環境 大臣 Joan Ruddock said experience from other European countries has shown that an incentive of around £50 was enough to change behaviour, 減ずる waste and save taxpayers' money.

The 提案 comes in new 指導/手引 to town halls planning to 参加する five 貯蔵所 税金 操縦する 計画/陰謀s in England.

The 計画(する)s could also 伴う/関わる homeowners buying tagged or 妨げる/法廷,弁護士業-coded 貯蔵所 liners - the only type 会議s would 扱う. Some families may have to buy lockable 貯蔵所s to stop 隣人s ダンピング their rubbish 捕らえる、獲得するs there to escape 罰金s

Mrs Ruddock is 令状ing to all 地元の 当局 asking them to come 今後 with 提案s for the 操縦するs. The move is part of the 政府's (選挙などの)運動をする to encourage 世帯s to 再生利用する at least 40% of their rubbish by 2010, rising to 50% by 2020.

Paul Bettison, chairman of the LGA's 環境 board, said: 'Britain is the dustbin of Europe, with more rubbish 存在 thrown into landfill than any other country.'

The 政府 is 示唆するing four different 非難する models. In one, families would have to b uy special 貯蔵所 捕らえる、獲得するs costing up to 20p each. Tory 広報担当者 Eric Pickles said: 'Forget lock up your daughters, lock up your 貯蔵所s. 貯蔵所 税金s are going to 誘発する neighbourhood 貯蔵所 wars.'
