be 追加するd to 顧客s' 法案s. メーターing would mean higher 法案s for large families, while pensioners and （テニスなどの）シングルス should find that their 法案s 落ちる.
