Reward of £50 for homes that 再生利用する

Families who 再生利用する their rubbish most efficiently could qualify for £50 rewards from 会議s under 支払う／賃金-as-you-throw 貯蔵所 計画／陰謀s. But those who leave out too much unrecycled garbage could 直面する '罰金s' of the same 量.

環境 大臣 Joan Ruddock said experience from other European countries has shown that an incentive of around £50 was enough to change behaviour, 減ずる waste and save taxpayers' money.

The 提案 comes in new 指導／手引 to town halls planning to 参加する five 貯蔵所 税金 操縦する 計画／陰謀s in England.

The 計画（する）s could also 伴う／関わる homeowners buying tagged or 妨げる／法廷，弁護士業-coded 貯蔵所 liners - the only type 会議s would 扱う. Some families may have to buy lockable 貯蔵所s to stop 隣人s ダンピング their rubbish 捕らえる、獲得するs there to escape 罰金s

Tories 解任するd the 概念 as 'ludicrous' and （刑事）被告 the 政府 of creating a ' stealth 税金' through the unworkable rubbish 告発（する），告訴（する）／料金s.

Mrs Ruddock is 令状ing to all 地元の 当局 asking them to come 今後 with 提案s for the 操縦するs. The move is part of the 政府's （選挙などの）運動をする to encourage 世帯s to 再生利用する at least 40% of their rubbish by 2010, rising to 50% by 2020.

Town halls will be able to choose whether to 簡単に 申し込む／申し出 rebates to 世帯s producing the least waste or to also 課す 刑罰，罰則s on those who fail to 再生利用する. Whatever 計画／陰謀 they 可決する・採択する must be 歳入-中立の, with all cash raised in 罰金s 存在 paid 支援する to householders in rewards.

The 指導／手引 was welcomed by the 地元の 政府 協会, which said the days of throwing out the rubbish without worrying about the consequences were over.

Paul Bettison, chairman of the LGA's 環境 board, said: 'Britain is the dustbin of Europe, with more rubbish 存在 thrown into landfill than any other country.'

The 政府 is 示唆するing four different 非難する models. In one, families would have to b uy special 貯蔵所 捕らえる、獲得するs costing up to 20p each. The Defra 指導／手引 収容する／認めるs 貯蔵所 税金s could 増加する the 危険 of people ダンピング rubbish in their 隣人s' 貯蔵所s - raising the need for locks.

Tory 広報担当者 Eric Pickles said: 'Forget lock up your daughters, lock up your 貯蔵所s. 貯蔵所 税金s are going to 誘発する neighbourhood 貯蔵所 wars.'

Mrs Ruddock 主張するd that the 計画／陰謀s would work, 特記する／引用するing an example in Sweden, where 再生利用するing 増加するd by 49% and waste levels fell by 19% in the first year 居住（者）s were 告発（する），告訴（する）／料金d によれば the 負わせる of their rubbish. 類似の results had been 得るd with different 計画／陰謀s in Italy and the Netherlands.
